A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TUSTIN APPROVING THE MASTER
LANDSCAPE CONCEPT PLAN FOR EAST TUSTIN
PHASE I RESIDENTIAL
The Planning Commission of the City of Tustin finds and determines as
follows'
I. The Planning Commission finds and determines as follows'
A. That in accordance with adopted Planned Community Regulations
governing development in the area commonly known as East Tustin
Phase I Residential a master landscape and perimeter wall plan
has been prepared and submitted for Commission review.
B. That by utilizing a variety of compatible plant materials and
various sizes of trees, and by incorporating a cohesive
integrated plan oriented towards the proposed park site, the
intent of the Planned Community Regulations calling for a theme
landscape plan has been met.
C. That Environmental Impact Report 84-3 was prepared and certified
for development within the project area.
II.
The Planning Commission hereby approves the Master Landscape Plan for
East Tustin Phase I Residential subject to the following conditions-

That all trees, shrubs and ground cover specifically called out
on plans reviewed by the Planning Commission shall be planted in
accordance with those plans. Precise location of plant material
and alignment of sidewalk elements shall be approved by the
Director of Community Development.
B ·
In all locations calling for Eucalyptus Camaldulensis, said
trees shall be planted in the following proportions-
1. 404 must be a minimum of fifteen (15) gallon size.
2. 60~ may be a minimum of five (5) gallon size.

In all locations calling for Eucalyptus Maculata, said trees
shall be planted in the following proportions'
1. 40~ must be a minimum of fifteen (15) gallon size.
2. 604 may be a minimum of five (5) gallon size.

D. Quantities of trees to be planted in various locations shall be
as follows:
1. Corner of Bryan at Browning - mtnlmum of four (4) fteld
grown 0lea Europaea trees.
.
Corner of Bryan at Tustin Ranch Road - minimum of four (4)
grown Olea Europaea trees.
3. Each corner of Bryan at "B" Street - minimum of six (6) 48
inch box type Cupaniopsis Anacardtoides.

Except in areas indicated in Section II.' 6 of this
Resolution, where Eucalyptus Camaldulensts are used, said
trees shall be planted at a ratio of one tree for every 40
linear feet of landscape area.

Except in areas indicated in Section II. 7 of this
Resolution, where Eucalyptus Maculata are used, said trees
shall be planted at a ratio of one tree for every 100
linear feet of landscape area.
6. For the landscape area bounding the southerly portion of
the project area and roughly paralleling the Santa Aha
Freeway, Eucalyptus Camaldulensis. shall be planted at a
ratio of one tree for every 20 linear feet. This ratio
will also be used in the area along the n'ortherly side of
E1 Camtno Real between Tusttn Ranch Road and the park site.
7. For the landscape area along Browning Avenue between E1
Camtno Real and San Juan, to the east of the required
drainage swale, Eucalyptus Maculata shall be planted at a
ratio of one tree for every 50 linear feet of landscape
area. This ratio will also be used in the area along the
northerly side of E1 Camlno Real between Tustin Ranch Road
and the park site.

The corners of E1 Camino Real at Tustin Ranch Road shall be
planted with a minimum of six (6) 48 inch box Cupaniopsts
Anacardtoides trees.

Within the drainage swale area along Browning Avenue,
24-inch Plnus Canariensis trees at a ratio of one tree for
every 75 linear feet must be provided west of the swale.
Further, the same size tree must be provided at a 1:150
ratio in the area east of the swale. Finally, a minimum of
seven (7) 36-inch and eight (8) 24-inch box type Cupania
Anacardtotdes trees must be provided in the swale area.

lO. A minimum of six (6) 48-tnch Carrotwood trees will be
required on each corner of "A" Street at Browning and "A"
Street at "B" Street.
11. A minimum of three {3) 36-inch box Pinus Halepensis will be
planted along the south side of "A" Street and clustered as
shown on the plans reviewed by the Commission.
12. Entry points into residential subdivisions off the west
side of "B" Street shall be 36-inch box type Carrotwoods.
13. On the east side of "B" Street, immediately adjacent to the
park site, a minimum of two (2) 48-inch box Pinus
Halepensis shall be planted.
14. On the north side of E1 Camino Real between Tustin Ranch
Road and the park site the following trees shall be used in
addition to these noted in Sections II. 6 and II. 7 of this
resolution'
Five (5) 24-inch box Pinus Halepensls
Five (5) 36-tnch box Ptnus Halepensls
15. Heights of walls shall be in accordance with Planned
Community Regulations for Phase I. Final construction
drawings shall include notes specifically identifying
locations where mi nimum barrier heights for sound
attenuations must be achieved as determined by a noise
study conducted by Mestre Greve Associates dated March 28,
1986.
16. Perimeter walls shall be split face block complete with a
brick trim cap.
17. Minor deviations from the approved plant palette, sizes,
and or precise locations of plant materials may be approved
by the Director of Community Development.
