SCHOOL Meeting called to order at 7:35 P.M. by Chairman Bacon. Present: Bacon, Sheridan, Mitchell, Morris, Mueller, Gibbons, Hurd Absent: None City Attorney Rourke, present City Engineer Carlsen, present City Planner Remland, present Moved by Mueller, seconded by Sheridan that Minutes of May 27th meeting be approved and mailed. Carried. Hearing on U.P. 63-145 of R. & W. Hodge to permit construc- tion of Planned Development on property located southerly corner of Bryan Avenue and M~ Street open6d at 7:36 P.M. Mr. Hurd asked to be disqualified in this hearing as a resident of area in question.' Location, use and zoning of surrounding area and recommendations presented by Mr. Remland. Correspondence from County Building Department, County Planning and City Fire Chief read. Mr. Russel Hodge and Mr. Cronin spoke in favor of' Development. Mr. Casey McDuffy of Fielding Drive arm Mr. Albert McKown, 1261 Lance Drive, representing property owners in surrounding tracts, spoke against the buildin~ of any apartments in the area and protested the present PD zoning of the property. Moved by Sheridan, seconded by Mitchell that hearing on UP 63-145 be continued to next regular meeting. Motion carried. Moved by Sheridan, seconded by Mitchell that above n~otion be amended to include that plans are to be resubmitted by developer with corrections as recommended. Carried unanimously. Chairman Bacon declared a five minute recess. Meeting re¢onvened at 8:30 P.M. Hearing on UP application 63-141 continued from May 27 meeting, regarding construction of elementary school at Fourth Street and North "B" Street extension, called at 8:30 P.M. As a resident of the area, Mr. Sheridan disqualified himself. Location of school site, plans and use and zoning of surrounding property exolained by Mr. Remland and recommendations from County Building Dept., and City Fire Department read. The following spoke against opening Westbury Lane to through traffic: Mr. Jim Crommett of Westbury Lane spoke regarding the traffic hazard which would be cause d by access to the school from "B" Street extension and presented Petition from residents of Glenn Eagle Manor. B~RNARD MUTH RESOLUTION NO. 647 U.P. 62-122 Mr. A. Currie spoke on behalf of the School District. Moved by Mueller, seconded by Gibbons that hearing on UP 63-141 of Tustin School District be continued to next regular meeting ana Engineering Department directed to contact County Road Department for specific recommendations. Carried. Mr. Sheridan abstained. Moved by Mueller, seconded by Gibbons that Secretary notify the County Planning Commission and Tustin Elem- entary School Board of primary problem with respect to traffic situation regarding School access from Fourth Street or "B" Street and Westbury Lane and pointing out that entire "B" Street extension is in the county. Motion carried. Mr. Sheridan abstained. Hearing on Zone Change 63-118 of J. Richard Huffman to permit a zone change from R-1 to R-3 on property in 300 block West side of Pacific Street, opened at 9:13 P.M. Location of property and use and zoning of surrounding property presented by Mr. Remland and application read. Mr. C. Schlagel, attorney for J. R. Huffman spoke in favor of change. Those present speaking aginst said change: Mr. B. Blazlack Mr. F. Storey Mr. A. Charleton Mr. J. Mason Mr. Charleton presented petition protesting change with approximately lll signatures. There being no further discussion or objections, the hearing was closed at 9:40 P.M. Moved by Mueller, seconded by Mitchell that Resolution No. 646 be passed and adopted recommending denial of zone change application No. 63-118 to the City Council. Carried by roll call - all members voting Aye. Hearing on zone change application No. 63-124 of A Bernard Muth to rezone property on North side of Walnut Avenue, East of Newport from "U" zone to PD opened at 9:50 P.M. Mr. Remland explained location of property and zoning and use of surrounding area and correspondence from County Planning Department and County Buildi~ Depart- ment were read. Mr. Warden Davis spoke representing developer. There being no objections or further comments, the hearing was closed at 9:55 P.M. Moved by Morris, seconded by Mitchell that Resolution No. 647 recommending approval of zone change application No. 63-124 to the City Council be passed and adopted. Carried by roll call, all members voting Aye. Hearing on amendment to Resolution 603 granting U.P. application NO. 6~,122 of Truxton Corporation to permit additional swnamning pool opened at 9:59 P.M. There bein~ no comments or objections, the Hearing was declared closed at 10:01 P.M. RESOLUTION NO. 6z~8 Moved by Morris, seconded by Gibbons, that Resolution No. 648 be passed and adopted, approving amendment to Resolution No. 603 regarding UP 62-122. Carried by roll call, all members voting Aye. Moved by Morris, seconded by Mitchell that modification of plot plan of Truxton Corp. UP 62-122 be accepted with regard to patio fences. Carried. TRACT 5203 Tentative map of Tract 5203 presented and explained by Mr. Remland with recommendation for approval with submitted conditions. Mr. Richard Smith representing Costa Building Corp, spoke in behalf of Tract 5203. Moved by Mueller, seconded by Sheridan that Tentative Map Tract 5203 be approved subject to conditions as set forth by Planning Director. Motion carried. Mr. Morris abstained. TRACT 4234 Mr. Remland presented Tentative Map Tract 4234 of Johdean Development and submitted recommendations and conditions. Mr. Bill Haynes representing Johdean Developers stated they had no objections to conditions as presented. Moved by Morris, seconded by Hurd that Tentative Tract Map 4234 be approved with conditions as set forth by County Building Department and City Planner and with added condition of pavement from fence to curb line with tree wells. Carried. Final development plans for Fredericks Development Corp. and recommended conditions presented by City Planner. Moved, by Morris, se6onded by Mitchell that final development plans for Fredericks Development be approved with conditions as submitted. Carried. UP 63-142 AYRES REALTY Moved by Sheridan, seconded by Mitchell that Resolution No. 649, granting a conditional UP upon application No. 63-142 of Ayres Realty be read by~tle only. Carried unanimously. RESOLUTION NO. 649 Moved by Mueller, seconded by Hurd that Resolution No. 649 be passed and adopted. All members voting Aye. Moved by Sheridan, seconded by Mueller that Resolution No. 650 granting a Conditional Use Permit upon application No. 63-143, of Ayres Realty be read by ~tle only. Carried unanimously. RESOLUTION NO. 650 Moved by Mueller, seceded by Sheridan that Resolution No. 650 be passed and adopted. C.~rried by roll call, all menbers voting Aye. RESOLUTION NO. 651 Moved by Sheridan, seconded by Mueller that Resolution No. 651 granting a Conditional Use Permit upon application No. 63-144 of Ayres Realty, be read by title only. Carrie d unanimou sly. Moved by Mueller, seconded by Morris that Resolution No. 651 be passed and adopted. Carried by roll call, all members voting Aye. RESOLUTION Moved by Sheridan, seconded by Mueller that Resolution No. 652~Oap~Oving Tentative Tract No. 5150 of Stanley be read by title only. TRACT 5150 Carried unanimously. STANLEY Moved by Mueller, seconded by Sheridan that Resolution No. 652 be passed and adopted. Carried by roll call, all members voting Aye. CASE 671 Moved by Sheridan, seconded by Mueller that Count~ Planning Commission be advised that this Commiss. on has no objections to Case No. 671 - Sectional District Mao IRS-11, Exhibit T. Carried. Moved by Morris, seconded by Sheridan that correspon- dence be received and filed. Carried. Chairman Bacon appointed Mr. Hurd to Architectural Committee to temporarily fill vacancy created by resigna- tion of R. Smith. Moved by Sheridan, seconded by Morris that meeting be adjourned.
