STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE RAWLINGS RESERVOIR REPLACEMENT -PHASE II CONSTRUCTION PROJECT CIP 60136 SUMMARY The plans and specifications for the Rawlings Reservoir Replacement -Phase II Construction Project CIP No. 60136 are being finalized and the project will be ready to bid, upon receiving County of Orange -Temporary Grading Permit. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 11-74 approving the plans and specifications for the Rawlings Reservoir Replacement -Phase II Construction Project CIP No. 60136 and authorize the City Clerk to advertise to receive bids, subject to the approval by the City Engineer. FISCAL IMPACT Funds have been budgeted and appropriated in this Fiscal Year 2011-2012 Capital Improvement Program for this project, CIP No. 60136. The project is funded by the 2011 Water Revenue Bonds and the Engineer's estimate for this phase is $12,000,000. DISCUSSION AND BACKGROUND In 1996, an engineering study identified several structural deficiencies in the existing 3.82 million gallon (MG} Rawlings Reservoir. The reservoir was taken out of service in November 2004. The Rawlings Reservoir Replacement project consists of demolishing the existing reservoir and replacing it with two (2) circular pre-stressed concrete reservoirs of 3.0 MG each. The Phase I - Demolition Project has been completed with the exception of maintenance of on-site water quality related devices which is an ongoing task until the start of the Phase II project. The proposed Phase II project includes construction of two 3.0 MG pre-stressed concrete tanks, earthwork, grading, off-site drain pipe along Foothill Blvd., yard piping, electrical, instrumentation, landscaping and irrigation improvements. The Notice of Determination was filed on April 18, 2006 and was recorded with the County Clerk of the County of Orange on April 18, 2006. An Addendum to the final Mitigated Negative Declaration was approved by the City Council on April 19, 2011 to include the grading work on the adjoining property owned by Oakhurst International via Resolution No. 11-31. Resolution No, 11-74 2. location Map S:1City Council Items12011 Council ItemsWpproval of P&S Rawlings Reservoir -Phase II Construction (CIP 60136).docx Attachment 1 RESOLUTION NO. 11-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE RAWLINGS RESERVOIR REPLACEMENT -PHASE II CONSTRUCTION PROJECT CIP NO. 60136, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Rawlings Reservoir Replacement -Phase II Construction Project CIP No. 60136; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on April 17, 2006, the Tustin City Council adopted Resolution No.06- 49 which approved the Final Mitigated Negative Declaration for the Rawlings Reservoir Replacement Project (CIP 60136) pursuant to the California Environmental Quality Act; and WHEREAS, on April 18, 2006, pursuant to Public Resources Code Section 21000, et seq., CEQA, the City filed a Notice of Determination under CEQA with the County Clerk of the County of Orange, California; and WHEREAS, on April 19, 2011, the Tustin City Council adopted Resolution No.11- 31 which approved the Addendum to the Final Mitigated Negative Declaration for the Rawlings Reservoir Replacement Project (CIP 60136) pursuant to the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Rawlings Reservoir Replacement -Phase I I Construction Project CIP No. 60136 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to adverl:ise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 1St day of November 2011.
