The Planning Commission of the City of Tustin does hereby resolve as follows: I. The Planning Commission finds and determines as follows: ae That a proper application, Conditional Use Permit 92-022, has been filed on behalf of The Irvine Company requesting an amendment to the master sign program for the Tustin Ranch project area providing for the placement of decorative flags at apartment complexes. Be A public hearing was duly noticed, called and held for said application on July, 13, 1992, whereby the Commission continued the item for discussion during a workshop held August 24, 1992. An additional public hearing was duly noticed, called and held for said application on September 14, 1992. Co That the establishment, maintenance, and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood of such proposed use, nor be injurious or detrimental to the property and improvements in the neighborhood of the subject property, or to the general welfare of the City of Tustin in that the amendment will result in providing an increased visibility to various apartment complexes differentiating them from model complexes. Additionally, the use of decorative flags on a weekends only basis does not result in detrimental impacts to surrounding properties in that the use of flags would be considered an aesthetically pleasing alternative compared with the use of temporary banners with text. D . This project has been determined to be Categorically Exempt (Class 11) pursuant to Section 15311 of the California Environmental Quality Act. 1 2 3 4 7 $ 9 10 11 12 13 14 15 17 18 i 9 21 ~)~) 23 24 25 28 Resolution No. 3081 Page 2 II.
