A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING DEVELOPMENT OF
AN INDUSTRIAL BUILDING AT 14272 FRANKLIN
AVENUE WITH OFF-SITE INTER-RELATED PARKING
ACCOMODATIONS

AVENUE WITH OFF-SITE INTER-~ATED PARKING
A~ATIONS
The Planing Agency of the City of Tustin does hereby resolve as
follows'
I. The Planning Agency finds a_~!_ determines ss follows:
A. That a proper application, (Use Permit No.81-19;), has
~cn filed on behalf of Basic Four Corporation, rD
request authorization to construct a 160,000 squ_~:re foot
office/industrial building at 14279. Franklin Avenue with
parking acco~xnodations provided on adjacent parcels bF
recorded agreement.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
1. The Use is in conformance with the Tustin Area
General Plan and Zoning Ordinance.
2. The total parking ac~tion of the Basic Four
Corporation complex is in conformance with the
provisions of the Planned Community District
Regulations - Irvine Industrial Complex.
D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and improvements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered b~ the Building
Official, Fire Code as administered by the Fire Chief,
and street improvement requirements as administered by
the City Engineer.
F. The proposed project is exempt from the requirements
of the California Environmental Quality Act on the
basis of a prior approved master EIR, for the
industrial complex.
G. Final development plans shall require the review and
approval of the Cormmnztty Development Department.

II. The Planning Agency hereby approves Use Permit No. 81-1~ to
authorize develoI~nent of an industrial building and parking plans as
suhnitted, subject to the following conditions:
A®
The final site plan shall be standardized and reflect all
appropriate City s~andard drawing numbers. The developer
shall construct all missing or damaged street improvements to
said development per the City of Tustin '~linimmn Design
Standards of Public Works" and "Street Improvement
Standards". This work shall consist of, but is not limited
to: curbs and gutters, sidewalks, drive apron, and street
pavement.
B®
That reciprocal access and parking easements shall be
recorded for lots 1, 2 and S of Tract S80S and lots 26, 27
and 2S of Tract 85~0 to ensure common use of the parking area
and drive aisles of the planned complex by all present and
future users.
C. That the reciprocal access and parking easements shall be
/~_d~_~-~/1~ ~9~~,~v~.._ by the City Attorney prior to their recordation.
D. That precise improvement plans shall conform to all
provisions of the City's development guidelines and the
Planned Co~~ty District Regulation - Irvine Industrial
Complex.
E.
That all tempora~ office trailers within the Basic Four
Corporation Complex shall be removed prior to building pe~nit
issuance.
F®
Driveway aprons shall be constructed to the City Stand_-_rd
108B and they shall be located so as not to interfere with
existing public improv~nts such as fire hydrants and light
standards. Radius type'drive, if requested, shall be
constructed per City Stand,;~d lOSE.
G.
Connection to the Sanitary Sewer and domestic water main
shall be shown on the final site plan.
H®
A final grading plan shall be submitted for review and
approval.
I®
Payment of Orange County Sanitation District No. 7 fees in
the amount of $625/acre shall be required when a building
permit is issued.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning
Agency, held on the 18th day of May, 1981.
