RESOLUTION NO. 2800
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF TUSTIN,
FINDING THAT THE FINAL ENVIRONMENTAL
IMPACT REPORT (EIR) FOR THE SECOND
AMENDMENT TO THE AMENDED
REDEVELOPMENT PLAN FOR THE TOWN
CENTER REDEVELOPMENT PROJECT, IS
ADEQUATE TO SERVE AS THE PROGRAM EIR
FOR CONDITIONAL USE PERMIT 90-16 AND
ALL FEASIBLE MITIGATION MEASURES
HAVE BEEN INCORPORATED AS REQUIRED
BY THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT.
The Planning Commission of the City of Tustin does
hereby resolve as follows:

The Planning Commission finds and determines as
follows:

Conditional Use Permit 90-16 is considered
"project" pursuant to the terms of the
California Environmental Quality Act; and

The project is covered by a previously
certified Final Environmental Impact Report
88-2 for the Second Amendment to the Amended
Redevelopment Plan for the Town Center
Redevelopment Project which specifically
evaluated proposed Civic Center modifications
and which serves as a Program EIR for the
proposed project and;
II. The Final Environmental Impact Report (88-2), for
the Second Amendment to the Amended Redevelopment
Plan for the Town Center Redevelopment Project was
previously certified on December 5, 1988 was
considered prior to approval of this project. The
Planning Commission hereby finds: the project is
within the scope of Environmental Impact Report 88-
2 previously approved; the effects of this project
were examined in the Program EIR; and all feasible
mitigation measures and alternatives developed in
the Program EIR are incorporated, and the EIR is
adequate to serve as a Program EIR for the project
and satisfies all requirements of the California
Environmental Quality Act. Applicable mitigation
measures identified in the Final EIR have been
incorporated into the project which mitigate any
potential significant environmental effects

thereof.
The mitigation measures are also identified as
Conditions of Approval of the resolution approving
Conditional Use Permit 90-16.
PASSED AND ADOPTED by the Planning Commission of the City
of Tustin at a regular meeting held on the 9th day of
July, 1990.
