RESOLUTION NO. 2667
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, RECOMMENDING APPROVAL TO THE CITY COUNCIL OF
ZONE CHANGE 89-02 TO CHANGE THE LAND USE DESIGNATION
OF THE FIRST STREET SPECIFIC PLAN FROM "OFFICE AS
PRIMARY USE" TO "COMMERCIAL AS PRIMARY USE" ON THE
PROPERTY LOCATED AT 640 WEST FIRST STREET.
The Planning Commission of the City of Tustin does hereby resolve as
follows:
I. The Planning Commission finds and determines as follows:
A. That a proper application, (Zone Change No. 89-02) has been
filed on behalf of the David Meltlli Company to change the. land
use designation of the First Street Specific Plan from "Office
as Primary Use" to "Commercial as Primary Use" on the property
located at 640 West First Street legally described, as Lots 5 and
6, Tract 334.
B. That a public hearing was duly called, noticed and held on said
application on August 28, 1989.
C. That a zone change should be granted for the following reasons:

That the proposed Zone Change ts consistent wi th the
General Plan, particularly the Land Use Element which
identifies this property with a commercial land use
designation on the land use map.

The the proposed Zone Change is constster, t with provisions
of the First Street Specific Plan related to encour~Flen:ent
for retail uses, consolidation of sm~ller parc,'-'=s, and
providing reciprocal access between parcels.

That the proposed Zone Change is in tile best interest of
the public health, safety, and welfare of the st, rrouf~dlnq
neighborhood and property by providing crder!y develcr~mer,:
and compatible land uses with the adjacent retail office,
and multi-family land uses.
A Negative Declaration has been prepared for the project in
accordance with the California Environmental Quality Act.

The Plannlng Commission hereby recommends to the City Council
approval of Zone Change No. 89-02 to change the land use designation
of the First Street Speclftc Plan from "Offtce as Prtmary Use" to
"Commercial as Prlmary Use" on the property located at 640 West First
Street as shown on the attached Exhlblt A.
PASSED AND ADOPTED at a r~qular meeting of the Planning Commission, held on
the 28th day of August, 1989. .
