The Planning Commission of the City of Tustin does hereby resolve as follows: I · The Planning Commission finds and determines as follows: A· That Conditional Use Permit 90-16 was filed by the City of Tustin requesting approval of modifications to the Tustin Civic Center at 300 Centennial Way including approximately 28,400 square feet of additional floor area onto the City Hall and Police facility, an approximate 3,915 square feet addition to the City Council Chambers and Community Center and modification of the existing parking lot including an approximate 34,000 square foot parking structure. Bt That a public hearing was duly called, noticed and held on said application on July 9, 1990. Co That Final Environmental Impact Report 88-2 for the Second Amendment to the Amended Redevelopment Plan for the Town Center Redevelopment Project has been determined and certified adequate for the project with the adoption of Planning Commission Resolution No. 2800. Do That the establishment, maintenance, and operation Tustin Civic Center including proposed modifications will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood of such proposed use and will not be injurious to or detrimental to property and improvements in the neighborhood or the general welfare of the City, evidenced by the following findings: · The use applied for is consistent with the Tustin City Code. · Proposed second floor additions to the City Hall and Police Facility will be 6 7 8 9 10 11 13 14 15 16 17 18 I9 ~0 ~2, ~3~ ~4 ~5 ~6 Resolution No. 2799 Page 2 basically consistent with the existing building footprint and will maintain significant setbacks from adjacent properties including a setback of 90 feet from the westerly property line and 95 feet from the northerly property line. · The visual impact of the proposed parking structure on adjacent residential property to the north and west will be minimized by the structural design of the facility and proposed landscaping treatments adjacent to the structure. The first floor of the parking garage will be approximately 4-6 below existing adjacent grades with the proposed height of the structure on any elevation not expected to exceed 8-10 feet above adjacent grades. Landscaping would be provided along the north and east elevations of the parking structure to soften its appearance and a new wall will be constructed along the west property line. · On-site traffic circulation will be significantly improved through redesign of the existing parking lot and with the proposed addition of 88 parking spaces to the site. II. The Planning Commission hereby approves Conditional Use Permit 90-16 proposed modifications to the Tustin Civic Center at 300 Centennial Way. PASSED AND ADOPTED at a regular meeting of the Tustin Planning Commission, held on the 9th day of July, 1990. KATHY~CY ~ Secret~ary ~' RESIDENTIAL BUILDER MAPS E~NIBIT A CONDITIONAL PERMIT 90-16 CONDITIONS OF APPROVAL RESOLUTION NO. 2?99 GENERAL (1) 1.1 The proposed project shall substantially conform with the submitted plans for the project date stamped July 9, 1990 on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this Exhibit. (1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project, subject to review and approval by the Community Development Department. (1) 1.3 Ail construction operations including engine warm-up (2) shall be subject to provisions of the City of Tusitn Noise Ordinance and shall take place only during the hours of 7:00 a.m. to 6:00 p.m., Monday through Friday or other hours the Building Official determines are in substantial conformance with the Noise Ordinance and the public health and safety will not be impaired subject to an application being made at the time the permit for the work is awarded or during progress of the work. PLAN SUBMITTAL 2.1 The following items shall be provided at building plan check: (3) A. Construction plans, structural calculations, and Title 24 energy calculations. Requirements of the Uniform Building Codes, State Handicap and Energy Requirements shall be complied with as approved by the Building Official. Additionally, a note on plans shall be included on plans stating that no field changes shall be made without corrections submitted to and approved by the Building Official. All utilities exclusively serving site shall be undergrounded. Final grading and specifications consistent with the site plan and landscaping plans and prepared by a registered civil engineer for approval of the Community .Development Department. A method of control to prevent dust and windblown earth problems during construction shall be included on grading plans. A precise soils engineering report provided by a soils engineer. Information, plans and/or specifications to ensure satisfaction of all Public Works Department requirements including but not limited to: 1) 2) 3) 4) 5) Ail construction within the publice right-of- way and/or within a public easement must be shown on a separate 21"x36" plan showing all required construction referenced to applicable City or County standard drawing numbers. Show dimensions on site plans on all interior aisle widths and driveway access points from streets The handicapped parking in front of the community center is a considerable distance from library. Handicap spaces and access should be provided in closer proximity to library subject to state handicap design requirements. Show all ramp width dimensions on parking structure. Also note stop legend and signage for "down out only" and "down in only" locations and "exit" and "enter" stripping and pavement marking. Show number of spaces and dimensions of all stalls, clearance between stalls and aisle dimensions on the parking structure. Exhibit A Resolution No. 2799 Page 3 *** 6) *** 7) *** 8) *** 9) (2) F. (6) *** G. (Cl) H. *** I. Provide upper and lower floor plan details, and circulation on proposed parking structure. Revisions to the library lease shall be negotiated to accommodate modifications to existing parking layout for the project including a revised trash enclosure location for the library. Driveways to the project shall have a minimum 25 foot radius with curb return and be a minimum width of 28 feet. The first parking space perpendicular to a driveway entry should be a minimum of 40 feet from the right-of-way line where determined necessary by the Public Works Department. Submittal of a construction traffic routing plan shall be reviewed and approved by the Director of Public Works. Information to ensure compliance with all requirements of the Orange County Fire Chief including required fireflow and installation, where required, of fire hydrants subject to approval of the Fire Department, City of Tustin Public Works Department and compliance with all requirements pertaining to construction as follows: 1) 2) Automatic fire sprinkler system shall be installed. Fire access lane shall be red curbed. Prior to any work in the public right-of-way, a no fee excavation permit must be obtained form the Public Works Department. Written approval must be obtained from adjacent property owners to west for rights-of-entry for construction activity across lot lines. This information shall be submitted to the Community Development Department. A construction phasing plan shall be submitted and also described in bid specifications for approval of the City to ensure adequate emergency vehicle access, on-site parking for temporary police facility activities, and for contractor phasing of actual improvements (Phase I - parking structure and Exhibit A Resolution No. 2799 Page 4 Pol ice Department improvements and Phase I I - remainder of project). SITE AND BUILDING CONDITIONS (1) 3.1 The site plan shall be modified to: *** A. Show all existing improvements including utilities in the public right-of-way. B. Show all curb cut locations. *** C. Show the location of either a relocated or new Police Department antenna with the overall distance from top of tower to radio equipment room not to exceed 150 feet. Final location shall be subject to approval by the Police Department and Community Development Department. (1) 3.2 Modify building elevations and proposed exterior materials or provide additional information on plans as follows: (1) A. Provide exact details on exterior door and window types and treatments (i.e., framing, color glass tint). (1) B. Indicate color and type of any proposed metal railings. (1) C. Show all downspouts and gutters. De Provide detailed circulation and construction details for sally port. Ze Provide construction level detail for parking structure. Provide exterior color, texture, design of stairways, column locations, etc. F® Provide 3 inch parking space stripping detail on all spaces. Ge Provide details on pavement marking and signing of handicapped spaces. *** H. Provide ramp profile for all ramps proposed for the Exhibit A Resolution No. 2799 Page 5 *** I. parking structure with slope blends shown. Provide all proposed traffic directional signage for site. Proposed signs at northerly driveway on Centennial and on Main Street driveway should provide more adequate visual clearance as follows: No structure should be located within a 15 foot visual clearance area from property line. *** J. Provide details for all parking garage security gates and restricted access on first floor. *** K. Ail exposed metal flashing or trim is either anodized or painted compatible with main building. (1) 3.3 Ail exterior colors to be used shall be subject to review (4) and approval of the Director of Community Development Department. All exterior treatments must be coordinated with regard to color, materials and detailing and noted on submitted construction plans and elevations shall indicate all colors and materials to be used. (1) 3.4 Note shall be included on final plans that requires a six foot high chain linked fence to be installed around the site prior to building construction stages. Gated entrances shall be permitted along the perimeter of the site for construction vehicles. (1) 3.5 Ail mechanical and electrical fixtures and equipment (4) shall be adequately and decoratively screened. The screen shall be considered as an element of the overall design of the project and shall blend with the architectural design of buildings. All telephone and electrical boxes shall be indicated on the building plans and shall be completely screened. Electrical transformers shall be located toward the interior of the project maintaining a sufficient distance from frontage of the project. (1) 3.6 Exterior elevations of the building(s) shall indicate any (4) fixtures or equipment to be located on the roof of the building, equipment heights and type of screening. All parapets shall be at least six inches above rooftop equipment for purposes of screening except where rooftop equipment such as necessary for radio communications does not have to be screened. Exhibit A Resolution No. 2799 Page 6 (3) (4) (1) 3.7 Submit detail for all walls to be constructed for project. A wall along the westerly property line is required north of the Third Street driveway. Partial screen walls shall also be utilized where feasible in conjunction with landscape screening along the north property line. Show type of wall cap and type of color, exterior materials on subdivision walls which should be consistent with main building treatments. A protective rail or guard must be installed on top of retaining walls where there is more than a thirty six (36) inch drop. Check the building code and provide details for such treatment. (1) 3.S Submit mailbox architectural detail indicating color and (4) exterior treatment and acceptance of location by U.S. Postal Service for review and approval of Director of Community Development. (1) 3.9 Adequate sized trash enclosures for both library and (4) civic center uses with solid metal, self closing, self (5) latching gates shall be provided. Said enclosure(s) shall be screened by a decorative wall of a minimum height of six feet and if required, a dense type of landscaping. The actual location of said enclosures and types of screening shall be subject to approval by the Director of Community Development and said enclosure shall accommodate future recycling efforts anticipated in City. Provide a letter from Great Western Reclamation indicating minimum size of enclosures necessary to accommodate all civic center uses on-site and recycling efforts including the library. LANDSCAPING, GROUNDS AND HARDSCAPE ELEMENTS (7) 4.1 Submit at plan check complete detailed landscaping and irrigation plans for all landscaping areas consistent with adopted City of Tustin Landscaping and Irrigation Submittal Requirements. Provide summary table applying indexing identification to plant materials in their actual location. The plan and table must list botanical and common names, sizes, spacing, actual location and quantity of the plant materials proposed. Show planting and berming details, soil preparation, staking, etc. The irrigation plan shall show location and control of backflow prevention devices, pipe size, sprinkler type, Exhibit A Resolution No. 2799 Page 7 spacing and coverage. Details for all equipment must be provided. Show all property lines on the landscaping and irrigation plan, public right-of-way areas, sidewalk widths, parkway areas, and wall locations. The Department of Community Development may request minor substitutions of plant materials or request additional sizing or quantity materials during plan check. Note on landscaping plan that coverage of landscaping irrigation materials is subject to field inspection at project completion by the Department of Community Development. (7) 4.Z The submitted landscaping plans at plan check must reflect the following requirements: ao Provide one 15 gallon tree for each 5 parking spaces within an open parking area. Be Shrubs shall be a minimum of 5 gallon size and shall be spaced a minimum of 8 feet on center when intended as screen planning. Ce Ground cover shall be planted between 8 to 12 inches on center. De When 1 gallon plant sizes are used the spacing may vary according to materials used. Eo Up along fences and/or walls and equipment areas, provide landscaping screening with shrubs and/or vines and trees on plan check drawings. F® Ail plant materials shall be installed in a healthy vigorous condition typical to the species and landscaping must be maintained in a neat and healthy condition, this will include but not be limited to trimming, mowing, weeding, removal of litter, fertilizing, regular watering, or replacement of diseased or dead plants. Ge Earth mounding should be provided where possible in conjunction with the submitted landscaping plan. Earth mounding should be particularly provided along Centennial and Main frontages. Ke A thickly planted landscape shall be installed along the edge of the project on north and westerly Exhibit A Resolution No. 2799 Page 8 boundaries of parking structure. Use natural landscaping and other architectural detailing and use of materials to border structured parking areas and soften their visual appearance. ne Irrigation equipment should be designed for items readily available (i.e. controls, valves, heads). Rainbird is an acceptable manufacturer. Me Moisture sensors should be installed where possible and within budget constraints. Ne The feasibility of installing a separate water meter and service for landscaping should be explored during plan preparation. 0 If wire is proposed under pavement or improvements, a conduit should be installed to facilitate repair and minimum future damages to pavement sections and improvement in the event of needed repairs. (1) 4.3 Pedestrian walkways should be separated from traffic (4) areas where possible to provide a separate circulation system. When necessary and practical, the separation should include landscaping and other barriers. (1) 4.4 The use of decorative paving techniques for walkways is (4) encouraged, particularly for pedestrian paths. Provide details, colors, and materials for all exterior walkways, stairs and walls. Design interior walkways to create a reinforced pedestrian corridor with accessory landscaping treatment. (1) 4.5 A complete, detailed project sign program including (4) design, location, sizes, colors, and materials shall be submitted for review and approval by the Department of Community Development. The sign program shall include project identification, addressing and directional signs to direct autos to proper access, parking and loading. (1) 4.6 Indicate lighting scheme for project, note locations of (4) all exterior lights and types of fixtures, lights to be installed on building shall be a decorative design. No lights shall be permitted which may create any glare or Exhibit A Resolution No. 2799 Page 9 have a negative impact on adjoining properties to the west and north. The location and types of lighting shall be subject to the approval of the Director of Community Development.
