Bryant, Planning Advisor Remland, City Engineer Carlsen and Bldg. Insp. .rook. Moved by Hefner, seconded by Engle that minutes of November 25th meeting be approved as mailed. Carried. Hearing on UP 63-155 of Newport Colonial Corp. opened at 7:37 P.M. Mr. Remland presented olans and fifteen recommended conditions. Those oresent o::.jectiong to UF 63-155: A. E. McKown Mr. J. Wall, attorney, sooke reoresenting applicant. He~ring closed at 8:49 P.M. Moved by Hefner, seconded by Engle that UP 63-155 be held in abeyance %until decision rendered by the Council as to what action will be taken oursuant to the ruling of Judge Tumara on Referendum. Mr. A. McKown requested that he go on record as not asking for a continuance or delay. Mr. Coco stated he felt an election on zoning would be useless on orooerty if construction is already started. Above Motion carried by the fol.owing vote: Ayes: Miller, Hefner, Engle. Noes: Marsters, Bacon. Absent: Ring, Muei'[er. Moved by Engle, secor~ed by Hefner that the City Council be requested to take action on the matter of the Referendum petitions and advise this com.~nission what action they intend to take, whether to submit for election or the resc~.nding of oresent zoning. Carried . Moved by Engle, seconded by Marsters that hearing of UP 63~155 be re-opened at next regular meeting January 13, 1964 Carried. Tentative Tract Map 5443 of Casa Yorba Corpor~kion, Inc. presented by Mr. Remland with mim~ recomnended conditions. Moved by Marsters, seconded by Miller that Resolution No. 695 be passed and adooted approving tentative tract map 54~3 subject to conditions set forth. Carried by ro~l call. Ayes: Bacon, Hefner, Miller, Marsters, Engle. Absent: Mueller, Ring. Moved by Miller, seconded by Hefner t:..:t this Com:::ission convey its approval of the Irvine Company's Southern Sector Master Plan to the Orange County Planning Com:~.ission, Carried. Moved by Miller, seconded by Marsters that final tract maps 4234, 5142, 5327, and 5410 be recom~:ended to the Council for aooroval. Carried. Request for approval of Record Map Tract 5311 deferred to next regular meeting. Moved by Miller, seconded by Hefner tr. at the County Planning Commissi~.n be advised that this co~.ission has no obj- ections to CB 1074 but recom-~:ends to the County that the number of two bedroom units in t~s development be inc- reased to two-thirds of the total number of units and that consideration be given to the placing of an additional swimming pool on the property remotely located from the one shown in conjuction with another recreation building and that a 5 foot'landscaped planting strip be placed around the perimeter of property. These recom:~endations are made because of the great number of three and four bedroom units and apparent high coverage of the land and the effect on the school district that will result from this development. There is a feeling of greater need for interior recreation considering the type of development. Carried. Moved by Engle that regarding CP 1067 this Commission recommend to the County Planning Com.?ission that they give further thought as to develooing in lower de..sity single story develooments more cons i. stent with homes in the area and that tb~s commission disapproves of plans as submitted. Motion died for lack of second. Moved by Hefner, seconded by Miller that the County be advised that this co~mission is unequivocally opposed to granting of CP 1067 as being not in keeping with the area and requ.~sting t~t a study be made of this particular area. Motion failed. Ayes: Hefner, Miller. Noes: Bacon, Marsters, Engle. Absent: Ring, Mueller. Moved by Engle, seconded by Miller that Plot Plan for CP 1067 as submitted does not meet with this commission's a!~proval. This co.~r, ission reco~r~mends that the property be develooed at a lower density and in oarticular the elimination of two story buildings. We make this recom.?~endation because we feel single story is more in keeping with the area. Ayes: Miller, Engle, Noes: Hefner, Bacon. Abstained: Marsters. Absent: Ring, Mueller. Mr. Fred Brook, Chief Build'Lng Inspector, was appointed alternate on the Architectural Committee by Chairman Bacon. There being no furthr business, the meeting was declared adjourned.
