RESOLUTION NO. 2339
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 86-6
TO AUTHORIZE THE DEVELOPMENT OF A 356 UNIT APARTMENT
PROJECT EASTERLY OF EL CAMINO REAL, NORTHERLY OF THE
SANTA ANA FREEWAY, WESTERLY OF JAMBOREE ROAD
The Planning Commission of the City of Tusttn does hereby resolve as
follows:
I. The Planning Commission finds and determines as follows:
A. That a proper application has been filed on behalf of Irvine
Pacific requesting authorization to develop a 356 unit apartment
project easterly of E1 Camtno Real, northerly of the Santa Aha
Freeway, westerly of Jamboree Road.
B. That an Environmental Impact Report was previously certified for
this project area (EIR 84-3).
C. That establishment, maintenance, and operation of the use
applied for will not, under the circumstances of this case, be
detrimental to the health, safety, morals, comfort, or general
welfare of the persons residing or working in the neighborhood
of such proposed use, evidenced by the following findings:
1. That the project is in conformance with the Planned
Community District Regulations for the East Tustin Phase I
Residential Area 3 (Ordinance No. 938)I.
2. That the project is in conformance with the Tustin Area
General Plan.

Proposed development shall be in accordance with the developmemt
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal and street improvement
requirements as administered by the City Engineer.
E. Final development plans shall require the review and approval of
the Community Development Department.
II. The Planning Commission hereby appproves Design Review 86-6 subject
to the conditions in Exhibit "A" attached hereto and made a part of
this resolution.

For Design Review 86-6
·
Water improvement plans shall be approved by the Fire Chief for fire
protection· The adequacy and reliability of the water system design,
location of valves and the distribution of fire hydrants shall be in
accordance with Insurance Servtce office suggested standards·

Prtor to tssuance of building permits for combustible construction,
evidence that a water supply and hydrants are available shall be
submitted and approved by the Fire Chief·
·
Fire apparatus emergency access lane shall meet the approval of the
Fire Chief.
·
All applicable conditions of approval outlined in Resolution No.
85-68 which approved Tentative Tract No. 12345 shall apply to this
development.
·
Preparation and submittal of a final grading plan delineating the
following information'
a. Final street elevations at key locations·
b. Final pad/finish' floor elevations and key elevations for all
site grading. All final pad elevations to be minimum of 1.0
feet above the base elevation as defined by FEMA.
·
All construction within public right-of-way must be shown on a
separate 24" X 36" plan with all construction referenced to the
appliable City/County/IRWD standard drawing numbers. Improvements to
be shown will include but not be limited to the following'
a. Curb and gutter
b. Sidewalk
c. Utility connection (gas, electric, telephone, CAVT)
d. Storm drain connections
e. Domestic water services
f. Sanitary sewer s'ervices
g. Dri ye aprons

Private roads shall be designed by a registered Civil or Soils
Engineer and shall be designed to a 20 year design life.

Minor deviations from the approved plant palette, sizes, and/or
precise locations of plant materials may be approved by the Director
of Community Development.
A Master Sign Plan shall be submitted for review and approval.
Until a final disposition is determined, Lot 6 of Tract 127sg shall
be hydroseeded and maintained as turf.
Final elevations and materials shall require the review and approval
of the Community Development Department.
