HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CATCH BASIN INSERT PROJECT, FY 2002/03 (PROJECT NO. 402-6222) SUMMARY Under the provisions of the Regional Water Quality Control Board Santa Ana Region National Pollutant Discharge Elimination System (NPDES) Permit, the City is required to demonstrate progress in the removal of debris and other pollutants prior to entering the storm drain system. The Catch Basin Insert Project will help the City comply with this aspect of the NPDES Permit. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 02-66, approving the plans and specifications for the Catch Basin Insert Project, FY 2002~03 (402-6222), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2002~03 Engineering Division Operating Budget (402-6222) provides for the funding of activities required to comply with the Regional Water Quality Control Board Santa Ana Region NPDES permit. The engineer's estimate for the Catch Basin Insert Project is $140,000. Matching grant funds from the County of Orange Urban Runoff Grant Program will supplement the City's share of costs by approximately $70,000. The Engineering Division Operating Budget includes sufficient funding to cover the costs associated with implementation of the Catch Basin Insert Project. BACKGROUND The City currently owns and maintains nearly 700 catch basins, which serve as inlets into the storm drain system. The implementation of structural best management practices (BMPs) to mitigate urban water runoff pollution is a means to comply with the new requirements of the Santa Ana Region NPDES Permit. The City initially received matching funds from the County's Urban Runoff Grant Program during Fiscal Year 2001/02 for installation of 103 catch basin inserts. Subsequently, the County granted the City additional matching funds of approximately $41,000 for a project of similar scope. The addition of these funds has enabled the City to expand the scope of work to include the installation of an additional 40 catch basin inserts. The County has agreed to allow the City to consolidate these grant funds into a single project and provide for a total of 143 catch basin insert installations. The inserts will be cleaned regularly as a routine maintenance activity. The City's Field Services Division staff will assist in monitoring their performance. Approval of Plans and Specifications and Authorization to Advertise for Bids for the Catch Basin Insert Project (Project No. 402-6222) July 15, 2002 A program will be developed and implemented to categorize the trapped waste in order to determine the effectiveness of the filters. The information obtained from these analyses will be a beneficial tool that can be used to identify sources of pollutants.
