SUBJECT:
REJECTION OF BIDS FOR THE FISCAL YEAR 2001/2002 CATCH BASIN
INSERT PROJECT (PROJECT NO. 402-6222)
SUMMARY
City staff is recommending that the City Council reject all bids for the project at this time. The City
received four bids for this project, all higher than the engineer's estimate. City staff will revise the
plans and specifications and bring this project back to the City Council for consideration at a future
date.
RECOMMENDATION
It is recommended that the City Council reject all bids received on the Catch Basin Insert Project
(Project No. 402-6222) for Fiscal Year 2001/2002 and direct staff to revise the plans and
specifications to include additional locations funded by additional grant funds.
FISCAL IMPACT
There is no fiscal impact resulting from this action.
BACKGROUND
On February 19, 2002, the City Council adopted Resolution No. 02-23 approving the plans and
specifications for the Catch Basin Insert Project (402-6222), and authorized and directed the City
Clerk to advertise for bids. On March 28, 2002, bids for the project were opened and evaluated.
The City received four bids, all higher than the engineer's estimate. There were also various
questions regarding the manufacture and installation methodology of the catch basin inserts that
caused a perception of ambigiuity among the bidders. City staff has been working with the City
Attorney's office to address these questions. It was determined that although the specifications
were clear and provided concise information, the City may wish to consider re-bidding the project
to provide further clarity of the items.
The Catch Basin Insert Project (402-6222) included 103 catch basins selected on the basis of site
priority. Additional grant funding to be provided by the County to the City will allow for an
estimated 40 additional catch basins to be tiffed with the inserts. City staff has received verbal
authorization from the County to delay implementation of the current Fiscal' Year 01/02 funding
and to combine it with the new funding into a single project, which is anticipated to be constructed
during Fiscal Year 02/03. City staff will revise the plans and specifications and bring this project
back to the City Council for consideration at a future date as one project with combined grant
funding from Fiscal Year 01/02 and Fiscal Year 02/03.
