RESOLUTION NO. 1923
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN, RECOMMENDING THE PRE-ZONING ON APPLI-
CATION NO. PZ 80-1 OF THE IRVlNE/PETERS CANYON
AREA.
The Planning Agency of the City of Tustin does hereby resolve as follows:
The Planning Agency finds and determines as follows:
A. That a proper application, No. PZ 80-1, has been initiated .~n
the m:tion .of the City Council for a prezone change from the
Orange County Agricultural District to the Ciry of Tustin Planned
Community District for the property bounded by the easterly
existing boundary fo the proposed Myford R;ad/Weir Canyon Road,
northerly of Mouifon Parkway to the ultimate city limits, as
described in Exhibit "A" and "B" attached hereto and incorporated
herein by this reference as though set forth herein in full.
B. That an Environmental Impact Report (78-3) for the requested
changes was prepared and certified by the City COuncil on May 7,
1979. An Environmental Impact Report (79-ER-0040) for the re-
quested changes was prepared and certified by the City Council
of the City of Irvine on September 23, 1980.
C. That a public hearing was duly called, noticed, and held on said
application on Ccfober 20, 1980.
D. That the prezoning should be granted for the following reasons:
1. The prezoning will establish a mutual understanding between
the land owner, residents of the area, and the City of Tustin
as to potentials for development and enable the land use
planning in advance of preparation of precise development plans.
2. The prezoning will enable the development of public works im-
provement plans related to land use development patterns and
circulation requirements.
3. The subject area is within a flood plain and the prezoning
will enable the application of development standards related
to flood plain hazards.
4. The prezoning will enable the preparation of precise deveop-
ment plans fo maximize the retention of open space and en-
vironmental protection.
5. The proposed prezoning is in conformance with the Tusfin
Area General Plan.
E. Development of the subject property at such time as it is removed
from the agricultural preserve shall be in accordance with the
p.~licies as in effect at that time and as adapted by the City
Council, fo include Uniform Buildin9 C,de, Fire Codes, street
improvement standards, parkland dedication, energy conservation
requirements, and such ~ther laws and ordinances as adopted by
the State legislature and City .~f Tusfin.
Prior fo the issuance of building permits, a specific plan shall
be submitted fo the Piannin9 Agency and City C.,uncil for review
and approval. Said plans may incorporate neighborhood designs
with integrated land use patterns fo consist of support commercial,
mixed residenfiai, public facilities, and open space. Specific
plans shall conform to the followin9 criteria:
1. Aggregate residential densities shall not exceed four
dwelling units per gross acre for the total area.

2. Foothill areas northerly of an alignment with Foothill Boule-
vard, as shown by Exhibit l, shall n.~f exceed a density of
two dwelling units per gross acre.
3. Site development plans shall accommodate neighborhood public
and commercial facilities adequate to serve the projected
population densities.
4. Site development plans shall accommodate parkland and open
space requirements ,including incorporation of trail systems
and drainage facilities.
5. Mitigation measures, as discussed in the EIRs shall be in-
corporated into development plans.
6. Accommodat.ions shall be made for affordable housing as may
be required by applicable laws and regulations at time of
development plan approval.
II. The Planning Agency hereby recommends to the City Council the approval
of Pre-zone Application No. PZ 80-1 from the Orange County Agricultural
District to the City of Tusfln Planned Cornmunify District, subject to
annexation to the City of Tustin and compliance with the terms and
conditions as indicated in paragraph i above.
PASSED AND ADOPTED afa regular meeting of the Planning Agency of the
City of Tusfin, California, held on the 20th day of October, 1980.
