RESOLUTION NO. 2548
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN RECOMMENDING TO THE TUSTIN CITY COUNCIL
APPROVAL OF TENTATIVE PARCEL MAP NO. 88-350.
The Planning Commission of the City of Tustin does hereby resolve as
follows-
I. The Planning Commission finds and determines as follows'
A. That Tentative Parcel Map No. 88-350 has been submitted by
California Civil, Inc.
B. That a Public Hearing was duly noticed and held on January 9,
1989.

That the proposed subdivision is in conformance with the Tustin
Area General Plan and the California Subdivision Map Act.
D. That the site is physically suitable for the type of development
proposed.
Ee
That the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife in their
habitat.
F. That the design of the subdivision and the type of improvements
proposed will not conflict wi th easements acquired by the
Laurelwood Homeowner's Association for access through or use of
the property within the proposed subdivision.
Ge
That the design of the subdivision and the types of improvements
proposed are not likely to cause serious public health
problems.
This project is Categorically Exempt (Class 15, Minor Land
Divisions) from the California Environmental Quality Act.
II.
The Planning Commission hereby recommends to the City Council that it
approve Tentative Parcel Map No. 88-350 with conditions as specified
in Exhibits A and B attached hereto.
PASSES AND ADOPTED at a regular meeting of the Tustin Planning Commission,
held on the 9th day of January, 1989.

TENTATIVE PARCEL MAP 88-350

CONDITIONS OF APPROVAL
PUBLIC/PRIVATE INFRASll~UCTURE IMPROVEMENTS
) 1.1 Prior to recordation of final map, the Subdivider shall prepare plans for and
.) construct or post security guaranteeing construction of all public and/or
private, infrastructure improvements within the boundary of said tract map in
conformance with applicable City standards, including but not limited to the
following:
A. Curb and gutter/cross gutters
B. Driveway paving
C. Parking lot lighting
D. Lot monumentati on
E. Fi re hydrants
(1) 1.2 Preparation of plans for and construction of:
A. A water system must be to the standards of the Irvine Ranch Water
District. In~rovement plans shall also be reviewed and approved by the
Orange County Fire Department for fire protection purposes. The adequacy
and reliability of water system design and the distribution of fire
hydrants will be evaluated. The water distribution system and
appurtenances shall also conform to the applicable laws and adopted
regulations enforced by the Orange County Heal th Department. Any
required reclaimed water systems shall be to the standards as required by
the Irvine Ranch Water District.
---,'* 1.3 Proposed private driveway shall be constructed in accordance wi th City
requirements in terms of type and quality of materials used.

'** 1.4 The driveway shall be posted and red curbed for "No Parking" except for
parking authorized in identified parking stalls.
1} 1.5 Private driveways, storm drain, and water improvement plans shall comply with
the "City of Tustin" Minimum Design Standards for on-site Private Street and
Storm Drain Improvements.
CONSTRUCTION ACTIVITIES ADJACENT TO PUBLIC RIGHT-OF-WAY
1) 2.1 Any damage done to existing street improvements and utilities shall be
repaired before acceptance of the parcel and improvements.
1) 2.2 Prior to any work in the public right-of-way, an Excavation Permit must be
obtained and applicable fees paid from the Public Works Department.
2.3 Prior to any work on adjacent properties and rights-of-way, proof of
permission to work in said areas shall be provided prior to issuance of any
permi ts.
GRADING/GENERAL

1) 3.1 Prior to issuance of grading permits:

A. Preparation and submittal of a grading plan subject to approval of the
Department of Community Development delineating the following
information:
1. Methods of drainage in accordance wi th all applicable City
standards.
2. Prior to paving, soil compaction reports shall be prepared per City
Grading and Paving Standards.
3. All recommendations submitted by soils engineer and specifically
approved by them {compaction reports).
4. The Department will inspect the site for accuracy of elevations,
slope gradients, etc. and may require certification of any grading
related matter.

Preparation of a sedimentation and erosion control plan for all
construction work related to the subject Parcel including a method of
control to prevent dust and windblown earth problems.

Submittal of a construction traffic routing plan to be reviewed and
approved by the Director of Public Works.
E. Written approval shall be obtained from adjacent property owners for
rights-of-entry for construction activity across lot lines.
(1) 3.2 All earthwork shall be performed in accordance with the City of Tustin
(2) 14unicipal Codes and grading requirements.
NOISE
(1) 4.1 All construction operations including engine warm up shall be subject to the
{6) provisions of the City of Tustin Noise Ordinance and shall take place only
during the hours of 7:00 a.m. until 6:00 p.m., Monday through Friday unless
the Building Official determines that said activity will be in substantial
conformance wi th the Noise Ordinance and the public heal th and safety will not
be impaired subject to application being made at the time the permit for the
work is awarded or during progress of the work.
FEES
(1) 5.1 Prior to recordation of any final parcel map, Subdivider shall pay plan check
{2) and inspection fees for all infrastructure improvements.
1) 5.2 Prior to issuance of any permits, payment shall be made of all required fees
6) including:

B. All applicable building plan check and permit fees to the Community
Development Department.

GENERAL
11) 6.1 Within 24 months from tentative parcel map approval, the Subdivider shall file
with appropriate agencies, a final parcel map prepared in accordance with
subdivision requirements of the Tustin Municipal Code, the State Subdivision
Map Act, and applicable conditions contained herein unless an extension is
granted pursuant to Section 9361d(2) of the Tustin Municipal Code.
(1) 6.2 Prior to final parcel map approval:
A. Subdivider shall submit a current {i.e., within 12 months) title report.

Subdivider shall submit a duplicate mylar of the Final Map, or 8 1/2 inch
by 11 inch transparency of each map sheet prior to final parcel map
approval and "as built" grading, landscape and improvement plans prior to
certificate of acceptance.
(1) 6.3 Subdivider shall conform to all applicable requirements of the State
(6) Subdivision Map Act and the City's Subdivision Ordinance.
*** 6.4 Prior to approval of the Final Parcel Map, the Laurelwood Homeowner's
Association {HOA) shall submit a draft agreement for review and approval by
the Community Dvelopment Department, to hold Parcel i and Lot A of Tract 8029
as one property. Upon acceptance by the Community Development Department,
this agreement shall be recorded concurrently with the recordation of the
Final Parcel Map, the Irvine Company conveyance recordation of Parcel i to the
HOA and to the HOA Grant Deed (for the dedication of the existing RV parking
lot).

DESIGN REVIEW
CONDITIONS OF APPROVAL
GENERAL
- (1) 1.1 The proposed project shall substantially conform with the submitted plans for
the project, date stamped received December 16, 1988, on file with the
Community Development Department, as herein modified, or as modified by the
Director of Community Development Department in accordance with this Exhibit.
(1) 1.2 Unless otherwise specified, the conditions contained in this Exhibit shall be
complied with prior to the approval of the Final Parcel Map or the issuance of
any permits for the project, whichever comes first, subject to review and
approval by the Community Development Department.
{1) 1.3 Design Review approval shall become null and void unless building permits are
issued within 18 months of the date of this Resolution exhibit.
{3) 1.4 Prior to issuance of any permits, the applicant shall submit a design Review
Application Fee.

2.1 At plan check submittal:

A. Provide preliminary technical detail and plans for all utility
installations including water and electricity. Additionally, a note on
plans shall be included stating that no field changes shall be made
without corrections submitted to and approved by the Building Official.

by a registered civil engineer for approval of the Community Development
Department.

C. A precise soils engineering report provided by a soils engineer within
the previous twelve (12) months.

1) D.
Information, plans and/or specifications to ensure satisfaction of all
Public Works Department requirements including but not limited to:
1)
A grading plan shall be prepared on the O.C. Surveyor's Bench Mark
Datum.
1) E.
Information to ensure compliance with all requirements of the Orange
County Fire Chief including required fireflow and installation of fire
hydrants subject to approval of the Fire Department, City of Tustin
Public Works Department and Irvine Ranch Water District and compliance
with all requirements pertaining to construction as follows:
1)
Prior to the recordation of a final parcel map, water improvement
plans shall be approved by the Fire Chief for fire protection and
financial security posted for the installation. The adequacy and
reliability of water system design, location of values, and the
distribution of fire hydrants will be evaluated in accordance with
Insurance Services Office suggested standards contained in the
"Grading Schedule for Municipal Fire Protection".
2)
Evidence that a water supply for fire protection is available shall
be submitted to and approved by the Fire Chief. Fire hydrants shall
be in place and operational to meet required fire flow.
3)
Construction details for any control led entry access shall be
approved by the Fire Chief. These details shall include width,
clear height, and means of emergency vehicle over-ride.
4)
A turnaround shall be provided at the northwesterly corner of the
parcel as shown on the Tentative Parcel Map, date stamped December
16, 1988.
5) Walls shall be provided around the parcel to restrict radiant heat.
6) A fire hydrant shall be installed near the northly end of the
parcel.
SITE CONDITIONS
1) 3.1 All mechanical and electrical fixtures and equipment shall be properly
permitted and adequately and decoratively screened from view from outside the
3) parcel. The screen shall be considered as an element of the overall design of
the project and shall blend with the architectural design of Laurelwood
buildings. All electrical boxes shall be indicated on the plans and shall be
completely screened from view from outside the parcel.

(1) 3.2 Submit detail for all on-site subdivision walls to be constructed by
{2) developer. Show type of wall cap and type of color, exterior materials on
{3) subdivision walls which should be consistent with wall concepts approved for
Tract 8029 and decorative treatment of all exposed walls. Provide wall/fence
legend on site plan. Staff recommends, and would support an application for a
Use Permit, pursuant to Section 9271{i) of the Tustin City Code, to construct
an eight {8) foot block wall (to match existing buildings/walls in Laurelwood)
for screening and security purposes along the property lines of Parcel 1.
{1) 3.3 Indicate lighting scheme for project, note locations of all exterior lights
and types of fixtures, lights to be installed on building shall be a
decorative design. No lights shall be permitted which may create any glare or
have a negative impact on adjoining properties. The location and types of
lighting shall be subject to the approval of the Director of Community
Deve 1 opine n t.
{5} 3.4 Final striping of parking stalls shall be approved by an authorized
representative of the Board of Directors of the Laurelwood Homeowner's
Association.
