HomeMy WebLinkAboutPC RES 2633 2 3 4 5 6 8 9 10 12 ~3 15 17 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2633 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN, C/kLIFORNIA, APPROVING AN AMENDMENT TO USE PERMIT 88-23, AUTHORIZING AN ALTERATION TO THE APPROVED DEVELOPMENT PLAN FOR PACIFIC BELL'S FIELD OPERATION CENTER LOCATED AT 14451 MYFORD ROAD FOR CONSTRUCTION OF AN AUTOMATIC CAR WASH. The Planning Commission of the City of Tustln does hereby resolve as follows' I. The Planning Commission finds and determines as follows' A. That a proper application, was filed by Pacific Bell to amend conditions 1.1 and 2.1e of Exhibit A to Resolution No. 2544, approving Use Permit 88-23, to authorize the construction of an automatic car wash at their field operation center located at 14451 Myford Road. B. That a public hearing was duly called, noticed and held for said application on May 8th, June 12th, and June 26, 1989. C. That establishment, maintenance, and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the' following findings: .. 1.. The use applied for is in conformance with the Tustin General Plan. 2. The site is located in the Planned Community - Industrial District and the use applied for is a conditionally permitted use in said District. 3. The proposed use will not negatively effect surrounding uses in the Irvine Industrial Complex. 4. The use provides the ability to avoid and mitigate any potential impacts of the proposed.project through the imposition of appropriate conditions. D. That the establishment, maintenance, and operation of the use applied for will not be injurious or detrimental to the property and improvements in the neighborhood of the subject property, nor to the general welfare of the. F. That the project is Categorically Exempt pursuant to the provisions of Section 15301 (e.2) of the California Environmental Qual i ty Act. Final development plans shall require the review and approval of the Community Development Department. II. The Planning Commission hereby approves an amenUment to Use Permit 88-23, authorizing an alteration to the approved development plan for Pacific Bell's Field Operation Center located at 14451 Myford Road for the 6onstruction of an automatic car wash, subject to the conditions contained in Exhibi.t 'A" attached hereto, as well as all applicable conditions contained in Exhibit 'A' to Resolution No's. 2544 and 2602, incorporated herein by reference. Chairman ~ EXHIBIT A RESOLUTION NO. 2633 CONDITIONS OF APPROVAL AMENDMENT TO USE PERMIT 88-23 - PACIFIC BELL GENERAL (1) 1.1 The proposed project shall substantially conform with the development plans on file with the Community Development Department, for construction of a car wash as herein modified, or as modified by the Director of Community Development in accordance with this Exhibit. (1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be complied with prior to the issuance of any building permits for the project, subject to review and approval by the Community Development Department. 1.3 All applicable conditions of approval of Exhibit A to Resolution No. 2544 shall continue to be in full force and effect as they relate to the subject use. 1.4 Hours of operation of the car wash shall be 6-00 a.m. to 9'00 a.m. and 3'00 p.m. to 7'00 p.m. - occasional intermittent use, between 9'00 a.m. and 3'00 p.m. shall be permitted. · . 1.5 The applicant shall sign and return an Agreement to Conditions Imposed form to the Community Development Department prior to issuance of any permits. iWr~r SITE AND BUILDING CORRECTIONS mi m 2.1 The applicant shall make the following revisions/corrections to the site plan prior to issuance of permits- Detailed elevations/floor plans for the car wash shall be submitted for Design Review prior to submittal for building plan check. b. The car wash shall be constructed with tilt-up concrete panels textured, finshed and painted to match the existing building. The car wash shall have a flat roof. C® A jointed roll-up metal door shall be placed over the east end of the car wash, be painted to match the building and be opened and closed by an automatic system. Said door shall not consist of "corrugated" metal, but rather flat, jointed panels; the actual design shall be subject to approval by the Director of Community Development. All exterlor treatments shall be coordinated with regard to color, materials and detailing. 2.3 All mechanical and electrical fixtures and equipment shall be adequately and decoratively screened. The screen shall be considered as an element of the overall deslgn of the project and must blend with the architectural design of bul 1 dl ngs. ([) (3) (5) Landscapln~l, G. rounds and Hardscape Elements 3.1 A. completely detailed landscape and ~rrlgatlon plan shall be submitted for review and approval by the Community Development Department for all revised planting areas at whatever scale i necessary to adequately depict what is occurring and to be consistent with adopted City of Tustin Landscaping and Irrigation requirements. Provide summary table applying indexing identification of plant materials in their actual location. The plan and table shall list botanttcal and common names, sizes, spacing, actual location and quantity of the plant materials proposed. Show planting and berming.details, soil preparation, staking, etc. The irrigation plan shall show location and c'ontrol of backflow prevention devices, pipe size, sprinkler Wpe, spacing and coverage: Details for all equipment shall be provided...Said plan shall be consistent in materials with the approved landscape pl. ans for the site. 3.2 Minimum 36" box trees shall be planted in the 42" high berm along Myford Road 'in a cluster at the southern end of said berm. The actual planting location and spacing requirements shall be reviewed and approved by the Department of Community Development. Such trees shall also be provided along the entire berm for aesthetic balance. 3.3 A minimum three (3) foot wide planter shall be constructed along the length of the car wash. Plantings within said planter shall consist of climbing vines/espaliers, shrubs and ground cover.
