SUBJECT: CITY COUNCIL APPOINTED REPRESENTATIVES
SUMMARY:
The City Council is required to make appointments to various governmental agencies,
boards and committees on which the City has representation. New appointments or
reappointments of delegates and alternates are historically made at the first Council
meeting of the year.
RECOMMENDATION:
1. Appoint a Director and Alternate Director to serve on the FoothilUEastern
Transportation Corridor Agencies Board of Directors;
2. Appoint a Director and Alternate Director to serve on the Orange County Fire
Authority's Board of Directors;
3. Appoint a Director and Alternate Director to serve on the Orange County
Sanitation District Board of Directors;
4. Appoint a Representative to serve on the Southern California Association of
Governments Board of Directors;
5. Adopt a resolution entitled: A Resolution of the City Council of the City of Tustin,
California, Designating Its Representative and Alternate to the Orange County
Fire Authority's Board Of Directors;
6. Approve the City of Tustin Appointments to Committees (attached)
FISCAL IMPACT:
None.
BACKGROUND:
As a regular practice during the first City Council meeting in January, the City Council
reviews the list of Agencies, Boards, Committees, etc., to which it appoints individuals to
represent the City during the forthcoming year.

This year staff is recommending a new process involving a series of separate actions be
taken for appointment of the Director and Alternate Director to the Foothill/Eastern
Transportation Corridor Agencies; appointment of the Director and Alternate Director to
the Orange County Fire Authority; Director and Alternate Director to the Orange County
Sanitation District; and appointment of the Representative to the Southern California
Association of Governments.
It is further recommended that the City Council not entertain more than two nominations
per Director and Alternate far each of the aforementioned appointments and that each
of the nominees should not participate in the decision to nominate or appoint
themselves and instead should recuse themselves from the dais prior to any discussion
or vote on the appointments.
Foothill/Eastern Transportation Corridor Agencies
The City Clerk will call for separate nominations and votes for Director and then for
Alternate Director.
Orange County Fire Authority
The City Clerk will call for a separate nomination and vote for Director and then
Alternate Director.
Per the Orange County Fire Authority's Joint Powers Agreement, the appointed Director
and Alternate Director to the Fire Authority's Board of Directors are to be designated by
a Resolution, which approval will require a recorded majority vote of the total
membership of the City Council. Attached for your consideration is the Resolution which
will designate the appointees for Director and Alternate Director to the Orange County
Fire Authority's Board of Directors. It is recommended that the Council take the action
to adopt the Resolution after the Director and Alternative Director have been appointed.
Orange County Sanitation District
The City Clerk will call for separate nominations and votes for Director and then for
Alternate Director.
Southern California Association of Governments
The City Clerk will call far separate nominations and vote far Representative.
Staff is also recommending Council take a final separate action to confirm the remaining
list of appointments.

RESOLUTION NO. 12-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, DESIGNATING ITS REPRESENTATIVE
AND ALTERNATE TO THE ORANGE COUNTY FIRE
AUTHORITY'S BOARD OF DIRECTORS
WHEREAS, the City, as a "member" of the Orange County Fire Authority, a
California Joint Powers Authority (JPA), is entitled to designate a representative director
("Director") and alternate ("Alternate") to the Orange County Fire Authority's Board of
Directors, and
WHEREAS, each member agency, by resolution of its governing body, shall
designate one representative to act as its Director on the Authority Board of Directors,
except the County whose Board of Supervisors shall appoint two representatives to act
as its Directors, and .
WHEREAS, each Director shall be a current elected member of the governing
body, and
WHEREAS, each Director shall hold office until the selection of a successor by
the appointing body, and
WHEREAS, each member agency shall also designate an alternate
representative to act in each Director's absence; and
WHEREAS, each Alternate shall be a current elected member of the member
agency's governing body; and
WHEREAS, each Director and Alternate is to serve at the pleasure of his or her
appointing body and may be removed at any time, with or without cause, at the sole
discretion of that appointing body, and
WHEREAS, any vacancy shall be filled in the same manner as the original
appointment of a Director and/or alternate.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Tustin, California, does hereby designate Council Member as a Director
and Council Member as Alternate to the Orange County Fire Authority
Board of Directors.
