Meeting called to order at 7:40 P.M.

Planning Advisor Remland, present
Moved by Morris, seconded by Sheridan, that Minutes of
August 12th be approved as mailed.
iiearing to consider Variance No. 63-131, Application of
Louis West, 445 South "D" Street tc permit a "Dairy Freeze"
Drive-In in C-1 zone on South side of Fourth Street
between Holt Avenue and Newport Avenue, opened at 7:45 P.M.
Mr. Carlsen, City Engineer, explained location of property.
Recommendations from Planning Advisor Remland read by
C~y Clerk

Moved by Hurd, seconded by Morris, that applicant furnish
additional information on the elevation of building. All
present voted~ye~ . Motion carried.
Moved by Sheridan, seconded by Hurd, that decision on
application for Variance No. 63-131 of Louis West be
continued to next regular meeting for further discussion.
All present voted Aye. Motion carried.
Kearing on Zone Change Application No. 63-1z8 of Charles
M. and Mae i{. Plum, 1~9~ Kensing Lane, Santa Ana, to
permit a change from Unclassified to C-1 Zone, opened at
~:5o P.M.
Mr. Carlsen, City Engineer, explained location of property.
Application for Zone Change read by Deputy City Clerk.
No recommendations and no correspondence regarding
application. No objections against the application.
Mr. Charles Pl:mm, applicant, spoke on his own behalf as
to his intentions to develop area into small, but high
alass shopping center.
There being no further comments, the Hearing was
declared closed at 7:55 P.M.
Mr. Carlsen, City Engineer explained location of property.
Moved by Morris, seconded by Mueller, that application be
denied. Motion for denial carried by Roll Call. Ayes:
Morris, Mueller, Hurd, Bacon. Noes: Sheridan. Absent:
Gibbons, Hefner.
i.~oved by Morris, seconded by Mueller, that recommendations
for denial of Zone Change Application No. 63-128 of Charles
M. and Mae H. Plum be recommended to City Council for
)'.:~':ring on September 16th and recommendations from Plan-
ning Advisor Remland to be heard at that time. All
present in favor voted, Aye. Motion carried.
Moved by ilurd, seconded by Mueller, that final plans for
Iract Map 5234 be approved as submitted. Motion carried
by Roll Call. Ayes: Hurd, Mueller, Sheridan, Bacon
~oes: None. Absent: Gibbons, Hurd. Abstained: Morris.

Discussion on C-i Zoning permitted uses followed, pertainlng
to relative uses and classifications of markets.
Moved by Morris, seconded by Sheridan that the Planning
Commission finds and determines t~hat food markets and
grocery stores are businesses within the types exempli-
fied as allowed uses in the C-1 zone. All present in
favor voted Aye. Motion carried.
Moved by Sheridan, t~h~t no recommendations by Commission
be made on T~ntative Map of ~ct 5271 until ?lanning
Advisor Remland can review it. Motion failed for lack
of second.
Moved by Morris, seconded by Hurd, that the County Planning
Commission be notified that they have no objections to
Tract ~ap ~*~
~ ~.~.~ as submitted to them for review, with the
exception that they would like particular attention drawn
to drainage problem which might exist. ~.iotion carried by
roll call. Ayes: Morris, Hurd, Mueller, Bacon. Noes:
Sheridan. Absent,: Gibbons, Hefner.
Moved by Morris, seconded by Hurd, that Flanning Advisor
Remland and City Attorney Rourke be authorized to perpare
necessary maps and Resolution for the rezoning of certai~
property between 4th and First Streets, and Prospect and
Newport. Motion carried.
Moved by Morris, seconded by Hurd, that study session be
scheduled at 12:00 Noon, in the Council Rooms for next
meeting of Septamber 9th. ~iotion carried.
Moved by Morris, seconded by Mueller, that meeting be
adjourned to next meeting of September 9, 1963, to be
held at the Tustin Area Youth Center, 600 West Sixth
Street, Tustin. Motion carried.
