RESOLUTION NO. 1946
A RESOLUTION OF THE PLANNING AGENCY OF
THE CITY OF TUSTIN, AUTHORIZING THE
DEVELOPMENT OF AN OFFICE BUILDING AT
700 WEST FIRST STREET
The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application Use Permit No. 81-4 was filed by
Eugene Roach Associates on behalf of Michael Jacobs to
request authorization to contract a two-story, 9000 square
foot office building at 700 W. First Street in the Commercial
General Planned Unit Development District.
B. That a pubic hearing was duly called, noticed and held on
said application;
C. That establishment, maintenance and operation of the use
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort or
general welfare of the persons residing or working in the
neighborhood of such proposed use, evidenced by the following
findings:
1. The use is in conformance with the Land Use'Element of
The Tustin Area General Plan, the Tustin Area General
and the Tustin zoning Code.

The architecture style is of a type which will enhance
the area.
D. Tha~ the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the
property and improvements in the neighborhood of the subject
property, nor to the general welfare of the City of Tustin,
and should be granted.
E. Proposed development shall be in accordance with the develop-
ment policies adopted by the City Council, Uniform Building
Codes as administered by the Building Official, Fire Code as
administered by the Orange County Fire Marshal and street
improvement requirements as administered by the City
Engineer·
F. Proposed project is categorically exempt from the require-
ments of the California Environmental Quality Act, Section
15103, class 3, section c.
G. Final development plans shall require the review and approval
of the Community Development Director.
II. The Planning Agency hereby grants a Use Permit, as applied
for, to allow the development of an office buidling at 700
West First Street. Subject to the following conditions.
A. Minimum size interior drive aisles shall be 20' in width for
one-way traffic.
B. The applicant shall submit a letter from the city's Franchise
Refuse Service stating that the development can be serviced
on site by the company's refuse trucks.
C. Construction or replacement of all missing or damaged public
improvements adjacent to te development is required·

D. All improvements within the public right-of-way should be
shown on the final site and/or grading plan and noted with
applicable city standards.
E. Street lights shall be provided as determined by the Southern
California Edison Company.
F. Placement of on-site trees adjacent to First Street should be
coordinated with the existing street trees.
G. Street trees along Myrtle Avenue are required.
H. Payment of East Orange County Water District fees shall be
required.
I. The covered garage area shall be equipped with a fire
sprinkler system as required by N.F.P.A. Standard No. 13.
PASSED AND ADOPTED as a regular meeting of the Plannin~ Ag/ncy of the
City of Tustin, California, held on the 17th day of February, 1981.
