RESOLUTION NO. 2487
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING USE PERMIT 88-9 TO ALLOW
THE INSTALLATION OF A HOME FINDING CENTER AT THE
SOUTHWEST CORNER OF IRVINE BOULEVARD AND JAMBOREE ROAD,
NEIGHBORHOOD COMMERCIAL AREA
The Planning Commission of the City of Tustin, California does hereby
resolve as follows'
I. The Planning Commission finds and determines that'

That a proper application (Use Permit 88-9) has been filed on
behalf of the Irvine Company to allow the installation of a Home
Finding Center at the southwest corner of Irvine Boulevard and
Jamboree Road.
B. That a public hearing was duly called, noticed and held on said
application.
C. A Negative Declaration has been prepared and is hereby certified
for the project according to the California Environmental Quality
Act.
D. That establishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be
detrimental to the health, safety, morals, comfort, or general
welfare of the persons residing or working in the neighborhood of
such proposed use, evidenced by the following findings:

The East Tustin Specific Plan - Neighborhood Commercial (NC)
category allows for business services and office facilities
for the convenience of residents of the immediate area,
provided such uses are compatible with adjoining residential
development. The proposed Home Finding Center with
conditions will be compatible with adjoining development,
and will be of a temporary nature.
The Conditional Use Permit provides the ability to mitigate
any potential impacts of the proposed project through
i mposi ti on of appropri ate condi ti OhS.
II. The Planning Commission hereby approves Conditional Use Permit No.
88-9 subject to the following conditions'
A. The proposed project shall subsequently comply with submitted
plans for the project, date stamped April 4, 1988 and on file
with the Community Development Department, as herein modified or
as modified by the Director of Community Development in
accordance wi th these conditions.

Unless otherwise specified, conditions contained in this
resolution shall be complied with prior to issuance of a
building permits for the project, subject to review and approval
by the Orange County Fi re Department and the Community
Development Department.
Ce
Final landscaping plans for the perimeter of Lot 13 adjacent to
Jamboree Road and Irvine Boulevard shall be subject to approval
of the Community Development Director.

Applicant shall comply wi th all requirements of the Orange
County Fire Marshal.
E. Provide the name of shrubs proposed to be planted along the rear
elevation.

Provide lighting plan for parking lot areas to meet City
Security Ordinance.
G. Applicant shall satisfy all Public Works Department requirements
during plan check including'
1. A separate street improvement plan will need to be prepared
showing all proposed construction within the public
ri ght-of-way.
2. All changes in existing curbs, gutters, sidewalks and other
public improvements are applicant's responsibility.
3. Any damage to existing street improvements shall be repaired
prior to issuance of a Certificate of Occupancy.
4. Prior to any work in the public right-of-way an excavation
permit must be obtained.
H. Submit final grading and specifications consistent with the site
plan and landscaping plans prepared by a registered civil
engineer for approval of the Community Development Department.
I. The issue of drainage from the north side of Irvine Boulevard
shall be addressed on grading/erosion control plans for the
project.
J. The building shall comply with the Uniform Building Code, City
Ordinances, State Energy Conservati on and Handi capped
Regulations, Title 24.

K. At building plan check submit technical plans for all utility
instal 1 ati on.
L. Submit structural calculations and soils report signed by
respective structural/civil engineer.
M. Provide for building address numbering consistent with the
City's Security Code.
N. Payment shall be made of all required fees including:
1. Major thoroughfare and bridge fees to Tustin Public Works
Department;
2. Sanitary Sewer connection fees to Orange County Sanitation
District;
3. Grading plan check and permit fees to the Community
Development Department;
4. All applicable building plan check and permit fees to the
Community Development Department;
5. New Development Fees to the Community Development
Department;
6. Irvine Boulevard widening, Civic Center and Fire Station
fees to the Community Development Department;
7. School facility fee to the Tustin Unified School District.
O. This Use Permit shall become null and void five years from the
date of approval of this resolution unless an extension request
is approved by the Planning Commission.

Upon termination of the Use Permit per Condition No. M or at the
request of the applicant, the site shall be returned to it's
original undeveloped condition with underground failities
excavated and removed from site.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin at a
regular meeting held on the 11th day of April, 1988.
