LEGACY
SUMMARY
The City Council's confirmation is requested of the three development entities
determined most qualified by the City selected Expert Panel for Tustin Legacy
Disposition Package 1 B, an approximate 52 acre for -sale residential development site.
RECOMMENDATION
It is recommended that the City Council confirm the top three most qualified
development entities for Tustin Legacy Disposition Package 1 B, identified herein as
recommended by the Expert Panel for this Disposition Package, and authorize staff to
move forward with Step 2, including the solicitation of specific proposals from each
development entity.
FISCAL IMPACT
The Tustin Legacy Disposition Strategy identified the preliminary projected expenditures
likely to be expected related to implementation activities associated with the Disposition
Strategy. Agency staff time and consultant support have been involved in setting up
and supporting Step 1 of the Tustin Legacy developer screening process for Disposition
Package 1B. In addition, the City Council previously authorized honorariums to those
serving on the Expert Panels, which were budgeted and included in the Redevelopment
Agency's Fiscal Year 2011-2012 budget and which have been identified in the Agency's
Enforceable Obligations Payment Schedule.
BACKGROUND
The Tustin City Council on April 25, 2011, adopted a revised Tustin Legacy Disposition
Strategy. On July 19, 2011, the Council confirmed an Expert Panel process for the Step
1 developer screening process for Early Opportunity Disposition Packages at Tustin

Legacy based on product type, including the numerical scoring and qualifying criteria to
be used in interviewing each development entity by each Expert Panel. A copy of the
criteria used in the developer interviews is attached (Attachment 1).
As the Council will recall, the developer selection process is a two-step process for each
Disposition Package. The first step involves a personal interview over sighted by a
panel of City selected experts who screen and recommend to the City Council a
proposed list of the three firms that they believe are most qualified to proceed with a
particular Disposition Package within the Tustin Legacy project. Based on concurrence
by the City Council of the short listed top three firms, the three most qualified firms for
each individual Disposition Package, or parcel solicitation, will submit a more detailed
proposal and pro forma/business offer to the City in response to specific terms and
conditions identified by the City. After the Step 2 submittals, a technical evaluation team
of City and Agency staff and outside consultants with specific expertise in areas of
development and financing, etc., will review the proposals and provide a
recommendation to the City Council of the preferred developer, including a ranking of
each of the firms based on their responses. Based on these recommendations, the City
Council will then be asked to select the developer for each Disposition Package and
instruct staff to prepare any subsequent Development Agreement and sale documents
for City Council approval.
Staff recently issued a developer solicitation for an approximate 52 acre for -sale
residential development site (Disposition Package 1 B) as shown on Attachment 1.
The approximate 52 acre site has approximately 35 net developable acres for
residential product (139 units at low density of 1-7 dwelling units per acre and 108 units
at medium density of 8-15 dwelling units per acre) and approximately 9 additional acres
required to accommodate local infrastructure (roads and access) and approximately 8
acres for park, open space and landscaped lots identified in the Master Plan.
Based on responses to the questionnaires sent out to each firm, 12 development
entities qualified to be interviewed for Disposition Package 1 B. The Expert Panel for the
site met on September 20th and 21 st and interviewed each development entity.
The three development entities recommended for Disposition Package 1B as the most
qualified to move to Step 2 in the City's developer selection process are noted below as
well as the ranking of other entities (specific scores are included in Attachment 2).

this report.

Scott Stowell, President Standard Pacific Corp.
For over two decades, Scott Stowell has contributed. to the achievements that
distinguish Standard Pacific Homes n Southern California. Upon joining the
Company in 1986, Stowell began as Project Manager in the Orange County Division
and, in 1993, became Vice President of Project Development. In April 1996, he
was promoted to President of the Orange County Division, overseeing one of the
Company's defining divisions in which the array of product grew significantly during
Stowell'e tenure. In September 2002, as burgeoning new markets became
increasingly prominent, Stowell was named President ofthe Southern Califomla
Region. In this capacity, he oversaw the homebuilding operations within the
Orange County, Inland Empire, San Diego, Los Angeles, Ventura, Bakersfield and
Central Valley divisions. In May 2007, Stowell was named Chief Operating Officer
of Standard Pacific Corp. In March 2011, Stowell was named President of Standard
Pacific Corp
Stowell's distinguished academic career includes graduating Magna Cum Laude
from Brigham Young University with a degree in Organizational Communications.
He obtained his Master of Business Adminishation degree from the University of
California at Irvine.
HE is actively involved in the Building Industry Association and has served on the
Executive Committee and the Board of Directors. Stowell'scommitment tocommunity
service includes serving on the Advisory Boards of the Orange County Management
Association and Pretend City, Orange County's emerging Children's Museum.
Ted McKibbin, President
Southern California Coastal Division
Ted's experience spans a breadth of residential development and management.
He has a strong background in entitlement and land planning and has gained
in-depth knowledge of urban development through his tole as Vice President
of Urban Development while at Brookfield Hames Southland. In addition,
Ted has extensive experience in developing market -rate residential
neighborhoods, and was directly responsible for building, marketing and
managing a multi million portfolio of homes and lots acquired in 1999
from Catellus Residential Group.
Prior to joining Standard Pacific in 2002, Ted was Vice President of Urban
Development and University Housing at Brookfield Homes. From 1994 to
1996 Ted was Director of Land Development for Del Webb Coventry Homes,
where no managed all entitlements as welLas supervising development
management and lotyrifrastructure development far all of the company's
projects in the Southern California and Las Vegas Home Building divisions.
From 1986 to 1994, Ted was director of planning and entitlements for RBF
Consulting, a leading Engineering firm that provides civil engineering, land
planning, geographic information systems ISIS), construction management,
and urban design services to the real estate industry.
Ted graduated from the University of Southern California in 1986 with a

Gary Jones, Vice President Land Acquisition
Southern California Coastal Division
Gary is a seventeen-year veteran of the home building business. During
that time, he has purchased over one billion dollars worth of real estate and
ever 7,DDO lots.
Gary joined Standard Pacific in 1999 and is responsible for land acquistion
for the Southern California Coastal Division. During his tenure there has been
responsible for purchasing a broad range of product types including entry level
attached, high density urban infill, age qualified, live work, move up and luxury
housing choices. Gary was also a key individual involved in the masterplanned
community Talega, where he worked on the company's business planning efforts
as well as: Standard Pacific's purchase of the Catellus Residential Group's
membership interests in 2003 and the purchase of Starwood Capital's
membership interests in 2009.
Prior to becoming Vice President at Standard Pacific it 1999, Gary
worked for KB Home in San Diego starting in 1994. Gary acquired
land to Sen Diego and South Riverside County and his efforts resulted
in doubling the size of the division's deliveries over athree year period
from 1997to 1999.
From 1991 to 1993, Garyworked at Knight Frank Rutley, a leading commercial real
estate brokerage, advisory and investment firm in its Landon, England ano
Los Angeles, Ca. offices as a market analyst
Gary graduated from Miami University in Oxford, Ohio with a Bachelor of Arts
in Economics and holds a Masters Degree in Business from the
UCLA Anderson School of Management.
Michael Battaglia, Vice President Project Development
Southern California Coastal Division
Michael is a fourth generation home builder. Beginning in 1985, Michael worked
in the building industry, first as a framer, and eventually in management with his
father's in -fill development company in the San Gabriel Valley.
Michael joined Standard Pacific. in June 1998, as a Project Manager In 2000 he
was promoted to Director of Forward Planning, and in 2003, he became
Vice President Project Develapmentwhem his responsibilities include land acquisition
due diligence, land entitlements and project management. Since Michael
joined Standard Pacific in 1998, he has been responsible for the entitlement of
over 1,100 homes.
He was the President of the Las Angeles County East Chapter of the Building
Industry Association (BIA) in 2006 and sat on the Political Action Committee and
the Governmental Affairs Committee of tie BIA of Southern California. Michael
also serves an the advisory committee to the University of California Irvine's Light
Construction and Development Management Program and the Institute for Residanial
Marketing Program. Michael was also honored with fire Distinguished Citizen Award
from the San Gabriel Valley Coi, Boy Scouts of America in June 2033 and
Volunteer of the Year for the Les Angeles County East Chapter of the BIA in December
of 2003. Michael is a Licensed Real Estate Broker and General Contractor in the
state of California
From 1992 to 1998 Michael worked for Baum Construction in Sierra Madre,
Alexander/Catania Development in Azusa and Comstock Homes in Manhattan Beach.
Michael graduated from Cal Poly Pomona with a Bachelor of Science Degree in
Finance, Beal Estate and Law with a concentration in Real Estate. Brokerage
and Development.

Built between 1999 and 2003, with 2800 residential units among fourteen neighborhood offerings, Northpark was designed to blend in with the
area's natural features. Historic, 55 -year old eucalyptus windrows line the main arterial parkways, Irvine and Bryan avenues, while Hicks Canyon
Wash influenced the locations of parks. Each cul-de-sac is linked via a pathway to adjacent streets and neighborhood parks, encouraging more
community interaction and pedestrian traffic. These streets and neighborhood parks are connected to a large community park at Northpark's
center. School boundaries for Northpark meant that all students were assigned to the Tustin Unified School District. Northpark was the first
Irvine master plan that was scheduled to open with all five parks fully complete in conjunction with the grand opening of seven model complexes.
There were three major entrances with associated landscape, hardscape and monumentation, twelve neighborhood parks and one central
community center. The master plan opened on schedule, came in under budget and exceeded revenue projections.
