RESOLUTION NO. 1964
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING CONSTRUCTION
AND OPERATION OF 24-HOUR AUTOMATED BANK
CORNER OF SEVENTEENTH STREET AND CARROLL
WAY.
The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, (Use Permit No. 81-15),
has been filed on behalf Ralphs Industries to
request authorization to construct and operate
a 24-hour automated bank teller kiosk at the
northeast corner of Seventeenth Street and Carroll
Way.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of
the use applied for will not, under' the circumstances
of this case, be detrimental to the health, safety,
morals, comfort, or general welfare of the persons
residing or working in the neighborhood of such
proposed use, evidenced by the following findings:
The commercial use is in conformance with the land
land use element of the Tustin Area General Plan.
D. That the establishment, maintenance and operation
of the use applied for will not be injurious or
detrimental to the property and improvements in the
neighborhood of the subject property, nor to the
general welfare of the City of Tustin, and should
be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council,
Uniform Building Codes as administered by Orange
County Fire Marshal, and street improvement require-
ments as administered by the City Engineer.
F. That the project is categorically exempt from the
requirements of the California Environmental Quality
Act.
G. Final development plans shall require the review
and approval of the Community Developemnt Department.
II. The Planning Agency hereby .adopts Use-Pe.rmit'~No.· 81-15,
to authorize construction and operation of a 24-hour
automated bank teller as applied for, subject to the following
conditions:

A. The teller window shall be oriented in a northeasterly
orientation, providing visibility from Seventeenth
Street. The exact alignment shall be reviewed and
approved by the Community Development Director.

B. The windshields shall be made of a , "? ~
C. The kiosk island shall be oriented so that parking spaces
can be provided On three sides.
D. Exterior finishes, colors and roofing materials shall
be compatible with the existing shopping center structures
and shall be approved by staff prior to installation.
E. Final design and site development plans shall be submitted
to the Community Development Department for review and
approval.
