RESOLUTION NO. 2561
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CONDITIONALLY APPROVING DESIGN REVIEW 88-53,
FOR THE DEVELOPMENT OF A GOLF COURSE CLUBHOUSE,
MAINTENANCE FACILITY, DRIVING RANGE, PARKING LOT,
RESTROOMS, ENTRY BRIDGE, ENTRY WALLS, SIGNAGE AND
RELATED FACILITIES FOR THE TUSTIN RANCH GOLF COURSE
The Planning Commission of the City of Tustin does hereby resolve as
fol lows'
I. The Planning Commission finds and determines as follows:
A. A proper application for Design Review 88-53 was filed by the
Irvine Company requesting approval to construct a: 18,038 ·
square foot golf course clubhouse; a 32,830 square foot
maintenance facility {including two buildings totaling 8,940
square feet in area); a 1,130 foot long driving range; two 260
square foot on-course restrooms; a 252 space parking lot, entry
bridge, entry walls, signage and related facilities.
B. A public hearing was duly called, noticed and held for said
application on February 13, 1989.
C. Pursuant to Section 9272 of the Tustin Municipal Code, the
Commission finds that the location, size, architectural features
and general appearance of the proposed development will not
impair the orderly and harmonious development of the area, the
present or future development therein, or the occupancy as a
whole. In making such findings, the Commission has considered at
least the following items'
1. Height, bulk and area of buildings.
2. Setbacks and site planning.
3. Exterior materials and col ors.
4. Type and pitch of roofs.
5. Size and spacing of windows, doors and other openings.
6. Landscaping, parking area design and traffic circulation.
7. Location, height and standards of exterior illumination.

Location and appearance of equipment located outside of an
enclosed structure.
9. Location and method of refuse storage.
10. Physical relationship of proposed structures to existing
structures in the neighborhood.

existing structures and possible future structures in the
neighborhood and public thoroughfares.
12. Development Guidelines and criteria as adopted by the City
Council.
D.
Pursuant to the findings contained in Resolution No. 2562,
incorporated herein by reference, pertaining to the California
Environmental Quality Act, the project is exempt from further
environmental documentation.
II. The Planning Commission hereby conditionally approves Design Review
88-53, permitting the construction of: a 18,038 · square foot golf
course clubhouse; a 32,830 square foot maintenance facility {including
two buildings totaling 8,940 square feet in area), a 1,130 foot long
driving range, two - 260 square foot restrooms, 252 space parking lot,
entry bridge, entry walls, signage and related facilities for the
Tustin Ranch Golf Course, subject to the conditions contained in
Exhibit A, attached hereto and incorporated herein by reference.
PASSED AND ADOPTED by the Plan_nipg Commissio~ of the City of Tustin at a

CONDITIONS OF APPROVAL

GENERAL
(1) 1.1 The proposed project shall substantially conform with the submitted plans for
the project date stamped December 21, 1988 and subsequently approved revisions
on file with the Community Development Department, as herein modified, or as
modified by the Director of Community Development Department in accordance
wi th this Exhibit.
(1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be
complied with prior to the issuance of any building permits for the project,
subject to review and approval by the Community Development Department.
{1) 1.3 Design review approval shall become null and void unless building permits are
issued within eighteen (18} months of the date on this Exhibit.
{1) 1.4 Sales of alcoholic beverages shall be subject to the review and approval of a
Use Permit.
*** 1.5 Since improvements cross lot lines, lot lines shall either be modified, lots
shall be combined or a covenant agreement holding lots together in single
ownership shall be recorded.

2.1 At building plan check submittal:
A. Construction plans, structural calculations, and Title 24 energy
calculations. Requirements of the Uniform Building Codes, State Handicap
and Energy Requirements shall be complied with as approved by the
Building Official.
B. Preliminary technical detail and plans for all utility installations
including cable TV, telephone, gas, water and electricity. Additionally,
a note on plans shall be included stating that no field changes shall be
made without corrections submitted to and approved by the Building
Official.

C. Final grading and specifications (consistent with the site plan and
landscaping plans) and prepared by a registered civil engineer for
approval of the Community Development Department.
D. A precise soils engineering report provided by a soils engineer within
the previous twelve {12) months.

Information, plans and/or specifications to ensure satisfaction of all
Public Works Department requirements including but not limited to:
1) Sidewalk adjacent to roadways shall be a minimum of five {5) feet in
width.
2) The road width at Tustin Ranch Road shall be consistent with traffic
signal and Tustin Ranch Road plans and shall align with Fairgate
Drive. Show complete intersection on plans.
F.
Information to ensure compliance with all requirements of the Orange
County Fire Chi,Jr including required fireflow and installation, where
required, of fire hydrants subject to approval of the Fire Department,
City of Tustin Public Works Department and Irvine Ranch Water District
and compliance with all requirements pertaining to construction as
fol lows:
1) Prior to the issuance of any building permits, plans for a
commercial automatic fire extinguishing system shall be approved by
the Fire Chief. Such systems shall be operational prior to the
issuance of a certificate of use and occupancy.
2) Prior to the issuance of any building permits, construction details
for any controlled entry access shall be approved by the Fire
Chief. These details shall include width, clear height, and means
of emergency vehicle over-ride or appropriate type of lock {use of
Knox Boxes may be appropriate).
3) The golf cart storage area shall have mechanical ventilation to
remove hydrogen gas, this area is classified as an H-1 occupancy or
as otherwise permitted to be classified as determined by the
Building Official and Fire Department pursuant to the respective
building and fi re codes.
4) Underground fuel tanks shall require Health Care Agency and Fire
Department approval.
5} Entry and access roads shall meet Fire Department standards.
6) Locking devices for all gates shall mee: Fire Department
requirements.
7} Prior to issuance of any building permit, water improvement plans
shall be approved by the Fire Chief for fire protection and
financial security posted for the installation. The adequacy and
reliability of water system design, location of valves, and the
distri~,ution of fire hydrants will be evaluated in accordance with
Insurance Services Office suggested standards contained in the
"Grading Schedule for Municipal Fire Protection".
8} Fire Department access must be shown to within 150 feet of all
portions of all structures for the clubhouse and maintenance
buildings.
SITE AND BUILDING CONDITIONS
3.1 Modify building elevations and proposed exterior materials as follows:

A ·
Provide exact details and exterior door and window types and treatments
(i.e., framing color glass tint) for all buildings.
B.
The anodized window frames on the clubhouse shall have a baked enamel
paint finish in a shade of green or other color selected by the applicant
and approved by the Community Development Department.
C .
Utilize a hand troweled stucco finish or alternative stucco
application/texture as reviewed and approved by the Community Development
Department.
D. Reduce metal roof spire dimensions to 4 inches.

The conveyor for loading golf balls into the roof top storage area shall
be internalized or made removable so as not to be visible from outside
the building when not in use.
Revise the exterior stucco paint color from white to a darker off-white
hue or more muted tone subject to future approval of any proposed color
by the Planning Commission.

Revise the galvanized metal supports on the porte-cochere to either be
wood support elements or painted subject to approval of the Department of
Community Development.
H ·
Metal/steel trellis supports on the rear elevation shall be wood-clad
beams subject to the approval of the Department of Community Development
as to design.
I ·
Revise the curved wall at the courtyard to eliminate its stark appearance
by modifying the wall to incorporate 3, five foot wide by 3 foot high
window panels above the three doors located on the wall. Two additional
olive trees shall also be extended into the courtyard area for additional
relief.

Note on maintenance facility and restroom plans that all main colors,
textures and materials shall match the clubhouse.
K·
Orient all service doors away from areas of primary visibility. The
double gate entry to the clubhouse service entrance should be oriented
away from the parking lot on the east elevation; plans are inconsistent
about its location.

Note on plans that all metal roll-up and man doors shall be painted to
match buildings.

M. There shall be a slight design separation in scale and height between the
first porte-cochere column and the walled entrance to the golf bag
drop-off area at the front elevation of the building.
N. Provide elevations for all sides of maintenance buildings subject to
approval of the Department of Community Development.
O.
The golf cart bridge at the entrance to the golf course shall be designed
to reflect and be consistent with the design, materials and colors of the
clubhouse.
{1) 3.2 All exterior colors to be used shall be subject to review and approval of the
{4) Planning Commission. All exterior treatments must be coordinated with regard
to color, materials and detailing and notes on submitted construction plans
and elevations shall indicate all colors and materials to be used.
{1} 3.3 Note on final plans that a six foot high security fence shall be installed
around the site prior to building construction stages. Gated entrances shall
be permitted along the perimeter of the site for construction vehicles.
{1) 3.4 All mechanical and electrical fixtures and equipment shall be adequately and
{4) decoratively screened. The screen shall be landscaping treatment or
considered as an element of the overall design of the project and shall blend
with the architectural design of buildings as approved by the Community
Development Department. All telephone and electrical boxes shall be indicated
on the building plans and shall be completely screened. Electrical
transformers shall be located toward the interior of the project maintaining a
sufficient distance from frontage of the project.
{1) 3.5 Exterior elevations of the building{s) shall indicate any fixtu-es of
{4) equipment to be located on the roof of the building, equipment heights and
type of screening. All parapets shall be at least six inches above rooftop
equipment for purposes of screening unless otherwise approved by the Community
Development Department.
LANDSCAPING, GROUNDS AND HARDSCAPE ELEMENTS
{7) 4.1 Submit at plan check complete detailed landscaping and irrigation plans for
all landscaping areas proposed in conjunction with the project consistent with
adopted City of Tustin Landscaping and Irrigation Submittal Requirements.
Pro¥ide summary table applying indexing identification to plant materials in
thei;' actual location. The plan and table must list botantical and common
names, sizes, spacing, actual location and quantity of the plant materials
proposed. Show planting and berming details, soil preparation, staking, e~:.
The irrigation plan shall show location and control of backflow prevention
devices, pipe size, sprin,~ler type, spacing and coverage. Details for all
equipment must be provided. Show all property lines on the landscaping and

irrigation plan, public right-of-way areas, sidewalk widths, parkway areas,
and wall locations. The Department of Community Development may request minor
substitutions of plant materials or request additional sizing or quantity
materials during plan check. Note on landscaping plan that coverage of
landscaping irrigation materials is subject to field inspection at project
completion by the Department of Community Development.
(7) 4.2 The submitted landscaping plans at plan check must reflect the following
requirements:
A. A combination of planting materials must be used.
B. Provide one 15 gallon tree for each 5 parking spaces within an open
parking area.
C.
Shrubs shall be a minimum of 5 gallon size and shall be spaced a minimum
of 8 feet on center when intended as screen planning.
D. Ground cover shall be planted between 8 to 12 inches on center.
E. When I gallon plant sizes are used the spacing may vary according to
materials used.
Fo
Up along fences and/or walls and equipment areas, provide landscaping
screening with shrubs and/or vines and trees as appropriate and
consistent with applicant's recommended landscaping/hardscape concept for
the project.
O.
All plant materials shall be installed in a healthy vigorous condition
typical to the species and landscaping must be maintained in a neat and
healthy condition, this will include but not be limited to triming,
mowing, weeding, removal of litter, fertilizing, regular watering, or
replacement of diseased or dead plants.
H. Earth mounding is essential and must be provided to applicable heights
whenever it is possible in conjunction with the submitted landscaping
plan. Earth mounding should be particularly provided along perimeter of
parking lot and to a degree in parking lot landscape islands where
possible.
I. Landscaping other than just turf shall be installed around the on-course
restrooms proposed on the golf course.

K.
Landscape adjacent to the right-of-way shall be coordinated with parkway
landscaping.
4.3 Pedestrian walkways should be separated from traffic areas where possible to
provide a sep6rate circulation system. When necessary and practical, the
separation should include landscapi~g and other barriers.
4.4 The use of decorative paving techniques at the entry to the project such as
stamped and colored concrete is encouraged. Decorative paving shall also be
used to reinforce pedestrian circulation through the parking lot.
4.5 Provide details, colors, and materials for all exterior walkways, stairs and
walls. Design interior walkways to create a reinforced pedestrian corridor
with accessory landscaping treatment.
4.6 The project sign program shall be revised as follows:
A. A maximum of one free standing 32 square foot monument sign shall be
permitted at the project entry pursuant to Section 9394 {a) of the Tustin
City Code.
B .
Incorporate treatment on the entry sign to make it compatible with the
clubhouse.
C. Sandblasted wood directional signs shall be stained to match wood
elements of clubhouse, or other alternative color or texture consistent
with the main building treatment, recommended by the applicant, subject
to approval of the Community Development Department.
D. Provide a plan showing the location of all directional signs.
The sign program shall include project identification, addressing and
directional signs to direct autos to proper access, parking and loading.
Lights to be installed on buildings shall be of a decorative design. Lights
shall be designed to reduce glare and negative impacts on adjoining
properties. The location and types of exterior mounted building lighting
shall be subject to the approval of the Department of Community Development.
