RESOLUTION NO. 2602
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING AN AMENDMENT TO USE
PERMIT NO. 88-23, AUTHORIZING VARIOUS ALTERATIONS TO
THE APPROVED DEVELOPMENT PLAN FOR PACIFIC BELL'S FIELD
OPERATION CENTER LOCATED AT 14451 MYFORD ROAD
The Planning Commission of the City of Tustin does hereby resolve as
fol 1 ow s:
I. The Planning Commission finds and determines as follows'
A. That a proper application, was filed by Pacific Bell to amend
conditions 1.1 and 2.1e of Exhibit A to Resolution No. 2544,
approving Use Permit 88-23, to authorize the following:
relocation of the training yard, add additional parking on an
unimproved portion of the site, delete a required concrete block
wall, relocate a fuel dispensing island and construct a 600
square foot storage room addition to their field operation
center located at 14451 Myford Road.
B. That a public hearing was duly called, noticed and held for said
application on Monday, May 8, 1989.
C. That establishment, maintenance, and operation of the use
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort, or
general welfare of the persons residing or working in the
neighborhood of such proposed use, evidenced by the following
findings:
1. The use applied for is in conformance with the Tustin
General Plan.
2. The site is located in the Planned Community - Industrial
District and the use applied for is a conditionally
permitted use in said District.

The proposed use will not negatively effect surrounding
uses in the Irvine Industrial Complex.

The use provides the ability to avoid and mitigate any
potential impacts of the proposed project through the
imposition of appropriate conditions.
D. That the establishment, maintenance, and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin, and should be
granted.

Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal.
F. That the project is Categorically Exempt pursuant to the
provisions of Sections 15301 (e.2) and 15311 (b) of the
California Environmental Quality Act."
G. Final development plans shall require the review and approval of
the Community Development Department.
II.
The Planning Commission hereby approves an amendment to Use Permit
No. 88-23, authorizing various alterations to the approved
development plan for Pacific Bell's field operation center located at
14451 Myford Road, subject to the conditions contained in Exhibit 'A'
attached hereto, as well as all applicable conditions contained in
Exhibit A to Resolution No. 2544, attached thereto and incorporated
herein by reference.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning Commission,
held on the 8th day of May, 1989.

CONDITIONS OF APPROVAL
AMENDMENT TO USE PERMIT NO. 88-23 - PACIFIC BELL
GENERAL
(1) 1.1 Condition 1.1 of Exhibit "A", of Resolution No. 2544 is amended as follows: "The
proposed project shall substantially conform with the revised development plans
on file with the Community Development Department, with the elimination of the
car wash as herein modified, or as modified by the Director of Community
Development in accordance wi th this Exhibit."
(1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be
complied with prior to the issuance of any building permits for the project,
subject to review and approval by the Community Development Department.
(1) 1.3 Design review approval shall become null apd void unless all building permits
are issued within eighteen {18) months of the date on this Exhibit.
1.4 All applicable conditions of approval of Exhibit A to Resolution No. 2544 shall
continue to be in full force and effect as they relate to the subject use.
1.5 Hours of operation of the fuel dispensing island shall be 7:00 a.m. to midnight.
1.6 The applicant shall sign and return an Agreement to Conditions Imposed form to
the Community Development Department prior to issuance of any permits.
1.7 All operations on the site shall be subject to the provisions of the City of
Tustin Noise Ordinance (70 dB(A) at any time).
SITE AND BUILDING CORRECTIONS
2.1 The applicant shall make the following revisions/corrections to the site plan
prior to issuance of permits:

Detailed elevations/floor plans for all training yard structures shall be
submitted for Design Review prior to submittal for building plan check.

b. Condition No. 2.1 (e) of Exhibit "A" to Resolution No. 2544 is amended as
follows' "A solid eight (8) foot tall concrete block wall shall be
installed along the southerly property line adjacent to the training yard
as originally required by Use Permit 88-23. In addition, should the Irvine
Industrial Conl~lex regulations require a block wall around outdoor storage
areas (to include the training yard) said concrete block wall shall be
extended along that portion of the westerly property line adjacent to the
training yard. Should such wall not be required by the Irvine Industrial
Co, lex regulations, an eight (8) foot tall, screened chain link fence
shall be installed in that location. Any wall installation shall be
decorative in design to match the building."
2.2 All exterior colors and materials to be used shall be subject to review and
approval of the Director of Community Development. All exterior treatments
shall be coordinated with regard to color, materials and detailing.
2.3 All mechanical and electrical fixtures and equipment shall be adequately and
decoratively screened. The screen shall be considered as an element of the
overall design of the project and must blend with the architectural design of
buildings.
2.4 Submit details for all walls to be constructed by developer. Show type of wall
cap and type of color, which should be consistent with main building treatments
and be a decorative treatment of all exposed walls.

PLAN SUBlq II-I'AL
3.1 At building plan check submittal'
A. Construction plans, structural calculations, and Title 24 energy
calculations. Requirements of the Uniform Building Codes, State Handicap
and Energy Requirements shall be complied with as approved by the
Building Official.

Final grading and specifications consistent with the site plan and
landscaping plans and prepared by a registered civil engineer for approval
of the Community Development Department.
C. A precise soils engineering report provided by a soils engineer within
the previous twelve (12) months for construction or service yard site.
D.
Information to ensure compliance with all requirements of the Orange
County Fire Chief for fuel dispensers including required fireflow and
installation, where required, of fire hydrants subject to approval of the
Fire Department, City of Tustin Public Works Department and Irvine Ranch
Water District and compliance with all requirements pertaining to
construction.

Landscaping, Grounds and Hardscape Elements
4.1 A completely detailed landscape and irrigation plan shall be submitted for
review and approval by the Community Development Department for all revised
planting areas at whatever scale necessary to adequately depict what is
occurring and to be consistent with adopted City of Tustin Landscaping and
Irrigation requirements. Provide summary table applying indexing identification
of plant materials in their actual location. The plan and tahl, e shall list
botantical and common names, sizes, spacing, actual location and quantity of the
plant materials proposed. Show planting and berming details, soil preparation,
staking, etc. The irrigation plan shall show location and control of backflow
prevention devices, pipe size, sprinkler type, spacing and coverage. Details
for all equipment shall be provided. Said plan shall be consistent in materials
with the approved landscape plans for the site.
