RESOLUTION NO. 2639
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT
89-22, TO AUTHORIZE A TELEVISION COMMERCIAL ACTING
WORKSHOP IN THE PR (PROFESSIONAL OFFICE) DISTRICT AND
VARIANCE 89-08 TO REDUCE THE REQUIRED PARKING FROM
SEVEN SPACES TO ONE SPACE FOR SAID WORKSHOP, LOCATED
AT 222 N. MAIN STREET, SUITE 201 IN THE STEVEN'S
SQUARE DEVELOPMENT
The Planning Co~mni ssi on nf the City of Tustin does hereby resolve as
fol 1 ows:
I. The Planning Commission finds and determines as follows:
A. That proper applications, Use Permit No. ~9-22 and Variance
~39-08, have been filed on behalf of Ron Mi chaelson, to authorize
a television commercial acting workshop in the PR . i)i st ri ct and
to reduce the required parkin(] for said workshop from seven
spaces to one space.
B. Ti~at a public hearing was duly called, noticed and held on said
applications on July 24, 1989.
C. That establishment, maintenance, and opera'tion of the t~se
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort, or
general welfare of the persons residing or working in the
neighborhood of such proposed use, evidenced by the follo~.~ing
fi ndi ngs:
1. The proposed use is a conditionally permitted use within
the PR (Professional Office~ District.
2. The proposed use is co~.npatible with existing tenants in the
development and adjacent use in the immediate vicinity.
3. The proposed use is a unique, small scale and personal
seminar use that would lend itself well to the intimate and
professional character of the Steven's Square Development.
D. That the establishment, maintenance, and operation of the use
applied for will not be injurious or detrimental to the property
and improve~.qents in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin, and should be
granted.
E. That there are special circumstances related to the intended and
proposed use of the property that justifies the variance request
in that the evening hours of operation and nature of existing
tenants would make ample parking available for the proposed use.

F.
That the granting of a Variance as herein pr()vided will not
constitute grantinq of special privilege inconsistent with the
limitations upon other properties in the vicinity and district
in which the subject property is located in tl~at tile parking

existing on-site parking.
That the granting of the Variance as herein provided will not
have a detrimental impact on adjacent properties or surrounding
neighborhood in that the location of the proposed use is
adjacent to the existing on-site parking area and parking
structure on "C" Street. Parking off-site on "g" Street or ~ain
Street is unlikely ~nd would be inconvenient.
The granting of the Variance as herein provided is consistent
with the City's General Plan in that the proposed use will
p'rovide orderly and harmonious development and will accommo[iate
parking demand on-site.

Proposed development shall be in accordance with the development
policies adopted by the City Council, Ilniform .Building Codes as
administered by the Building Official, Fire Code as administered
b.y the ,Orange County Fi re '-larshal and street improvement
requirements as administered by the City Engineer.

This project is considered Categorically Exempt (Class 3) from
the provisions of the California Environmental Quality Act.
II.
The Planning Conmission hereby approves Conditional Use Permit 89-22
and Variance !39-08 authorizing a television commercial acting
workshop located at ~_22 ;!. 'tain Street, Suite 201 in the PR Pistrict
and reduce the required parking for said workshop from seven spaces
to one space subject to the conditions contained in Exhibit q
attached hereto and incorporated by reference.

CONDITIONS OF APPROVAL
RESOLUTION NO. 2639
GENERAL
(1} 1.1 The proposed project shall su:)stantially conform with the subr.)itted plans for
the project date sta,;iped July 24, 1.9,q,'~ ,nn file ~,~ith the Cnmrql~nity !l~evelopment
'.)epartment, as herein I.~odified, or as rlodified hy the Director of Conrqunity
.... '~evelopment [)epartment in accordance with this Exhibit.
~,1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall he
complied with prior to the issuance of any building permits for t)~e project,
subject to review and approval hy the Co,~r~nity !)evelopment .~epart~nent.
(1) 1.3 Conditional Use Permit and Variance approval shall become null and void unless
all building permits are issued within t~.~elve (12~ months of the date on this
Exhibit and substantial construction underway.
(1) 1.4 The applicant shall sign and return an Agreement to Conditions Imposed form
prior to the issuance of any building permits.
USE RESTRICTIONS
*** 2.1 No class, seminar or workshop shall exceed a maximum of ten students or the
maximum occupancy permitted for the tenant space as determined by applicable
building and fire codes, whichever is less.
*** 2.2 Ho class, seminar or workshop shall begin prior to 6:DO p.m.
PARKING
*** 3.1 Tt~e applicant shall prepare and cause to .he signed by all students at the
beginning of each class series, a notice of parking requirements that specify,
.... at mini~.~um, that parking is available in the open parking lot for Steven's
Square and the spaces allocated to Steven's Square in the parking structure,
and that parking in any other area, on "B" Street, ?qain Street or any other
off-site location is prohibited. A draft of said notice shall he submitted
and approved by the Com~.unity Development ~)epart~nent for review and approval
prior to issuance of any Certificate of ()ccupancy. All signed notices shall
be kept on file by the applicant an',t are suh,iect to inspection by the City
upon request. Failure to provide suc)) notices upon request and/or failure to
inforq~ students of the noted parking requirements, sqall be grounds to
schedule public hearings to consider revocation of the subject variance and
use permit.
