SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE CITY YARD MECHANIC SHOP ROOF
REPLACEMENT CIP NO. 10032
SUMMARY
Plans and specifications for the City Yard Mechanic Shop Roof Replacement CIP No. 10032 have
been prepared and the project is ready to be bid. Staff is requesting permission to advertise and to
purchase, in advance, the necessary roofing materials utilizing the State Department of General
Services pursuant to Tustin City Code 1624(c).
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 11-58 approving the plans and specifications for the City Yard
Mechanic Shop Roaf Replacement CIP No. 10032 and authorize the City Clerk to
advertise and receive bids; and
2. Adopt Resolution No. 11-59 authorizing the State Department of General Services to
acquire on behalf of the City roofing materials from the Garland Roofing Company, Inc. of
Cleveland, OH in the amount of $53,686.82;
FISCAL IMPACT
$200,000 has been budgeted and appropriated in the Fiscal Year 2011-2012 Capital Improvement
Program for this project.
DISCUSSION
The City Yard Mechanic Shop was constructed in 1978. While the roof of this facility has
exceeded its life-expectancy, there have been periodic problems that have resulted in water
intrusion during inclement weather. Although repairs to the facility have minimized the intrusion
problems, a complete replacement of the roof is now recommended.
The plans and specifications have been completed and this project is now ready to advertise for
bid. This project, as specified, will correct all deficiencies, reduce the amount of annual
maintenance required, improve facility's reliability, protect the structural integrity of building
components, and will include a 30-year warranty.
A major advantage of using the California Multiple Award Schedule (CHAS} for purchasing of
materials for a roofing project is the financial incentive. This CHAS pricing is negotiated and
includes a significant discount for materials over materials pricing contained in a contractor's bid.

Contractor's materials pricing are typically marked up an average of 30%. For this project staff is
projecting savings of approximately $14,500.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
CITY YARD MECHANIC SHOP ROOF REPLACEMENT (CIP 10032)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the City Yard Mechanic Shop Roof Replacement (CIP
No. 10032); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Facilities Replacement;
and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
City Yard Mechanic Shop Roof Replacement
(CIP No. 10032)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the perFormance of the work specified in the aforesaid plans and specifications;

RESOLUTION NO. 11-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES
OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the
State of California to purchase materials, supplies, and equipment if it can be acquired
more cheaply or efficiently by the state;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize the Procurement Division, Department of
General Services of the State of California, to purchase roofing materials for and on
behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract
Code, and that Mr. William A. Huston, Interim City Manager, is hereby directed to sign
and deliver all necessary requests and other documents in connection therewith and for
and on behalf of the City of Tustin.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
