RESOLUTION NO. 1938
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING THE CONSTRUCTION
OF AN OFFICE BUILDING ON MULTIPLE-FAMILY ZONED
(R-3) PROPERTY, BY APPROVING USE PERMIT NO. 81-1.
The Planning Agency of the City of Tustin does hereby resolve as fol-
lows:
I. The Planning Agency finds and determines as follows:
A. That a proper application (Use Permit No. 81-1) was filed by
Peter A. Lendrum Associates, on behalf of E1 Camino Real
Properties, Ltd., requesting authorization to construct a
22,656 square foot office complex at 150-160 E1Camino Real
(C-2) and 155-165 "C" Street (R-3).
B. That a public hearing was duly called, noticed, and held on
said application.
C. That establishment, maintenance and operation.°f the use ap-
plied for will not, under the circumstances of this case, be
detrimental to the health, safety, morals, comfort or general
welfare of the persons residing or working in the neighbor-
hood of such proposed use, evidenced by the following find-
ings:

The proposed use is in conformance with the Land Use
Element of the Tustin Area General Plan and Section
922662 of the Tustin City Code.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the prop-
erty and improvements in the neighborhood of the subject pro-
perty, nor to the general welfare of the city of Tustin, and
should be granted.
E. Proposed development shall be in accordance with the develop-
ment policies adopted by the City Council; Uniform Building
Codes as administered by the Building Official; Fire Code as
administered by the Orange County Fire Marshal; and street
improvement requirements as administered by the City Engi-
neer.
F. Final development plans shall require the review and approval
of the Community Development Director, including visual
screening from adjacent residential areas.
G. That a Negative Declaration was previously approved to comply
with the provisions of the California Environmental Quality
Act.
II. The Planning Agency hereby grants a use permit, as applied for,
to authorize an office building on R-3 property, subject to the
following conditions:
A. Installation of a complete fire sprinkler system with plans
approved by the Orange County Fire Marshal's Office.
B. The resolution of the sewer line relocation shall be to the
satisfaction of the City Engineer, and prior to building per-
mit issuance, the dedication of a fifteen foot (15') easement
will be required.

C. Any structural or architectural features that may encroach
into the fifteen foot sewer easement will be granted only
with the approval of the Community Development Director, and
the City Engineer.
D. The payment into the parking district for four (4) spaces as
provided for in Ordinance No. 510, at $634 per space.
E. That the development will conform to all applicable
provisions of the Zoning Code.
F. Ail missing or damaged public improvements adjacent to the
"C" Street frontage will require replacement per City
standards. Replacement of existing driveways on E1 camino
Real, with curb and gutter, is required.
G. The four (4) individual lots which make up the site for this
development must be held together by a covenant and
agreement.
H. Installation of Marbelite street lights and underground
conduit will be required across the "C" Street frontage.
I. Ail work within the public right-of-way will require a permit
issued by the Engineering Division.
J. Two of the four parcels will be required to pay sewer
connection fees in the amount of $250 each. These parcels
are 155 "C" Street and 160 "C" Street.
K. The perimeter wall along the "C" Street frontage shall be
reduced to 3'0" in height to provide better motorist
visibility.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning Agency,
held on the 5th day of January, 1981.
