RESOLUTION NO. 2288
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN RECOMMENDING TO THE CITY COUNCIL
ADOPTION OF THE FIRST STREET SPECIFIC PLAN
(SPECIFIC PLAN)
The Planning Commission of the city of Tustin does hereby resolve as
follows'
I. The Planning Commtssion finds and determines as fol lows'
A. That upon direction of the City Council a comprehensive land use
study covering properties indicated in Exhibit A attached hereto
was commissioned and completed.
B. That as a result of the land use study, a Specific Plan was
prepared in accordance with Sections 65450 through 65457 of the
California Government Code. The Plan is detailed in Exhibits B
and C attached.

That a public hearing before the Planning Commission to consider
the Specific Plan was duly called, noticed and held.
O. That a Negative Declaration of Environmental Impact has been
prepared.

That establishment and implementation of the Plan as submitted,
under the circumstances of this case, will not be detrimental to
the health, safety, morals, comfort, or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:
1. The proposed commercial and office development is
consistent in intensity and character with the city's
adopted General Plan.
2. Reasonable alternatives to the plan and their implications
have been considered.
3. The scope and depth of plan analysis are commensurate with
the level of detail contained tn the plan and the
specificity of land use entitlement its adoption
authorizes.
4. The various components of the plan as well as the plan in
its entirety are sensitive to the environmental and public
policy impacts of the proposed development.
5. Appropriate mitigation measures are incorporated in the
plan to insure that concerns identified at this level of
planning are resolved as part of the more detailed site
plan review which must be completed before private
development may proceed.

All subjects required in a specific plan by the California
Government Code and applicable city ordinances are
appropriately and adequately covered.

Adequate time and opportunities have been afforded
interested organizations and members of the public to
comment on or propose changes to the plan if they so
desired.
F. That the establishment, maintenance, and operation of the plan
as submitted will not be injurious or detrimental to the
property and improvements in the neighborhood of the subject
property, nor to the general welfare of the city of Tusttn, and
should be approved.
II. The Planning Commission hereby recommends to the City Council that
the First Street Specific Plan (Specific Plan No. 10) as presented in
Exhibits A, B, and C attached hereto be approved in the following
manner:

That Sections I, II and IV of the Specific Plan as amended by
Attachment "A" be approved as policy documents and adopted by a
Resolution of the City Council.
B. That Section III of the Specific Plan be approved as amended by
Attachment "A" as a strong regulatory document and be adopted by
an ordinance of the City Council.

Page III-22, amend #2 Administrative Review as follows: ADD design

guidelines... Any project having development plans-approved by building
permit issuance or land use permit prior to the adoption of this specific
plan shall remain approved without amendment. Any Primary Use project
proposed in the specific plan area shall be forwarded to the Planning
Commission as an information item.
Page*III-II, amend b. on top of page as follows' DELETE 3 story, 38 feet
and replace with 2 story, 28 feet.
Page III-Il, amend d. DELETE reference to 3rd story - 32 feet.
Page IV-11, Materials Palette, ADD "pale pastel colors" to the 3rd column
for walls color.
Page IV-lg, ADD a design guideline for signs which states, "all buildings
using rear parking lots shall clearly identify their businesses with rear
wall signage. All structures shall exhibit clear address information on
the front facade. (Recommended guideline: Minimum address number size
shall be 6" for a 1 story building and 10" for a 2 story building.) For
night identification the numbers shall be internally or externally
lighted. Otherwise all signing shall comply with the Tustin Sign Code.
Page IV-2S, on bus stops ADD that clear plexiglass may be added to the
walls in order to block winds.
Page IV-4 DELETE the right column guideline and replace with the following'
Utilize the front setback area in one of the following manners. The front
setback may either be entirely landscaped (in conformance wi th the
landscape guidelines) or made into a pedestrian plaza, utilizing
interlocking pavers as a base material, pedestrian level lighting and a
minimum of 15S landscaped area.

Page III-2, ADD triple asterisks after Planning units numbered 2-1, 2-5,
2-6 and add a note at bottom of page which states, "***these properties
shall receive design review by Planning Commission regardless of Primary
Use or Secondary Use. The area shall exhibit a strong pedestrian emphasis.
11. Page IV-15. ADD a design guideline for parking which states, "the parking
area should be designed in a manner which links the building to street
sidewalk system as an extension of the pedestrian environment. This can be
accomplished by using design features such as walkways with enhanced
paving, trellis structures, and/or landscaping treatment.

8. Incentives for Plan Administration
Issue: What city assistance can be provided to encourage expediant
implementation of this Plan.
· GOALS:
To encourage rapid rehabilitation of non-conforming structures and uses.
OBJECTIVES:
8.1 Rehabilitation of facades (including stgnage) of existing structures to
comply with design guidelines of this plan.
8.2 Improve vehicular inter-site circulation.
8.3 Maximization of pedestrian movement and access.
POLI CY:
To make available to property owners, where possible, funding from the
redevelopment agency or other appropriate sources for rehabilitation.
