HomeMy WebLinkAboutPC RES 2744 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 RESOLUTION NO. 2744 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN APPROVING MODIFICATION TO DESIGN REVIEW 88-71 A 282 UNIT RESIDENTIAL CONDOMINIUM PROJECT LOCATED ON TRACT 13835 RELATED TO THE RECREATION FACILITY TOWER ELEMENT, RETAINING WALLS ALONG THE LOOP ROAD AND WINDOWS ON PLAN E. The Planning Commission of the City of Tustin does hereby resolve as follows: I · The Planning Commission finds and determines as follows: ae That the Planning Commission originally approved Design Review 88-71 a 282 unit residential condominium development on July 24, 1989, by adopting Resolution No. 2637. Be That a proper application, Modification to Design Review 88-71, was filed by Recreactions Group of Companies requesting modification to the previously approved recreation building, retaining walls and windows on Plan E. Co Pursuant to Section 9272 of the Tustin City Code, the Commission finds that the location, size, architectural features and general appearance of t~e proposed development will not impair the orderly and harmonious development of the area, the present or future development therein, or the occupancy as a whole. In making such findings, the Commission considered at least the following items: · 2. 3. 4. 5. · · · · Height, bulk and area of buildings. Setbacks and site planning. Exterior materials and colors. Type and pitch of roofs. Size and spacing of windows, doors and other openings. Towers, chimneys, roof structures, flag poles, radio and television antennae. Landscaping, parking area design and traffic circulation. Location, height, and standards of exterior illumination. Location and method of refuse storage. Physical relationships of proposed structures to existing structures in the neighborhood. Appearance and design relationship of proposed structures to existing structures and possible future structures in the neighborhood and public thoroughfares. Proposed signing. Development guidelines and criteria as adopted by the City Council. De That an Environmental Impact Report (EIR 85-2 for the East Tustin Specific Plan) has been certified in conformance with the requirements of the California Environmental Quality Act for the subject project. II. The Planning Commission hereby approves Modification to Design Review 88-71 to increase the recreation facility tower element from 25 feet to 40 feet (as measured from the pool deck); modify various retaining wall treatments along the loop road; and, to add windows on Plan E for the utility room on the ground level subject to conditions attached as Exhibit A and incorporated herein by reference. PASSED AND ADOPTED at a regular meeting of the Tustin Planning Commission, held on the 14th day of May, 1990. P~ENN~I~FO 'y~'~ Reco~cretary Chairman EXHIBIT A DESIGN REVIEW 88-71 CONDITIONS OF APPROVAL RESOLUTION NO. 2744 GENERAL (1) 1.1 The proposed project shall substantially conform with the submitted plans for the project date stamped May 14, 1990 on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this Exhibit. The Director of Community Development may also approve subsequent minor modifications to plans during plan check if such modifications are consistent with the Tustin Zoning Code. (1) 1.2 The applicant shail submit for building plan check and approval, modifications to original construction plans, structural calculations and other information as deemed necessary by the Building Official to comply with the provisions of the Uniform Building Codes. (1) 1.3 The applicant shall make payment of any applicable building plan check fees to the Community Development Department for review of plan modifications. (1) 1.4 Construction plans shall comply with the standards of the East Tustin Specific Plan. (1) 1.5 Ail conditions of Planning Commission Resolution No. 2637, originally approving, Design Review 88-71, shall remain in effect unless herein modified. mmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmm SOURCE CODES (1) STANDARD CONDITION (5) SPECIFIC PLAN (2) CEQA MITIGATION (6) RESPONSIBLE AGENCY REQUIREMENT (3) UNIFORM BUILDING CODE/S (7) LANDSCAPING GUIDELINES (4) DESIGN REVIEW (8) PC/CC POLICY *** EXCEPTION Exhibit A Resolution No. 2744 May 14, 1990 Page 3 (4) 1.6 Ail railing on sidewalks, stairs, and retaining walls shall be of a decorative wrought iron treatment consistent with the architectural elements of the project. Actual details of such treatment shall be subject to approval of the Community Development Department during the plan check process. (4) 1.7 The proposed window treatment for the utility room of Plan E shall be modified to include a window treatment consistent with the other window details in the project. In addition, the windows shall not project beyond the main building wall as previously approved. Actual details of such treatment shall be subject to approval of the Community Development Department during the plan check process.
