2 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, APPROVING AN AMENDMENT TO THE SECTOR 11
3 CONCEPTUAL SITE PLAN OF THE EAST TUSTIN SPECIFIC PLAN.
4 The Planning Commission of the City of Tustin does hereby resolve
as follows:

--.- I. The Planning Commission finds and determines as follows:

A. That a proper application has been filed by The Irvine
7 Company, requesting approval of modifications to the
conceptual site plan and landscaping plan for Sector 11
8 of the East Tustin Specific Plan.
9 B. That the said application was considered by the Planning
Commission on March 25, 1996.

C . That an Environmental Impact Report EIR 85-2, as modified
11 by supplements and addenda, for the East Tustin Specific
Plan is in conformance with the requirements of the
12 California Environmental Quality Act.
13 D. Pursuant to the East Tustin Specific Plan, a Sector
Development Plan must be reviewed and approved by the
14 Planning Commission.
15 E. That in conjunction with Tentative Tract Map 15055, a
Sector Development Plan for Sector 11 of the East Tustin
16 Specific Plan has been submitted for review and approval.
17 F. Pursuant to Section 9272 of the Tustin Municipal Code,
the Commission finds that the location, size,
18 architectural features and general appearance, as
applicable, of the proposed development will not impair
19 the orderly and harmonious development of the area, the
present or future development therein, or the occupancy
20 as a whole. In making such findings, the Commission has
considered at least the following items:

1. Conceptual bulk and area of buildings.
22
2. Conceptual setbacks and site planning.
23
3. Conceptual landscaping, parking area design and
24 traffic circulation.
25
4. Conceptual physical relationship of proposed
26 structures to existing structures in the
neighborhood.
27
5. Conceptual design relationship of proposed
28 structures to existing structures and possible

future structures in the neighborhood and public
thoroughfares.
II. The Planning Commission hereby approves an Amendment to the
Sector 11 Conceptual Site Plan of the East Tustin Specific
Plan, subject to the conditions contained in Exhibit A
attached hereto.
PASSED AND ADOPTED by the Planning Commission of the City of
Tustin, at a regular meeting on the 25th day of March, 1996.

EXHIBIT A
DESIGN REVIEW 94-032
GENERAL
(1) 1.1 The proposed project shall substantially conform with the
submitted plans for the project date stamped March 25,
--- 1996 on file with the Community Development Department,
as herein modified, or as modified by the Director of
Community Development in accordance.with this Exhibit.
The Director of Community Development may also approve
subsequent minor modifications to plans during plan check
if such modifications are to be consistent with
provisions of the Tustin City Code or other applicable
regulations.
(1) 1.2 Unless otherwise specified, the conditions contained in
this Exhibit shall be complied with prior to the issuance
of any building permits for the installations within
Tentative Tract 15055, subject to review and approval by
the Community Development Department.
(1) 1.3 Approval of Design Review 94-032 is contingent upon the
applicant and property owner signing and returning an
"Agreement to Conditions Imposed" form as established by
the Director of Community Development.
(1) 1.4 The applicant shall hold and defend the City of Tustin
harmless for all claims and liabilities arising out of
City's approval of the entitlement process for this
project.

2.1 At building plan check the following shall be submitted:

(3) A. Construction plans, structural calculations, for
all community walls. Requirements of the Uniform
Building Codes shall be complied with and approved
by the Building Official.
(2) B. Preliminary technical detail and plans for all
(3) utility installations including cable TV,
telephone, gas, water and electricity.
Additionally, a note on plans shall be included
stating that no field changes shall be made without
corrections submitted to and approved by the
Building Official.
(2) C. Final grading and specifications consistent with
the site plan and landscaping plans and prepared by
a registered civil engineer for approval by the
Community Development Department. Subject grading
submittal shall comply with all requirements of
Conditions 4.1 and 4.4 contained in Exhibit A of
Planning Commission Resolution No. 3426.
(2) D. Information, plans and/or specifications to ensure
satisfaction of Conditions 1.1 through 1.11 of
Exhibit A of Planning Commission Resolution. No.
3426.
(2) E. Information, plans and/or specifications to ensure
compliance with Conditions 6.1 through 6.5 of
Exhibit A of Planning Commission Resolution No.
3426.
(2) F. A detailed acoustical noise study prepared by a
qualified acoustical expert for any future
residential development and shall be subject- to
review and approval by the Community Development
Department to insure that interior noise levels do
not exceed a maximum of 45 dBas and that the
exterior noise levels shall not exceed a maximum 'of
65 dBas.
LANDSCAPING, GROUNDS AND HARDSCAPE ELEMENTS
(1) 3.1 Complete detailed landscaping and irrigation plans shall
be required for all landscape lots and shall be prepared
consistent with adopted City of Tustin Landscaping and
Irrigation Guidelines. A summary table identifying plant

materials shall be provided. The plant table shall list
botanical and common names, sizes, spacing, location and
--- quantity of the plant materials proposed. The plans
shall show planting and beaming details, soil
preparation, staking, etc. The irrigation plan shall
show location and control of backflow prevention devices,
pipe size, sprinkler type, spacing and coverage. Details
for all equipment must be provided. The plans shall show
all property lines on the landscaping and irrigation
plan, public right-of-way areas, sidewalk widths, parkway
areas, and wall locations. The Community Development
Department may request minor substitutions of plant
materials or request additional .sizing or quantity
materials during plan check. A note shall be included on
the landscaping plan that coverage of landscaping and
irrigation materials is subject to field inspection at
project completion by the Department of Community
Development.
(7) 3.2 The submitted landscaping plans at plan check shall
reflect the following requirements:
A. Turf is unacceptable for grades over twenty five
percent. A combination of planting materials must
be. used, ground cover on large areas alone is not
acceptable.
_ B. Shrubs shall be a minimum of 5 gallon size and
shall be spaced a minimum of 5 feet on center.
C. Ground cover shall be planted between 8 to 12
inches on center.
D. Fences, walls and equipment areas, shall be
screened with shrubs and/or vines and trees.
E. All plant materials shall be installed and
maintained in a healthy and neat condition typical
to the species. Maintenance includes but is not
limited to trimming, moving, weeding, removal of
litter, fertilizing, regular watering and
replacement of diseased or dead plants.
F. Landscape adjacent to the right-of-way shall be
coordinated with parkway landscaping. Perimeter

walls should be treated with vines to relieve large
expanse of walls with greenery and color. vines
should be informally grouped with training devices
installed.
*** 3.3 Trees included within the perimeter landscaping shall be
designed on the Landscaping Plans consistent with the
surrounding perimeter landscaping improvements and with
the following ratios and sizes:
Eucalyptus: 60% shall be minimum -5 -gallon
40% shall be minimum 15 -gallon
Canary Island Pine: 30% shall be minimum 15 -gallon
50% shall be minimum 24" -box
20% shall be minimum 36" -box
FEES
(1) 4.1 Payment of all fees is required in accordance with
Conditions 9.1 through 9.4 of Exhibit A, of Planning
Commission Resolution No. 3426.
