RESOLUTION NO. 3047
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, CALIFORNIA APPROVING CONDITIONAL USE
PERMIT 92-013 FOR A MASTER SIGN PLAN FOR TUSTIN
ANNEX, AN ANNEX TO THE TUSTIN MARKET PLACE.
The Planning Commission of the City of Tustin does hereby
resolve as follows:
I. The Planning Commission finds and determines as follows:

A proper application (Conditional Use Permit 92-
013) was filed by The Irvine Company, requesting
approval' of a Master Sign Plan for the Tustin
Annex, an annex to the Tustin Market Place.

A public hearing was duly called, noticed and held
on said application on June 8, 1992.

Pursuant to Section 9291 of the Tustin Municipal
Code, the Commission finds that the Master Sign
Plan will not be detrimental to the health, safety,
morals, comfort or general welfare of persons
residing or working in the general area, nor will
it be injurious or detrimental to the property or
general welfare of the City of Tustin. The
Commission further finds that the Master Sign Plan
will provide for signs that are compatible with,
and complimentary to the architectural design and
treatments of the Tustin Annex, as evidenced by the
following findings:

The safety of shopping center patrons will not
be compromised by the proposed plan. Approval
of the Master Sign Plan will facilitate the
orderly installation of signs. Further, the
Plan will promote signs of consistent quality
and design.
·
The goals and objectives of the proposal, and
the locations, proportions, areas, and styling
of sign types described in the proposed sign
program are not injurious or detrimental to
the welfare of the City or its residents.
Proposed signage is compatible with the scale
of the site and building within the shopping
center.
·
The sign designs that result from the revised
program will better serve public needs and
interests than those allowed under standard
signage provisions of the Tustin City Code.

Master Sign Plan may be less than those
authorized by the Tustin Sign Plan.
II. The Planning Commission hereby approves Conditional Use
Permit 92-013 to allow a Master Sign Plan for the Tustin
Annex, an annex to the Tustin Market Place, subject to
conditions contained in Exhibit "A", attached hereto.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Commission, held on the 8th day of June, 1992.

CONDITIONS OF APPROVAL
RESOLUTION NO. 3047
GENERAL
(1) 1.1 Ail signage for the Tustin Annex project shall
substantially conform with the Master Sign Plan for the
Tustin Annex date-stamped June 8, 1992, on file with the
Community Development Department, as herein modified, or
as modified by the Director of Community Development
Department in accordance with this exhibit.
(1) 1.2 The applicant shall sign and return an Agreement to
Conditions Imposed form prior to issuance of any sign
permits.
(1) 1.3 Pursuant to Section 3.12.2.F of the East Tustin Specific
(4) Plan minor deviations from the sign plan for the Tustin
Annex (up to a maximum of 10% increase in height or
area), shall require the prior approval of the Director
of Community Development; all other deviations shall
require the prior approval of the Planning Commission.
(1) 1.4 Ail signs shall be subject to review and approval of the
Director of Community Development for compliance with the
Master Sign Plan for the Tustin Annex, including design,
colors, illumination type, materials, etc., prior to
issuance of permits for a sign.
(1) 1.5 Ail signs shall comply with the applicable provisions of
the Uniform Building Code and the National Electrical
Code as adopted by the City (including UL approvals).
(1) 1.6 Sign and building permits shall be obtained for all
signage, as necessary.
(1) 1.7 Construction level plans, including any required
structural calculations, for all project signs shall be
submitted, reviewed and approved by the Community
Development Department prior to issuance of sign permits.

(4) 1.8 Section 2 - Major Tenant Banners of the "Temporary
Signage" Criteria (page 39) shall be revised to limit the
display of banners to those building elevations
authorized for the installation of primary business
identification wall signs. The said revision shall be to
the Community Development Department within 30 days of
the approval of the Master Sign Plan.
FEES
(1) Z.1 Ail applicable Design Review, plan check, sign and
building permit fees shall be paid to the Community
Development Department prior to issuance of any sign
permits.
