Present: Bacon, Sheridan, Morris, Gibbons, Hurd, Hefner Absent: Mueller City Attorney represented by Attorney Batton City Engineer Carlsen, present City Planning Advisor Remland, present. Moved by Sheridan, seconded by Hefner that minutes of July 22nd meeting be approved as mailed. C'~rried. Mr. Gibbons abstained. Moved by Sheridan, seconded by Gibbons that report from Multiple Housing Committee be received and filed. Carried. Continued hearing on UP application No. 63-148 of Mary Jo Hilf to permit a grooming parlor .for poodles at 125 W. Second Street opened at 7:33 P.M. '{r. Remland reported that Miss Hilf had requested by phone that application be withdrawn. Hearing declared closed at 7:35 P.M. Moved by Sheridan, seconded by Gibbons that due to withdrawal of application, UP 63-148 be denied. Carried by roll call, all present voting Aye. !leafing to consider mmending Resolution No. 617 of the Planning Commission, granting Variance No. 62-125 of Nelson & Nelson to include a 6' wall at Enderle Gardens, Yorba Street, opened at 7:37 P.M. Mr. Remland explained original Variance and amendment for 6' wall in place of 3' wall as shown on original plot plan and presented recommendation of Street Superintendent for full concrete sidewalk to curb with tree wells meeting approval of City Engineer. }!earing closed at 7:50 P.M. Moved by Iiefner, seconded by Gibbons that Resolution No. 665 be passed and adopted approving amendment to Resolution No. 617 for 6' wall and green strip remain as shown on original plan. Carried by roll call. Ayes: Hefner, Sheridan, Bacon. Noes: Hurd, without prejudice· Abstained: Morris. Absent: Mueller. Discussion held regarding decision on Zone Change No. 63-126, Newport Colonial, to permit PD Zoning on property on S/W corner of Main and Williams Street·; Mr. Remland explained location and use and zoning of surrounding property and stated that due to other multiple uses in the area, PD zoning was compatible. M. Mullaney presented by Mr. Remlanm. Moved by Hurd, seconded by Morris that on the basis of the Architectural Committee report and Staff report, Resolution No. 667 be passed and adopted, approving UP 63-146 with the conditions as set forth in staff report and that note on said report regarding the available water flow be i~cluded in conditions. Carried by roll call. Ayes: Morris, Hefner, Gibbons, Hurd, Bacon. Noes: Sheridan. Absent: Mueller Hearing on zone change application No. 63-127 of George E. Meurs to permit PD zoning on approximately l0 acres lying about 440' Southerly of Main Street, opened at 8:23 P.M. Mr. Remland explained location and use and zoning of surrounding area. Mr. Wm. Gray spoke for the applicant. Hearing declared closed at 8:25 P.M. Eoved by Morris, seconded by Hurd that Resolution 668 be passed and adopted recommending approval of zone change application 63-127 to the City Council. Carried by roll call: Ayes: Bacon, Sheridan, Hurd, Morris, Kefner, Gibbons. Absent: Mueller Final maps for Tract:~ ~]23:~'~ and 5203 presented and explained by Mr. Carlsen. Moved by Gibbons, seconded by Hurd that Resolution No. 669 be passed and adopted approving final Tract Map 5234 as recommended by the City Engineer. Carried by roll call. Ayes: Hefner, Gibbons, Hurd, BacOn. Noes: Sheridan Abstained: Morris. Absent: Mueller. Moved by Gibbons, seconded by !lurd that Resolution 670 be passed and adopted approving final tract map 5203 as recommended by the city engineer. Carried by roll call. Ayes: Hefner, Gibbons, Hurd, Bacon. Noes: Sheridan Abstained: Morris. Absent: Mueller Amendment to final landscaping plans for Tustin Village presented by Mr. R~mland. Mr. Mike Jager spoke on behalf of Trmxton Corporation. Moved by Gibbons, seconded by Morris that final plans as amended be approved. C-'rried. Mr. iiurd abstained. Mr. Gibbons excused at 9:20 P.M. Moved by Morris, seconded by Hurd that request of Van Barneveld advertising for extension of one year on Resolution 576, UP 62-115, permitting a directiona~ sign at Yorba and East Seventeenth Street be granted. Carried. Moved by Morris, seconded by Sheridan that the County Planning Commission be notified that this co~mission has no objections to Case 693, IRS 11, Exhibit W. Carried. Moved by Morris, seconded by Hefner that the County Planning Commission be notified that this commission objects to Case 692 (Sectional District Map 1~-~-9, Exhibit C) primarily because of adulterating property ~ith apartments, and the strip RP zoning. Carried. TRACT 528.5 L.-v 52o~ UV 5207 UV' .5208 UV 5209 Moved by Sheridan, seconded by Morris that the County Planning Con,mission be notified that th~s commission objects t.o proposed amendment to Sectional District map 9-5-9 Exhibit Q - as not compatible to surrounding areas and property in the City across Yorba Street was recently denied any multiple use. Carried. Mr. Hurd voging no. Eoved by Morris, seconded by Hurd, that County Planning Commission be notified that this commission has no objections to Tentative Map of Tract 5285. Carried. Sheridan and Hefner noting no. Moved by Morris, seconded by Hefner that County Planning Commission be notified that this commission has no objections to b~ 5203. Carried. Moved by Sheridan, seconded by Morris that County Planning Commission be notified that this commission has no objections to UV 5207. Carried. Moved by Sheridan, seconded by Morris that County Planning Ccmmission be notified that this Commissicn has no objections to UV 5208. Carried. Moved by Sheridan, seconded by Morris that County Planning Commission be notified that t~his commission has no objections to UV 5209 as long as lights are not of a flashing variety. Carried. Moved by Sheridan, seconded by Hurd that correspondence be received and filed. Carried. Moved by Sheridan, seconded by Hefner that Planning Advisor be directed to make a study of and recommend zoning for all existing "U" zoned property to the Planning Commission. City Council to be so notified. Carried. Moved by Sheridan, seconded by Morris that as a policy matter of the Planning Commission, upon completion of annexations resultinEo in "U" or Unclassified Zones, zone change hearings be held and property rezcned.
