CITY OF TUSTIN APPLICATIONS FOR THE FY 2002-2003 ARTERIAL
HIGHWAY REHABILITATION PROGRAM (AHRP)
SUMMARY
Adoption of Resolution No. 02-39 will approve the City's applications for the Arterial Highway
Rehabilitation Program (AHRP). The Orange County Transportation Authority (OCTA)is
administering the program and requires City Council approval as part of the process.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 02-39 requesting that OCTA include
the City of Tustin's AHRP projects in its FY 2002-2003 Combined Transportation Funding
Program (CTFP).
FISCAL IMPACT
Unknown at this time. However, if the subject applications are approved by OCTA, the City's
funding obligations for the projects in the FY 2002-2003 Capital Improvement Program will be
reduced by approximately $700,000.
BACKGROUND
On March 18, 2002, OCTA issued a call for project applications for various projects for the AHRP
Fiscal Year 2002-2003. The specific amount available Countywide under the program is
$11,000,000. The City will be required to provide a minimum of 50 percent matching funds for each
approved project. The total maximum amount of AHRP funding available for each approved project is
$400,000.
Staff has prepared AHRP applications for two projects, consistent with the City's approved Seven-
Year Capital Improvement Program. The applications must be submitted to OCTA by May 24, 2002.
Exhibit "A" of Resolution No. 02-39 designates the projects to be submitted by the City for Fiscal
Year 2002-2003 of the OCTA Combined Transportation Funding Program. The AHRP funding
eligibility requirements include City Council approval of the applications.

RESOLUTION NO. 02-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF IMPROVEMENT
PROJECTS TO THE OF~NGE COUNTY TRANSPORTATION AUTHORITY
FOR STREET REHABILITATION FUNDING UNDER THE ARTERIAL
HIGHWAY REHABILITATION PROGRAM.
WHEREAS, the City of Tustin desires to implement the transportation
improvements listed in Exhibit "A" attached hereto and incorporated herein; and
WHEREAS, the City of Tustin has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
funds; and
WHEREAS, the City's Circulation Element is consistent with the Orange County
Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as
required by the Arterial Highway Rehabilitation Program Guidelines; and
WHEREAS, the Orange County Transportation Authority intends to allocate
funds for rehabilitation projects within the incorporated cities and the county; and
WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation Program
Funding as a supplement to their existing pavement management program.
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of
Tustin hereby requests the Orange County Transportation Authority allocate funds in
the amounts specified in the City's application to said City from the Arterial Highway
Rehabilitation Program. Said funds shall be matched by funds from said City as
required and shall be used as supplemental funding to aid the City in the
improvement of projects listed in Exhibit "A" attached hereto and incorporated
herein.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the May 6, 2002.
