HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR ANNUAL STREET/ALLEY REPAIR PROGRAM FOR FISCAL YEARS 2002~2003 TO 2006~2007 (PROJECT. NO. 402-6245) SUMMARY The current contract for the Annual Street/Alley Repair Program will soon expire. The plans and specifications for the program have been prepared and the project is now ready to bid. This project will provide for maintenance and repair of existing Citywide streets and alleys and other miscellaneous repairs within the City right-of-way. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 02-62 approving the plans and specifications for the Annual Street/Alley Repair Program and authorizing the City Clerk to advertise for bids. FISCAL IMPACT The proposed program budget for FY 2002~03 is $110,000.00. Adequate funds are budgeted on an annual basis from the Public Works Department operating account No. 402-6242 for this program. BACKGROUND The City's Street/Alley Repair Program is an annual program that provides for repairs and replacement of damaged infrastructure such as potholes, roadways, alleys, catch basins, curbs and gutters, sidewalks and manhole adjustments. The program provides for these repairs on a case-by-case basis and includes unforeseen and emergency repairs that are typically isolated, single-occurrence items. Historically, this program has supplemented the activities of a street pavement crew to provide these on-call services. The current contract was a multi-year (four year) contract, which will expire on June 30, 2002. It is appropriate to re-bid the contract at this time. The Engineering Division has prepared plans and specifications for this program and is proposing another four-year contract with each year renewable based upon satisfactory performance by the contractor. The contract prices will be adjusted annually based upon the Consumer Price Index (CPI) adjustment. Kasdan Engineering Services Manager Attachment: Resolution No. 02-62 1 RESOLUTION NO. 02-62 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL STREET/ALLEY REPAIR PROGRAM (402-6245) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin California to maintain existing streets and alleys and infrastructure in an acceptable condition as needed at various locations within the City; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said works; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for ANNUAL STREET/ALLEY REPAIR PROGRAM FISCAL YEAR 2002/2003 to 2006~2007 (PROJECT NO. 402-6245) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt and sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I' Existing Facilities PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 1st day of July 2002.
