RESOLUTION NO. 2589
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN APPROVING USE PERMIT 89-8 ALLOWING
INSTALLATION OF TENANT IMPROVEMENTS AT 17602 E.
SEVENTEENTH STREET, SUITE 8C, FOR THE PURPOSES OF
OPERATING A DRY CLEANING STORE WITH ON-SITE CLEANING.
The Planning Commission of the City of Tusttn does hereby resolve as
fol lows:
I. The Planning Commission finds and determines that:
A. A proper application, Use Permit 89-8, has been filed by Colco
Prospect L.P. to install tenant improvements at 17602 E.
Seventeenth Street, Suite 8C for the purposes of operating a dry
cleaning store with on-site cleaning.
B. A public hearing was duly called, noticed and held on April 24,
1989 for said application.
C. Establishment, maintenance, and operation of the use applied for
will not, under the circumstances of this case, be detrimental
to the health, safety, morals, comfort, or general welfare of
the persons residing or working in the neighborhood of such
proposed use, evidenced by the following findings:
1. The use applied for is in conformance with the Tustin
General Plan.
2. The site is located in the Planned Community-Commercial
Di stri ct.
3. The use applied for is a conditionally permitted use in the
Planned Community-Commercial District.
4. The use applied for is similar to uses existing in
Commercial Districts.
5. The use applied for is located within an existing, approved
commercial development.
6. The Use Permit provides the ability to avoid or mi ti gate
any potential impacts of the proposed project through the
imposition of appropriate conditions.

D. The establishment, maintenance, and operation of the use applied
for will not be injurious or detrimental to the property and
improvements in the neighborhood of the subject property, nor to
the general welfare of the City of Tustin, and should be
granted.
E. The proposed development shall be in accordance with the
development policies adopted by the City Council, Uniform
Building Codes as administered by the Building Official, Fire
Code as administered by the Orange County Fire Chief and street
improvement requirements as administered by the City Engineer.
II. The Planning Commission hereby approves Use Permit 89-8 to allow the
installation of tenant improvements at 17602 E. Seventeenth Street,
Suite 8C, for the purposes of operating a dry cleaning store with
on-site cleaning, subject to the conditions contained in the attached
Exhibit A.

CONDITIONS OF APPROVAL
USE PERMTT 89-8
GENERAL
The proposed project shall substantially conform to submitted plans date
stamped April 24, 1989 on file with the Community Development Department as
herein modified and with changes made to the plans as requested below.

Unless otherwise specified, conditions in this exhibit shall be complied
with prior to issuance of any building permits for the project, subject to
review and approval by the Community Development Department.
Use Permit approval shall become null and void unless building permits are
obtained within 18 months of the date of this exhibit.

Approval of Use Permit 89-8 is contingent upon the applicant signing and
returning an "Agreement to Conditions I~osed" form as established by the
Director of Community Development.
5. At Bulding plan check submittal:

Construction plans, structural calcuations and Title 24 energy
calculations required for approval of the Building Official.
Provide verification of compliance with the requirements of the Orange
County Fire Department.
Provide verification of compliance with the requirements of the South
Coast Air Quality Management District.

Prior to issuance of any building permits, payment of all required fees as
applicable including:
a,
Plan check and permit fees to Community Development Department.
Sewer fees to the Public Works Department.

All signs, including temporary signs, shall conform with the Master Sign
Program for 17602 E. Seventeenth Street, the Tustin Sign Code and current
Temporary Use Permit policy. All permits for permanent signage shall be
processed and issued prior to issuance of a Certificate of Occupancy.

Compliance with the requirements of the Orange County Fire Department and
South Coast Air Quality Management District shall be maintained throughout
the duration of the use.
