BACKGROUND/DISCUSSION
On May 14, 2002, the Department of Navy executed an Agreement with the City of
Tustin for approval of an Economic Development Conveyance (EDC) transferring
approximately 977 acres of property at the former Marine Corps Air Station (MCAS)
Tustin to the City by deed and an additional 176 acres by a Lease in Furtherance of
Conveyance (LIFOC). The Agreement requires the City of Tustin to implement land use
entitlements and zoning as described in the Marine Corps Air Station (MCAS) Tustin
Specific Plan/Reuse Plan (approved October 1996) and Errata to the MCAS Tustin
Specific Plan/ Reuse Plan (approved September 1998). In anticipation of bringing
forward at a future public hearing the MCAS Tustin Specific Plan for formal
consideration by the Planning Commission and Tustin City Council in the near future
(likely sometime in August), Redevelopment Agency staff will provide the Commission
with an overview of the purpose and scope of the documents, anticipated corrections
necessary to the document and respond to any questions from the Commission.
A copy of the Specific Plan/Reuse Plan and Errata dated September 1998 are attached
for the Commission's review and in preparation of the workshop discussion
