REGULAR MEETING
TUSTIN PLANNING COMMISSION
NOVEMBER 8, 2011
7:00 p.m. CALL TO ORDER

CONSENT CALENDAR:
Approved 1. APPROVAL OF MINUTES -OCTOBER 11, 2011, PLANNING
COMMISSION.
Motion: It was moved by Puckett, seconded by Kozak to move the Consent
Calendar. Motion carried 5-0.

REGULAR BUSINESS:
Received and filed 2. PRESENTATION ON CALIFORNIA HISTORICAL BUILDING
CODE.
On October 18, 2011, City staff attended a workshop
sponsored by CALBO (California Building Officials) on the
subject of the California Historical Building Code.

In an effort to provide the Planning Commission with additional
historic preservation training, staff will be giving a PowerPoint
Presentation and will be available to answer the
Commissioners' questions regarding the California Historical
Building Code.
Reekstin Gave the presentation on the California Historical Building Code.
The Planning Commission discussed the presentation. Questions for
staff generally included window requirements on upper floor levels,
examples of equivalent facilitation for accessibility with videos and
plans in historical buildings, changes in occupancy from residential to
commercial uses, and the application of the building code to historical
homes.
Presentation was received and filed.
STAFF CONCERNS:
3. REPORT OF ACTIONS TAKEN AT THE NOVEMBER 1, 2011,
CITY COUNCIL MEETING.
The Director reported on City Council actions as follows:
• The Code Amendment related to alcoholic beverage sales was
continued to the December 6t" City Council meeting;
• City Council adopted the Planning Commission's
recommendations for the Body Art and Nonconforming
Ordinances;
• City Council adopted a resolution overturning the Planning
Commission's decision regarding the Cedar Grove wireless
Design Review.
COMMISSION CONCERNS:
Moore • Attended the Art Walk and appreciated all the artists and
musicians who participated.
Kozak Thanked the Director and staff for the opportunity to attend the
Planning Officials Forum;
• Attended the Art Walk in Old Town Tustin;
• Was unable to attend the opening of the Tustin High School
Science Center, but stopped by for aself-guided tour of the
facility. Stated this is a great opportunity to move the
community forward;
• Attended the Third District OCTA Leadership Forum. Stated it
was very informative to learn what is in store for all the districts
in the county;

Kozak cost Thanked members of Old Town Tustin for attending this
evening's meeting to hear staffs presentation.
Eckman • Thanked staff for the presentation;
• Attended the Halloween Howl. Thanked Dave Wilson and his
staff for putting on a great event;
• Thanked the Director and all the staff for continuing to do an
excellent job.
Puckett . Thanked the Recording Secretary for her work in support of city
staff and the Planning Commission;
• Congratulated the Tustin Public School Foundation on a
successful Dino Dash event;
• Attended the OCTA presentation and stated it was an eye-
opening event;
• Gave a reminder that the Mayor's Thanksgiving Breakfast is
approaching;
• Stated on November 17t" Santa and his sleigh will make an
appearance at Enderle Center;
• Stated November 10t" is the Marine Corps Birthday;
• Wished everyone a Happy Thanksgiving.
Thompson • Attended the dedication for the Upper Chiquita Reservoir in
South Orange County, stated it's the largest reservoir that has
been built in Orange County in 45 years;
• Attended the OCTA Leadership Forum;
• Congratulated the City on the opening of the Tustin Metrolink
parking structure, stated it's an impressive facility;
• Attended the Dino Dash and congratulated his sons who joined
him in the race as "Team Thompson;"
• Attended a presentation on the book "A Gift of History" at
Anaheim Stadium with over 20,000 third grade students from
cities throughout Orange County.
7:37 p.m. ADJOURNMENT:
The next regular meeting of the Planning Commission is scheduled
for Tuesday, November 22, 2011, at 7:00 p.m. in the City Council
Chamber at 300 Centennial Way.
