HomeMy WebLinkAboutPC RES 2637 1 2 3 4 5 6 8 9 10 11 12 13 14 15 16 17 21 22 23 24 25 26 27 28 RESOLUTION NO. 2637 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN, CONDITIONALLY APPROVING DESIGN REVIEW 88-71, A MULTI-FAMILY PROJECT OF 282 CONDOMINIUM DWELLING UNITS ON TENTATIVE TRACT 13835. The Planning Commission of the City of Tustin does hereby resolve as follows- I. The Planning Commission finds and determines as follows' A. That a proper application, Design Review 88-71, was filed by Recreations Group of Companies requesting approval of a 282 unit residential condominium project. B. That a public hearing was duly called, noticed and held on said application on July 24, 1989. C, Pursuant to Section 9272 of the Tustin City Code, the Commission finds that the location, size, architectural features and general appearance of the proposed development will not impair the orderly and harmonious development of the area, the present or future development therein, or the occupancy as a whole. In making such findings, the Commission considered at least the following items: 1. Height, bulk and area of buildings. 2. Setbacks and site planning. 3. Exterior materials and colors. 4. Type and pitch of roofs. 5. Size and spacing of windows, doors and other openings. 6. Towers, chimneys, roof structures, flag poles, radio and television antennae. 7. Landscaping, parking area design and traffic circulation. 8. Location, height, and standards of exterior illumination. 9. Location and appearance of equipment located outside of an enclosed structure. 10. Location and method of refuse storage. 11. Physical relationships of proposed structures to existing structures in the neighborhood. 12. Appearance and design relationship of proposed structures ~o existing structures and possible future structures in the neighborhood and public thoroughfares. 13. Proposed signing. 14. Development guidelines and criteria as adopted by the City Council. II. The Planning Commission hereby conditionally approves Design Review I Resolution No. 2637 Pa ge two G 8 lO Penni Foley 14 Secretary 88-71, authorizing construction of a 282 condominium dwelling unit project, subject to the conditions contained in Exhibit A, attached hereto. PASSED AND ADOPTED at a regular meeting of the Tustin Planning Commission, held on the 24th day of July, 1989. Chairman EXHIBIT A DESIGN REVIEW 88-71 CONDITIONS OF APPROVAL RESOLUTION NO. Z637 GENERAL (1) 1.1 The proposed project shall substantially conform with the submitted plans and sample material and color board for the project date stamped July 24, 1989 on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this Exhibit. The Director of Community Development may also approve subsequent minor modifications to plans during plan check if such modifications are found consistent with this Exhibit and provisions of the East Tustin Specific Plan. (1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project, subject to review and approval by the Community Development Department. (1) 1.3 Design review approval shall become null and void unless building permits are issued within eighteen {18) months of the date on this Exhibit. (1) 1.4 The applicant shall sign and return an Agreement to Conditions Imposed form prior to the issuance of any permits. PLAN SUBMIl-[AL 2.1 At building plan check submittal: (3) A. Construction plans, structural calculations, and Title 24 energy calculations, requirements of the Uniform Building Codes, State Handicap and Energy Requirements shall be complied with as approved by the Building Official. (2) B. (3) Preliminary technical detail and plans for all utility installations including cable TV, telephone, gas, water and electricity. Additionally, a note on plans shall be included stating that no field changes shall be made without corrections submitted to and approved by the Building Official. (z) c. Subject grading submittal shall comply with all requirements of Condition 4.1 and 4.2 contained in Exhibit A of Planning Commission Resolution 2638. (2) (3) D. A detailed acoustical noise study prepared by a qualified acoustical expert shall be subject ~o review and approval by the Community Development Department to insure that interior noise levels do not exceed a maximum of 45 dBa's for units within the 60 CNEL. All recommended mitigation measures identified in said report shall be incorporated into the project design and implementation certified by an acoustical expert prior to the issuance of any applicable Certificate of Occupancy. E. Certification of rough graded pads shall be provided to the Building Department prior to issuance of any building or precise grading permits for the development project. (4) (7) F. The applicant shall submit for review and approval, a site plan, complete elevations and floor plans for the sales office which shall be consistent with the architectural trea13nent and finish materials for the main buildings subject to final approval of the Director of Community Development. Parking for the model complex shall be provided at the ratio of three spaces per model unit plus one space per sales person. A detailed final landscaping/irrigation plan for tile model complex which identifies the plant materials (common and botanical names), sizes, quantities, locations, irrigation materials and layout, location of backflow preventors, valves and timers shall al so be required. Said plans shall be developed and prepared in accordance with Conditions 4.1 and 4.2 of this Exhibit. (1) G. The applicant will be permitted to obtain building permits for model unit construction prior to approval of Final Map 13835, provided all building code requirements have been met in addition to Public Works, Fire Depar 13nent and Community Devel o pment Depar 13nent requirements and approval s. (2) H. The applican~ shall comply with Fire Department Conditions 5.1. through 5.5 contained in Exhibit A of Planning Commission Resolution No. 2638. (1) (6) I. The applicant shall comply with Engineering Conditions 1.1 through 1.5 of Exhibit A of Planning Commission Resolution No. 2638. (3) J. (4) Structural details of all walls and fences wi:h exterior treatments consistent with those approved as part of this Exhibit. SITE AND BUILDINGS (1) 3.1 All exterior colors to be used shall be subject to review and approval of the {4) Director of Community Development wi th regard to col or, materials and detailing and shall be noted on the submitted construction plans and elevations. Exhibit A Resolution No. 2637 Page three (1) 3.2 All wing retaining walls along the loop road shall not exceed 3 feet in height within the required 10 foot building setback area. (1) 3.3 All mechanical and electrical fixtures and equipment shall be adequately and (4) decoratively screened. The screen shall be considered as an element of the overall design of the project and shall blend with the architectural design of buildings. All telephone and electrical boxes shall be indicated on the building plans and shall be completely screened. Electrical transformers shall be located toward the interior of the project maintaining a sufficient distance from frontage of the project. (1) 3.4 Exterior elevations of the buildings shall indicate any fixtures of equipment {4) to be located on the roof of the building, equipment heights and type of screening. (1) 3.$ Adequate size trash enclosures with solid, self closing, self latching gates {4) shall be provided. Said enclosures shall be screened by a masonry wall, decorative in design, with a minimum height of six feet and if required, a dense type of landscaping. The actual location and design of said enclosures and screening shall be subject to approval by the Community Development De par tmen t. (4) 3.6 Provide manufacture's detail sheets, of proposed exterior lighting fixtures. All fixtures shall be substantially consistent with those identified in the conceptual plans and be consistent with the architectural to the project subject to final approval by the Community Development Department. (1) 3.7 Illumination of the building addresses is required pursuant to the City's (4) Security Code. Proposed fixtures shall be on a dedicated circuit and photo metered so the lights turn on at dusk and turn off at dawn. Design of address signs shall be subject to approval by the Community Development Department. (4) 3.8 Color samples and design for all light fixtures, light standards, street signs, address tiles and mailboxes shall be provided and be subject to final approval by the Community Development Department. {1) 3.9 Details of all water features, sculptures, obelisks, and other street {4) furniture and site amenities shall be reviewed and approved with the final working drawings by the Community Development Department. (1) 3.10 A list of potential street names shall be submitted to and approved by the (8) Community Development Department in accordance with direction of the Street Naming Committee or by the Street Naming Committee, as applicable, prior to approval of the Final Map. (1) 3.11 A complete sign program for the project, including street signs, directories, {4) directional signs, building addresses, parking signs, and project identification signs shall be reviewed and approved with the final working drawings by the Community Development Department. A letter from the Irvine Company approving said sign program shall accompany the sign program submittal. Exhibit A Resolution No. 2637 Page four (1) 3.12 Color and material samples for all pedestrian and motor court pavement areas, (4) including the recreation area, shall be reviewed and approved with the final working drawings by the Community Development Department. (1) 3.13 Details of the mail box clusters shall be provided in the final working (4) drawing. Location, design, and screening shall be subject to approval of the Community Development Department. (1) 3.14 The legal description on all exhibits shall be modified to include Lot "DD" of Tract 12870 as illustrated on the plans. LANDSCAPII~G ~ G, ROUI~DS AND HARDSC, APE ELEMENTS (7) 4.1 Submit at plan check, complete detailed landscaping and irrigation plans for all landscaping areas consistent with adopted City of Tustin Landscaping and Irrigation Submittal Requirements. Provide a summary table applying indexing identification to plant materials in their actual location. The plan and table shall list botantical and common names, sizes, spacing, actual location and quantity of the plant materials proposed. Show planting and berming details, soil preparation, staking, etc. The irrigation plan shall show location and control of backflow prevention devices, pipe size, sprinkler type, spacing and coverage. Details for all equipment shall be provided. Show all property lines on the landscaping and irrigaion plan, public right-of-way areas, sidewalk widths, parkway areas, and wall locations. The Department of Community Development may request minor substitutions of plant materials or request additional sizing or quantity materials during plan check. Note on landscaping plan that adequacy of coverage of landscaping and irrigation materials is subject to field inspection at project completion by the Department of Community Development. ( 7 ) 4.2 The submitted 1 andscapi ng plans at pl an check shal 1 reflect the following requirements' A. Turf is unacceptable for grades over 25%. A combination of planting materials shall be used, ground cover on large areas alone is not acceptable. B. Provide a minimum of one 15 gallon size tree for every 30 feet of property line on the property perimeter and five, 5 gallon shrubs. C. Provide a minimum of one 15 gallon tree for each 5 parking spaces within an open parking area. D. Shrubs shall be a minimum of 5 gallon size and shall be spaced a minimum of 8 feet on center when intended as screen planning. E. Ground cover shall be planted between 8 to 12 inches on center. F. Along fences and/or walls and equipment areas, provide landscaping screening with shrubs and/or vines and trees on plan check drawings. Exhibit A Resolution No. 2637 Page fi ve G· All plant materials shall be installed in a healthy vigorous condition typical to the species. Landscaping shall be maintained in a neat and healthy condition; this will include but not be limited to triming, mowing, weeding, removal of litter, fertilizing, regular watering, or replacement of diseased or dead plants. H · Major points of entry ~o the project, courtyards and pedestria~l internal circulation routes shall receive specimen trees to create an identification theme. Landscaping adjacent to the right-of-way shall be coordinated wi th parkway landscaping· Perimeter wall(s) should be treated with vines in order to reduce large expanses of walls by adding greenery and color· Vines should De informally grouped with training devices installed. 4.3 All ~ree wells in the motor court areas shall include the installation of root' barriers with appropriate subdrains to discourage surface roots. FEES (1) 5.1 Payment of all fees required in Condition 9.3 of Exhibit A of Planning Commission Resolution No. 2638.
