A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING AMENDMENT NO. 1 TO USE
PERMIT NO. 79-28 AUTHORIZING THE EXPANSION OF THE
ADMINISTRATIVE OFFICES AT 13200 RED HILL AVENUE (RED
HILL LUTHERAN CHURCH)
The Planning Commission of the City of Tusttn does hereby resolve as
follows:
I. The Planning Commission finds and determines as follows'
A. That a proper application (Amendment No. i to Use Permit No.
79-28) has been filed by Mr. E.W. Rosenberg on behalf of Red
Hill Lutheran Church requesting authorization to add a second
story to the existing administrative office building at 13200
Red Hill Avenue (Red Hill Lutheran Church). The new
construction will add 1,880 square feet of office area to the
site.
B. That a public hearing was duly called, noticed and held on said
application.
C. That establishment, maintenance, and operation of the use
applied for will not, under the circumstances of this case, be
detrimental to the health safety, morals, comfort or general
welfare of the persons residing or working in the neighborhood
of such proposed use as evidenced by the following findings:
1. The use applied for is in conformance with both the Tustlr~
Zoning Code and the Tustin Area General Plan.
2. That the addition shall match architectural style and
materials of all existing buildings on the site.
3. That the parking currently provided on site meets the
demand for building square footage, including the addition.
D. The establishment, maintenance and/or operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin and should be
granted.
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal and street improvement
requirements as administered by the City Engineer.

F. Final development plans shall require the review and approval
of the Community Development Department.
G. This project is categorically exempt from the requirements of
the California Environmental Quality Act (Class 1, Section
15301e).
II.
The Planning Commission hereby approves Amendment No. 1 to Use
Permit No. 79-28 authorizing the addition of a second story to the
existing administrative office building at 13200 Red Hill Avenue.
The new construction will add 1,880 square feet of office area to
the site, subject to the following conditions'
1. That the additional 1,880 square feet to be constructed shall
not be used for classroom facilities.
2. That the parcel upon which the facilities are constructed shall
be annexed to the Orange County Lighting District prior to the
issuance of building permits for the approved addition.
3. That marbeltte street light(s), with underground conduit, shall
be installed along the frontage of the subject parcel in
conformance with plans of the Southern California Edison
Edison.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Commission meeting held on the 29th day of May, 1984.
