SUBJECT: SUMMARY OF PROJECTS
The following is a list of projects and activities for your information. The list focuses on
the status of projects that the Planning Commission, Zoning Administrator, or Community
Development Director approved, major improvement projects, and other items of
interest.
Major Projects in Plan Check
New Retail Building (2996 El Camino Real): Building plans for the new 15,370
square foot Ethan Allan showroom were submitted into plan check on March 21,
2002, and the applicant picked up corrections on April 23, 2002.
Coin-Operated Carwash (101 N. Tustin Avenue): Grading and building plans for
a coin-operated carwash were picked up from plan check on April 16, 2002, and
May 22, 2002, respectively.
Heritage Place Senior Housing (1101 Sycamore): Plans to construct the 54-unit
affordable senior housing project are in plan check. The building permits will be
issued pending Orange County Fire Authority approval.
Quail Meadows Condominiums (17574 Vandenberg Lane): Structural plans to
rehabilitate an existing parking structure at a condominium complex were
submitted into plan check on February 21,2002, and corrections were returned to
the applicant on February 22, 2002. Staff is working with the Homeowners
Association to obtain permits and complete the rehabilitation.
Dr. Helm's Medical Office and Service Retail Building (215 El Camino Real):
The demolition permit was issued on March 28, 2002, and plan check corrections
were picked up by the applicant on May 8, 2002.
Dialysis Center (535 E. First Street): Tenant improvement plans for a 9,000
square foot dialysis at an existing bank building were submitted into plan check on
May 16, 2002.

Albertsons Supermarket (13270 Newport Avenue): Building plans to construct a
50,983 square foot supermarket and pharmacy were re-submitted into plan check
on May 22, 2002.
Major Projects Under Construction
Village of Hope (MCAS Tustin at LansdowneNalencia): Building permits were
issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686
Landsdowne.
Ralphs Shopping Center (14551 Red Hill Avenue): Building permits for a
shopping center fa(;ade renovation were issued on May 20, 2002. The project is
currently under construction.
Acorn Naturalist (155 El Camino Real): Grading and building plans for the two-
story mail order and retail building were issued on April 19, 2002. The project is
under construction.
Starbucks Retail Center (1450 El Camino Real): The building permits were
issued on February 8, 2002, and construction is underway. Tenant improvement
plans for the Starbucks retail space and for a "juice bar" in an adjacent space are
in plan check.
Tustin Ranch Estates Phase 2 (Pioneer Way and Pioneer Road): Phase four of
five is currently under construction. Thirty-two (32) homes have been finaled.
Tustin Ranch Estates Phase 3 (Cameo Woods on Peters Canyon Road): The
three (3) model homes were completed on April 23, 2002, and the remaining
nineteen (19) homes are under construction.
Westgate Office Buildings (12569 and 12575 Newport Avenue): The first
building and site amenities at 12569 Newport Avenue are near completion, and
building plans for the second office building at 12575 Newport Avenue were
resubmitted into plan check on May 16, 2002.
Tustin Car Wash (535 E. Main Street): Construction for the new carwash
building and retail building is underway; the existing carwash will operate until final
site work is under construction. The project is expected to be completed in the
next few months. Tenant improvement plans were submitted into plan check on
May 23, 2002, for a 998 square foot Baskins Robbins.
Tustin Transmission (14122 Newport Avenue): The building has passed final
inspection and the Certificate of Occupancy is expected to be issued soon.

Jamboree Service Station (3017 Edinger Avenue): The combination service
station and convenience store with a fast food drive-through window is expected
to be completed soon.
Zov's Bistro (17440 17th Street): The outdoor dining area is expected to be
completed shortly. The project will be completed subject to a final inspection by
the Orange County Fire Authority.
Black Sheep Bistro (303-307 El Camino Real): Construction of the outdoor
seating area for the restaurant and exterior modifications to the building are
nearing completion.
Tustin Acura (9 Auto Center Drive): The showroom remodel and expansion is
under construction and is expected to be completed by mid-June.
Washington Mutual Remodel (615 E. First Street): Building permits were issued
on May 20, 2002, for an 8,322 square foot tenant improvement at an existing bank
building. The improvements include interior and minor exterior modifications.
AT&T Wireless (1453 Edinger): Building permits for a wireless facility, designed
as a tower element between two buildings, were issued on October 16, 2002, and
the facility is currently under construction.
Nextel Minor Wireless Facility (1452 Edinger Avenue): Building permits to
construct a rooftop-mounted wireless facility were issued on May 21, 2001, and
the project is under construction.
Recently Completed Projects
Dental Office Conversion (177 Yorba Street): The conversion of a single-family
dwelling to a dental office was completed on April 25, 2002.
Salvation Army (10200 Pioneer Road): The 8,375 square foot classroom and
7,930 square foot gymnasium were completed on April 2, 2002.
Chevron Station and Convenience Store (17241 Irvine Boulevard): The new
gas station, self-serve car wash, and convenience store on Irvine Boulevard and
the SR-55 Freeway was completed on May 14, 2002.
Emerson by Brookfield (Pioneer Road and Portola Road): The entire 114 homes
were completed in April 2002.
Make-A-Wish Foundation (14232 Red Hill Avenue): The project was completed
on April 5, 2002.

New Sedona Entry Gate (Schwenderman Avenue at Pioneer Road): The new
entry gate for the Sedona Homeowners Association was completed on March 3,
2002.
Roadway Improvements
Edinger Avenue Widening (Between Jamboree Road and Red Hill Avenue):
The Capital Improvement Project (ClP) includes widening both sides of Edinger
Avenue to three lanes in each direction. Each half of the roadway will be done in
separate phases. Construction is underway and all traffic will be relocated to one-
half of the roadway during construction of the other half. This project is scheduled
to be completed by June 30, 2002.
Annual Major Roadway Maintenance (Major streets include 17th Street and
Yorba Street north of 17th Street): Minor maintenance such as road resurfacing
began in March 2002 and will be completed by June 15, 2002.
Traffic Signal Modifications (Newport Avenue and Main Street): The project
added left-turn phasing in both directions on Main Street, and was completed on
May 23, 2002.
El Camino Real Streetscape Improvements (between Newport Avenue and
First Street): The construction of streetscape improvements, such as decorative
brick paving, landscaping, planters, and lighting by Southern California Edison on
both sides of the street began in February 2002 and will be done by September
2002. Intermittent parking closures and minor detours will occur.
Walnut Avenue Rehabilitation (Between Browning Ave and Myford Road):
Complete roadway repair and replacement is underway. Construction started
May 15, 2002, and is scheduled to be completed in August 2002. Intermittent
lane closures and overnight closures will occur and detours will be signed.
Zonin.q Administrator Actions
Zoning Administrator Action 02-002 (15901, 15941, and 15991 Red Hill
Avenue): An amendment to allow a twelve (12) month time extension to record Final
Parcel Map 99-217 was approved on March 18, 2002. The Final Pamel Map
created three (3) parcels from one (1) within an industrial area of the City for the
purpose of conveyance.

Miscellaneous
The City of Tustin Water Reservoir Project (235 E. Main Street): Permits for the
water reservoir, pumping plant, chlorinating building, wellhouse, parking lot, water
feature, and landscaping have been issued and construction is underway. The
new reservoir is anticipated to be operational by the end of September 2002.
