U.P. 81-2, FOR QUALITY AMBULANCE SERVICE· The Planning Agency of the City of Tustin does hereby resolve as fol- lows: I. The Planning Agency finds and determines as follows: A. That a proper application (Use Permit No. 81-2) was filed on behalf of Quality Ambulance Service for a Conditional Use Permit to allow a 24-hour ambulance service and construction of a fifty foot (50') radio antenna at 135 South Prospect Avenue. B. That a public hearing was duly called, noticed, and held on said application. C. That establishment, maintenance and operation of the use ap- plied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighbor- hood of such proposed use, evidenced by the following find- ings: I · The subject site is mostly surrounded by commercial uses. 0 There is adequate ingress and egress at the corner of Prospect Avenue and East First Street. · The requested use will be housed in a portion of an ex- isting commercial-professional building which is located in the central commercial district. D. That the establishment, maintenance and operation of the use applied for will not be injurious or detrimental to the prop- erty and improvements in the neighborhood of the subject pro- perty, nor to the general welfare of the city of Tustin, and should be granted. E. Proposed development shall be in accordance with the develop- ment policies adopted by the City Council; Uniform Building Codes as administered by the Building Official; Fire Code as administered by the Orange County Fire Marshal; and street improvement requirements as administered by the City Engi- neer. F. That this project is categorically exempt from the require- ments of the California Environmental Quality Act. II. The Planning Agency hereby grants a conditional use permit, as applied for, to allow for a 24-hour ambulance service at 135 South Prospect Avenue, subject to the following conditions: A. That the applicant will take all steps necessary to mitigate any adverse effects of audio-visual interference caused by radio transmission or reception as related to this use, and that the applicant shall be financially responsible for any such interference. B. That the use of sirens shall be limited to emergency cases, and in all instances shall not be turned on until the emer- gency vehicle reaches the intersection of First and Prospect or Main Street and Prospect Avenue. C. That a sign plan in conformance to Ordinance No. 684 shall be submitted for review and approval prior to the erection of any signs. That emergency vehicles at the site shall be limited to two (2) vehicles, which shall be parked in designated locations in the parking lot directly north of the building. E. That no major maintenance or repair of vehicles shall take place at the site. F. That the vehicle's radio shall not be on while the vehicle is parked at the site. G. Metal trash containers shall be provided. Oily rags and other similar waste materials shall be kept in metal recep- tacles with tight fitting lids, as per Uniform Fire Code 27.201. A masonry trash enclosure is required for the con- tainer. H. That a smoke detector be provided in the sleeping quarters.
