RESOLUTION NO. 1950
A RESOLUTION OF THE TUSTIN PLANNING AGENCY
APPROVING USE PERMIT NO. 81-3 AUTHORIZING DEVELOPMENT
OF A 91,000 SQ. FT. OFFICE COMPLEX ON PARCEL 1 OF
PARCEL MAP NO. 80-1026
The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application was filed on behalf of American
Express Company for a use permit to authorize development
of a 91,000 square foot office complex on Parcel 1 of Parcel
Map No. 80-1026 as proposed on Exhibits "A" "B", "C"
"D", and "E" attached hereto and incorporated herein by
this reference as though set forth herein in full.
B. That a public hearing was duly called, noticed, and held on
said application.
C. That establishment, maintenance and operation of the use
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort or
general welfare of the persons residing or working in the
neighborhood of such proposed use, evidenced by the following
findings:
1. The use is in conformance with Tustin Area General Plan
and the Zoning Ordinance.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the
property and improvements in the neighborhood of the subject
property, nor to the general welfare of the city of Tustin,
and should be granted.
E. Proposed development shall be in accordance with the develop-
ment policies adopted by the City Council, Uniform Building
Codes as administered by the Building Official, Fire Code as
administered by the Orange County Fire Marshal, and street
improvement requirements as administered by the City
Engineer.
F. A Negative Declaration has been applied for and is hereby
approved with the following mitigation measures:
1. Mitigate non-point source pollution which is a result
of altered absorption, surface runoff increase and
reduction of native soil areas.
2. Signalization of Vandenberg Lane at Yorba Street when
necessary.
G. Final development plans shall require the review and approval
of the Community Development Director.
II. The Planning Agency hereby grants a Use Permit, as applied for,
to authorize development of an office complex pursuant to the
Planned Community District regulations and as applied for subject
to the following conditions:
A. Fire hydrants shall be required on the north and south side
of the complex.

B. The project shall be provided with a automatic sprinkler
system as required in the Tustin Fire Code.
C. The parking structure shall be constructed with a clearance
of 13' - 6" in those areas required by the Fire Department
for adequate emergency access o/~ the structure should be de-
signed to support a 54 ton vehicle.
D. An 8" looped water system shall be constructed between 17th
Street and Vandenberg.
E. The entrance and exit on 17th Street shall be widened
to 30'. Both entrance and exit drive aprons within the
receptacle easement area shall be constructed with this
project.
F. Permanent signing shall not be authorized for this site
until a master sign plan is presented to the Planning Agency
for approval.
G. The conditions of development as contained in the Rider
to Corporation Grant Deed, September 26, 1980, shall form
a part of this resolution.
H. Ail work within the public right-of-way will require a permit
from the City of'Tustin Engineering Department.
I. Ail roof equipment and vents must be screened from view.
