CLASSIFICATION
SUMMARY
Create the part-time hourly compensated classification of Assistant Executive Director
effective January 2, 2012.
RECOMMENDATION
Amend the Classification and Compensation plan to add the Assistant Executive
Director classification with the rate of pay as $110 per hour.
FISCAL IMPACT
This proposal is not an increase of staff nor does it increase benefits already identified
in the fiscal year 2011-12 City and Agency budgets. There will be no additional cost to
the General Fund or Redevelopment Agency.
BACKGROUND
Assistant City Manager Christine Shingleton has provided the City with notice of her
intent to retire effective December 31, 2011. Ms. Shingleton has been instrumental in
the oversight and success of the Redevelopment Agency activities and the City's
activities at the former MCAS Tustin. As the City continues to be focused on the reuse
and development of the former MCAS Tustin (renamed the Tustin Legacy Project) and
Ms. Shingleton is the City's foremost expert on this project, she has agreed to work on
a part-time basis to ensure the continuity of this development.
In this role, she will be appointed by and serve at the pleasure of the City Manager,
with responsibilities that include broad oversight of all real estate sales and property
disposition, business and financial planning, City managed site improvements and
overall project administration. She will serve as the primary interface with federal
agencies, regional and other local agencies, and recipients of property at Tustin Legacy.
Her responsibilities will include oversight through supervision of operating department
design and construction, demolition, maintenance, and environmental clean-up by the
Navy, private developers and the City where necessary. The position will manage the
administrative project budget, and work closely and collaborate with senior
management staff in other City operating departments on entitlements, marketing, sale
of property, financing, community relations and legal matters. The position involves
collaboration with numerous architects, engineers, contractors and other private
developers, and a varied team of consultants. Ms. Shingleton will continue to supervise
the redevelopment agency staff and will assist on special projects as requested by the
City Manager.
As a retired annuitant of the California Public Employees' Retirement System
(CaIPERS), Ms. Shingleton is limited to a maximum of 960 hours per fiscal year. It is
projected that Ms. Shingleton will work approximately 20-30 hours per week.
In accordance with federal law, all part-time employees must be enrolled in Social
Security or another "qualified" retirement plan. Since the City does not participate in
Social Security, Ms. Shingleton will be enrolled in the City's IRS Section 457 OBRA
deferred compensation plan. The employee's contribution is 5.5% of salary and the City
will contribute an additional 2% of salary. In addition, all employees are required to be
enrolled in Medicare, with 1.45% of salary contributed by the employee and 1.45% of
salary contributed by the City. Ms. Shingleton will not be provided any additional
benefits.
