1.3.6 A written report is submitted whenever an employee:
a.Dischargesafirearm,forotherthantrainingorrecreational
purposes,
b.Takesanactionthatresultsin,orisallegedtohaveresultedin,
injuryordeathofanotherperson;
c.Appliesforcethroughtheuseoflethalorlesslethalweapons;or
d.Appliesweaponlessphysicalforceatalevelasdefinedbythe
agency.

300.5REPORTING THE USE OF FORCE
Anyuseofphysicalforcebyamemberofthedepartmentshall
bedocumentedpromptly,completely,andaccuratelyinan
appropriatereportdependingonthenatureoftheincident.The
useofparticularweaponssuchaschemicalagentsmayrequire
thecompletionofadditionalreportforms(i.e.:UseofForce
AdministrativeReview)asspecifiedindepartmentalpolicy
and/orlaw.Allreportsinvolvinganyuseofforceshallbe
reviewedbytheWatchCommander,FieldSupervisor,oron-
scenesupervisor;androutedthroughthechainofcommandfor
furtheradministrativereviewifwarranted.

Allreportedapplicationsofforceshallbedocumentedand
reviewedaccordingtotheproceduresdevelopedbythe
ProfessionalStandardsUnitunderthedirectionofthe
AdministrativeServicesBureauCommander.TheCommander
isresponsibletoprovideanannualreportandanalysisofuse
offorcetotheChiefofPoliceduringthemonthofJanuaryfor
theprecedingcalendaryear.

Thefollowingisacomparisonofuseofforceincidentsforthepastthreecalendar
years.Althoughtherewasa33%increasein2010over2009,2010showeda43%
decreaseinuseofforceincidentsfrom2008.

84.1.6Inordertomaintainahighdegreeofevidentiaryintegrityoveragency
controlledpropertyandevidence,thefollowingdocumentedinspections,inventory,
andauditsshallbecompleted:
a.Aninspectiontodetermineadherencetoproceduresusedforthecontrolofproperty
isconductedsemi-annuallybythepersonresponsibleforthepropertyandevidence
controlfunctionorhis/herdesignee;
b.Anauditofpropertyoccurswheneverthepropertyandevidencecustodianis
assignedtoand/ortransferredfromthepositionandisconductedjointlybythenewly
designatedpropertyandevidencecustodianandadesigneeoftheCEOtoensurethat
recordsarecorrectandproperlyannotated;
c.Anannualauditofpropertyandevidenceheldbytheagencyisconductedbya
supervisornotroutinelyordirectlyconnectedwiththecontrolofpropertyand
evidence;and
d.Unannouncedinspectionsofpropertystorageareasareconducted,as
directedbytheagency’schiefexecutiveofficer,atleastonceayear.

804.8INSPECTIONS OF THE EVIDENCE ROOM
AllofthebelowlistedinspectionsshallbedocumentedinwritingtotheChiefofPolice
withcopiesofallinspectionresultsforwardedtotheAccreditationManagerfor
trackingpurposes:
a.Nolessthansemi-annually,theSupportServicesManagerorhis/herdesigneeshallconductan
inspectionoftheevidencestoragefacilitiesandpracticestoensureadherencetoappropriatepolicies
andprocedures.
b.AnauditofthePropertyUnitoccurswheneverthePropertyandEvidenceSupervisorisassignedto,
and/ortransferredfrom,thepositionandisconductedjointlybythenewlydesignatedPropertyand
EvidenceSupervisor,andadesigneeoftheChiefofPolicetoensurethatrecordsarecorrectand
properlyannotated.
c.AnannualauditofpropertyandevidenceheldbytheTustinPoliceDepartmentisconductedbya
supervisornotroutinelyordirectlyconnectedwithcontrolofpropertyandevidence(i.e.asupervisor
outsidethechainofcommandoftheAdministrativeServicesBureau).Thepurposeofthisauditisto
ensurethecontinuityofcustody.Thenumberofitemsauditedshouldbesufficienttoensurethe
integrityofthePropertyUnitpracticesandtheaccountabilityofpropertyandevidenceitems.
TheassignmentofasupervisortothistaskwillbemadebytheChiefofPolice.
a.Anannualunannouncedinspectionofpropertystorageareaswillbeconductedas
directedbytheChiefofPolice.
