Kendig, City Attorney Justine Willkom, Principal Planner Doug Anderson, Transportation & Development Services Manager Ken Nishikawa, Tustin Legacy Development Services Manager Adrienne DiLeva, Recording Secretary None PUBLIC CONCERNS Given PRESENTATION: PRESENTATION ON TUSTIN LEGACY DISPOSITION STRATEGY On April 25, 2011 the Tustin City Council approved the "Tustin Legacy Disposition Strategy for the Former Master Development Footprint." With the termination of the Master Developer in the Summer of 2010, the City Council in the Fall of 2010 directed staff to prepare a disposition strategy for the former master developer footprint. The purpose of the effort is to reframe the City's approach for marketing and development of the property and to identify potential early implementation opportunities. Christine Shingleton will be providing a presentation on the approved Disposition Strategy and will be available to answer the Commission's questions regarding the various components of each aspect of the strategy. A copy of the "Disposition Strategy for Former Master Developer Footprint Minutes -Planning Commission August 23, 2011 -Page 1 Shingleton Approved Received and filed Tustin Legacy Project" will be provided in advance of the August 23, 2011 meeting for the Commission's review. Gave the presentation on the Tustin Legacy Disposition Strategy. Staff addressed Planning Commission comments and concerns throughout the presentation. Commissioners thanked staff for giving the presentation. CONSENT CALENDAR: 2. APPROVAL OF MINUTES -JULY 26, 2011, PLANNING COMMISSION MEETING. 3. CITY FINANCING INITIATIVE - ENERGY EFFICIENCY INCENTIVE PROGRAM (EEIP) PERMIT FEE REBATE The City Council unanimously approved a resolution to implement an Energy Efficiency Incentive Program (EEIP). The program was implemented in June 2010, where property owners have the opportunity to receive a rebate on permit fees while completing improvements to their properties to make energy use more efficient or to conserve energy. Improvements include: window and door replacement, solar improvement installation, tankless water heater installation, and electric vehicle charging stations, to name a few. Since the program started in June 2010, two (2) businesses, and eight (8) residents, have completed the installation and received rebates for the total amount of $15,935.33. Many more, including Tustin Columbus Gymnasium's photovoltaic system, are eligible projects for the permit fee rebate. RECOMMENDATION: That the Planning Commission receive and file the report. Motion: It was moved by Puckett, seconded by Kozak to move the Consent Calendar. Motion carried 5-0. None PUBLIC HEARINGS Minutes -Planning Commission August 23, 2011 -Page 2 REGULAR BUSINESS: Received and filed 4. SUMMARY OF PROJECTS The summary of projects includes a list of projects and activities since the 2010 Year in Review report provided at the January 25, 2011, Planning Commission meeting. The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the Planning Commission receive and file the report. Willkom Presented the Summary of Projects. Director Stated the Mirabella model residences opened last weekend. Moore Questioned regarding whether the Meta Housing senior homes are rental or for-sale properties. Willkom Stated they have been approved as rental units. Motion: It was moved by Puckett, seconded by Kozak to receive and file the report. Motion carried 5-0. STAFF CONCERNS: Binsack Recommended adjourning to the Workshop to be held at 6:00 p.m. before the next regularly scheduled Planning Commission meeting on Tuesday, September 13, 2011. COMMISSION CONCERNS: Eckman Inquired about the approaching Tustin Tiller Days event. Puckett Wished his wife, Donna, a happy anniversary; • Stated the Concerts in the Park were a success; • Attended Broadway in the Park and stated it was a spectacular event. Congratulated TACFA on the success of the event; • Gave a reminder that the Tustin Ranch Road groundbreaking ceremony is on September 7tn; • Would like to close the meeting in Honor of Bill Nelson and David Bryant, stated they were both great men and will be missed. Minutes -Planning Commission August 23, 2011 -Page 3 Moore Stated the Concerts in the Park were wonderful and that staff did a great job with the event; • Commented regarding Tustin Tiller Days. Kozak Stated the performers and sponsors did a great job with Concerts in the Park; • Gave a reminder that Tustin Community Foundation's Flip Flops and lemon Drops event is approaching; • Provided a ward of caution that September 1St is the first day of school in Tustin, watch out far children crossing the street and be patient with traffic; • Thanked staff for their presentations this evening. Thompson Attended an OCTA Citizens Advisory Committee meeting, provided an update to City Council; • Attended a County Board of Supervisors meeting where Tustin Resident, Robert Nelson, was awarded as the first Boy Scout to earn all 130 badges in 100 years of Scouting. Congratulated him on his accomplishment; • Used the Angel Express through Tustin Metrolink to attend an Angels baseball game. Highly recommended this efficient method of transportation; • Attended the OCBC Infrastructure Committee Meeting and was updated on the San Onofre Nuclear Generating Station; • Attended an OCTA Citizens Advisory Committee legislative Update; • Attended an OCBC luncheon where Congressman Darrell Isla spoke; • Congratulated the OC Water District on their replenishing water project; • Announced that on September 29t" the City is having a free compost day, as well as the approaching Art Walk. 8:27 p.m. ADJOURNMENT: A workshop before the next regular meeting of the Planning Commission will be held at 6:00 p.m. on Tuesday, September 13, 2011, in the City Council Chamber at 300 Centennial Way. The next regular meeting of the Planning Commission is scheduled for Tuesday, September 13, 2011, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
