Z OF TUSTIN, CALIFORNIA, AMENDING THE ZONING
ORDINANCE, ORDINANCE N0. 157, AS AMENDED,
~ ADOPTING THE EL CAMIN0 REAL DEVELOPMENT PLAN ~
4 (SPECIFIC PLAN NO. 1)
The City Council of the City of Tustin, does ordain

as follows:
The Zoning Ordinance, Ordinance No. 157, as amended
is hereby amended by the addition thereto of Section 4.17.

SECTION 4.17 E1 Camino Real - Specific Plan No. 1:

10 a) In order to promote the goals and objectives of the
General Plan and to encourage the orderly developmenl
and redevelopment of commercial and p~ofessional
11 land uses in the Town Center a~ea, there is hereby
established by this Ordinance, The E1Camino Real
12 Commercial Area Specific Plan No. 1.
131 b) Plan Boundaries:
14 The area encompassed by Specific Plan No. 1
15 depicted by Figure 1, shall be bounded by a line
starting at a point at the center-line of the inte
on Sixth Street to a point e e
17 centerline of the intersection of Sixth Street and
E1 Camino Real; thence northerly on an alignment
18 with the easterly boundary of Prospect Avenue to
the centerline of the intersection of Prospect
Avenue and First Street; 'thence westerly to the
19 point of'beginning.

c) Permitted Uses:
21 Subject to the general provisions, exceptions and
22 restrictions as herein provided, all uses shall be
permitted in the DowntoWn Commercial Area as are
25 authorized in the Retail Commercial.District (C~i).
24 d) Limitations on Permitted Uses:
All uses in the E1 Camino Real Commercial Area
shall be subject to the follOwing'limitations:
1) No structure other than motels and hotels shall
be permitted mixed residential and commercial
uses.
28 2) No merchandise shall be displayed nor advertise~.
29 for sale on or over public right-of-way. This
section is not to be construed as restricting
30 nor limiting the outside display and sale of
merchandise on private property within the
31 district.

1 e) Authorized and ~ncouraged Uses:
~ The following uses are authorized and encouraged
for this area with the interest of creating a

10 The above list of potential uses is not all
encompassing but typifies the character of uses
~1 that illustrate the desired image.
12 f) Site Plan and Elevations Required:
13 Prior to the~ issuance of a building permit for any
building, structure, or structural alteration, and
14 prior to theiimprovement or modification of any
parking lot, a site plan and/or building elevation
15 plan shall b~ approved by the Development Preview
= 16 Commission as set forth by Ordinance No. 439.
17 g) S~te Development Standards and Exceptions:
In order to provide maximum flexibility in design
18 and development for various lot sizes, consistent
19 with a concept of village environment, the following
criteria and=exceptions shall become applicable:
20 1. Front building sethacks may be established at
21 the property li~e except for corner properties
requiring a five foot (5') line of sight
2~ clearance.
23 '2. Rear yar~ setbacks shall be established at
fifteen (15) feet from the rear property line,
24 or in the event the development extends to the
next intervening street, the rear setback line
shall be~construed as the frontage on "C" or
prospectsStreets'
26 3. As an ex~.eption to the general sections of
this cha~=ter'and other provisions of the Zoning
27 Ordinance, when commercial and professional
28 properties are developed or converted to per-
i mitted u~es under the provisions of this Ordinanf
on-site parking requirements may be modified
~9 under any one or a combination .of the following
30 provisions.

I (a) Property or properties that lie in toto
~ ~ within a Vehicle Parking Assessment District
or Business Improvement Area shall be
exempt from the requirement for on-site
3 parking accommodations, subject to the
provisions of the parking or improvement
4 district ordinance.
5 (b) On-site parking requirements may be waived
upon the presentation to the City of a long
6 term lease, running with and as a condition
of the business license, for private off-
V site parking accommodations within 300 feet
8 of the business or activity to be served.
9 (c) All or a portion 'of required number of
parking spaces may be satisfied by depositinq
with the City an amount, to be used for
10 public parking accommodations within the
area, equal to 4 times the assessed value
11 as determined from the.latest assessment
1Z roll of the County Assessor, of 200 square
feet of land within the area, for each
required parking space not otherwise pro-
13 vided.
14 4. Architectural styles shall be authorized by the
15 Development Preview Commission upon a finding
that proposed developments are compatible with
16 and complementary to the village motif. Renova~ c
of existing Victorian and western style buildin~
17 and construction of others of similar styhe and
.compatible Spanish motif are encouraged.
18 5. Landscaping plans for areas exposed to public
view shall be required as an integral of site
19 development plans.
6. Signs shall be of-uniform size, color and
style limited to twenty (20%) percent of the
front wall area of any one single business or
office plus one free-standing complex or mall
identification sign not to exceed 200 square
feet with .permitted identification of the
business or professions within the complex of
twenty (20) square feet maximum for each such
occupant.

h) Public Improvements:
~6 Public improvements contributing to the motif of the
area and the intent of this ordinance are to consist
27 of the following:
~8 1) Street furniture for convenience of the pedestr]
shopper to consist of benches and trash recep-
29 tacles.
30 2) Street lighting with the use of stanchions and
fixtures that contribute to the development
31 theme.
32 4 3~ Street portals to create an identity of approach
to the area for vehicle and pedestrian traffic.
~ 4) The use of wishing wells as theme and area
~ ~ identity.
~ 5) Street and traffic patterns that segregate
,,~ vehicle from pedestrian traffic by providing
rear access to parking accommodations, delivery
4 ~ services, and through traffic, with frontage
accommodations for pedestrians and short te~
5 convenience parking.
