RESOLUTION NO. 1992
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING THE EXPANSION
OF THE PRE-SCHOOL FOR 144 CHILDREN AT 600
W. SIXTH STREET
The Planing Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application,(Use Permit No.81-23), has
been filed by George C. and Marvina H. Matthews to
request authorization to expand the Pine Tree Childrens
House School at 600 W. Sixth to allow for 144 children.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
thi s case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working i n the neighborhood of such proposed use,
evidenced by the following findings:
The use is in conformance with Land Use Element of the
Tustin Area General Plan and with the provisions of the
Public and Institutional District of the Zoning
Ordinance.
D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and improvements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered by the Building
Official, Fire Code as administered by the Orange County
Fire Marshal and street improvement requirements as
administered by the City Engineer.
F. The proposal is categorically exempt from the
reporting requirements of the California Environmental
Quality Act.
G. Fi nal~ development plans shal 1 require the review and
approval of the Community Development Department.

II. The Planning Agency hereby approves Use Permit No.81-23,
4 to authorize a 3530 square foot expansion of the Pine
Tree Childrens House subject to the following
5 conditions:
g A. The final site plan shall be standardized and reflect
all appropriate City standard drawing numbers. The
7 developer shall construct all missing or damaged street
improvements to said development per the City of Tustin
8 "Minimum Design Standards of Public Works" and "Street
Improvement Standards". This work shall consist of,
9 but is not limited to: curbs and gutters, sidewalks,
drve apron, and street pavement.

11 B. That the driveway apron shall be widened to at least
25' and be constructed to City Standard 108A.

C. The interior drive shall be a minimum of 25' wide
13 plus an 8' wide drop-off lane adjacent to the building
and fence.

- D. Signing is authorized as follows:

1 - 11 square foot single face monument sign no
16 higher than 3'-6"
17 1 - 21 square foot wall mounted signs
18 E. The student population shall be limited to 144 during
the hours of 6:30 a.m. to 7:00 p.m. Monday thru Saturday
19 and no more than 12 staff members are authorized.
20 F. In addition to 12 parking spaces for staff use, two
visitors spaces shall be provided.

G. The Sixth Street drop-off space shall be repainted to
22 City standards.
23 PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Agency, hel d on 20th day of July, 1981.
