SUBJECT:
WILLIAM A. HUSTON, CITY MANAGER
HUMAN RESOURCES DEPARTMENT
CONTINUATION OF TEMPORARY BENEFITS AND COMPENSATION
DURING MILITARY LEAVE FOR CITY EMPLOYEES CALLED TO ACTIVE
DUTY WITH THE ARMED FORCES
SUMMARY:
This agenda item recommends adopting a new Resolution to allow the City to continue
supplementing military salary and benefits for eligible employees on extended military
leave of absence as previously provided by Resolution 01-96.
RECOMMENDATION:
Adopt Resolution 02-50 continuing the benefit of additional temporary partially paid
military leave of absence and continuation of benefits for eligible City employees called
to active duty in connection with the nation's response to the terrorist attack on the
United States of America as previously authorized by Resolution 01-96.
FISCAL IMPACT: Estimated at $25,000 for fiscal year 02-03.
BACKGROUND AND DISCUSSION:
On October 15, 2001 the City Council adopted Resolution 01-96 establishing additional
temporary partially paid military leave of absence and continuation of benefits for
eligible City employees called to active duty in connection with the nation's response to
the terrorist attack on the United States of America that occurred on September 11,
2001. The provision of these supplemental salary and benefits will conclude June 30,
2002.
Thus far, two City employees have been reactivated in the call-up of reservists and
others may be called. These reservists have expressed continued concern about
making ends meet and the continuation of benefits for their spouse and/or children in
the event they remain on active duty.

Adoption of the attached Resolution provides an eligible employee partial pay (the City
pays the difference between an employees' military pay and his/her current base salary)
and continued employee benefits as currently provided. The benefits associated with
this Resolution would be effective July 1, 2002 to ensure continuity of salary and
benefits at the conclusion of our fiscal year when the benefits provided through
Resolution 01-96 conclude.
The fiscal impact of the Resolution is anticipated to be approximately $25,000. This
estimate is based on one (1) employee whose salary and benefits are currently
supplemented by the City. Funds will be budgeted to cover the costs associated with
this Resolution in the City's 02/03 budget. As such, no budget adjustment will be
necessary.
