SQUARE FEET OF AN EXISTING 85,514 SQUARE FOCT
BUILDING
RECOMMENDATION
That the Planning Commission adopt Resolution No. 3835 determining that the location,
purpose, and extent of proposed water quality testing, health inspection, and plan checking
services within 45,000 square feet of an existing 85,514 square foot building located at 14511
Myford Road is in conformance with the Tustin General Plan.
BACKGROUND
Section 65402(b) of the California Government Code (Planning and Development Law)
requires counties to inform and obtain general plan conformity determinations from local
planning agencies prior to authorizing a public building within the local planning agencies'

jurisdiction. The County of Orange Health Care Agency is proposing to lease 45,000 square
feet of an existing building at 14511 Myford Road to establish a facility for approximately 150 to
200 Health Care Agency employees (Attachment A - Location Map). The facility would be
utilized to provide water quality testing, health inspection, and plan checking services
(Attachment B - LettedSite and Floor Plans). The Planning Commission is authorized to
determine whether the location, purpose, and extent of the proposed facility is consistent with
the General Plan.
DISCUSSION
The subject site is located within the General Plan "Planned Community
Commercial/Business" land use designation and the Irvine industrial Complex Planned
Community District. The site is currently vacant and surrounded to the north, west, and south
with industrial business complexes under the same general plan land use and zoning
designations. To the east, the site is bounded by the City's eastern boundary and industrial
business complexes under the City of Irvine jurisdiction.
The "Planned Community Commercial/Business" land use designation provides opportunities
for a mixture of industrial, commercial, and office activities. The specific land uses and
development standards are regulated by the Planned Community District regulations. Since
the primary purpose of the use would be to provide water quality testing, health inspection
services, and plan checking services within a portion of an existing building that has adequate
access/office parking and previously accommodated a similar office and industrial use, the
location, purpose, and extent of the use is consistent with the General Plan land use
designation and the permitted uses within the Planned Community. In addition, the purpose of
the use as a public service facility is consistent with the following General Plan policy:
Policy 8.1:
Encourage within economic capabilities, a wide range of accessible public
facilities and community services, including fire, police, and other governmental
and municipal services.
Based upon the above discussion, staff recommends that the Planning Commission adopt
Resolution No. 3835 (Attachment C) determining that the location and purpose of the
proposed water quality testing, health inspection, and plan checking services within 45,000
square feet of an existing building located at 14511 Myford Road is in conformance with the
Tustin General Plan.

Pursuant to Government Code Section 25351, you are hereby given notice that the County of
Orange is considering leasing approximately 45,000 square feet in an existing building located at
14511 Myford Road in the City of Tustin.
This program provides offices for plan checking, water quality testing, and various health
inspection services.
The County is requesting that the City of Tustin waive the sixty-day waiting period. To simplify
processing, you may complete the bottom portion of this letter and return it to me.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TUSTIN DETERMINING THAT THE
LOCATION, PURPOSE, AND EXTENT OF THE
PROPOSED FACILTiY TO PROVIDE WATER QUALITY
TESTING, HEALTH INSPECTION, AND PLAN CHECKING
SERVICES WITHIN 45,000 SQUARE FEET OF AN
EXISTING BUILDING AT 14511 MYFORD ROAD
CONFORMS WITH THE TUSTIN GENERAL PLAN.
The Planning Commission does hereby resolve as follows:
The Planning Commission finds and determines as follows:
That the County of Orange Health Care Agency proposes to lease
approximately 45,000 square feet of an existing 85,514 square foot
building located at 14511 Myford Road to provide water quality
testing, health inspection, and plan checking services.
That the site is located within the General Plan "Planned Community
Commercial/Business" land use designation and the Irvine Industrial
Complex Planned Community District. Together, these general plan
and zoning designations provide for a variety of light industrial uses
and their support offices and services. The location, purpose and
extent of a water quality testing, health inspection, and plan checking
facility within approximately 45,000 square feet of an existing 85,514
square foot building with adequate access and parking is consistent
with the "Planned Community Commercial/Business" general plan
land use designation and permitted uses within the Irvine Industrial
Complex Planned Community District. In addition, the purpose of
the proposed use is consistent with the following General Plan
policy:
Policy 8.1:
Encourage within economic capabilities, a wide range
of accessible public facilities and community services,
including fire, police, and other governmental and
municipal services.
That California Government Code Section 65402 (b) provides that a
county shall not authorize a public building within the corporate limits
of a city until the location, purpose, and extent of the project has
been reported by the local planning agency as to the conformity with
the applicable, adopted general plan.

That general plan conformity determinations required by
Government Code Section 65402(b) are not "projects" requiring
environmental review pursuant to Section 15378 of the California
Environmental Quality Act.
The Planning Commission hereby determines that the location, purpose,
and extent of the proposed facility to provide water quality testing, health
inspection, and plan checking services within 45,000 square feet of an
existing 85,514 square foot building located at 14511 Myford Road
conforms with the Tustin General Plan.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin at a
regular meeting held on the 24th day of June, 2002.
