RESOLUTION NO. 1919
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF'
TUSTIN, RECOMMENDING AMENDMENT TO THE LAND USE ELEMENT
AND CIRCULATION ELEMENT OF THE GENERAL PLAN FOR AN AREA
LOCATED NORTH OF THE SANTA ANA FREEWAY TO THE CITY OF
TUSTIN SPHERE OF INFLUENCE; WEST OF THE MYFORD ROAD/
WEIR CANYON PROPOSED ALIGNMENT TO THE EXISTING CITY
LIMITS; AND AN AREA BOUNDED BY THE SANTA ANA FREEWAY,
EXISTING NEW MYFORD ROAD WHICH IS THE CURRENT CITY
BOUNDARY, THE ATCHISON, TOPEKA AND SANTA FE RAILROAD;
AND THE PROPOSED ALIGNMENT OF MYFORD ROAD.
The Planning Agency of the City of Tustin does hereby resolve as follows:
i. The Planning Agency finds and determines as follows:
A. That Section 65356.1 of the Government Code of California provides
fhaf when if is deemed to be in the pUblic interest, the legis-
lative body may amend a part of the General Plan.
That, in accordance with Section 65356 of the Government Code of
the State of California, a public hearing was duly advertised and
held October 6, 1980 fo consider General Plan Amendment 80-1;
fo classify a parcel in the unincorporated area to be located in
Tusfin's sphere of influence, fo Planned Comrnunify/Residenfial,
a parcel fo be de-annexed from the city of Irvine, and subsequently
annexed by the City of Tusfin to Commercial and Industrial, fo
propose the ~yford Road/Weir Canyon alignment and classify as a
major arterial from Irvine Center Drive to the city of Tustin
boundary and to reclassify new ~yford Road fo a local street.
B. That an Environmental Impact Report (78-3) for the requested changes
was prepared and certified by the City Council on May 7, 1979. An
Environmental Impact Report (79-ER-0040) for the requested changes
was prepared and certified by the City Council of the City of
Irvine, on September 23, 1980.
C. That the changes in c~assific~t~on would be in the.public interest
and not defrimeofal fo the welfr,~e of the public or the surround-
ing praperfy owners.
D. That specific planning will be carried out prior to any deVelop-
ment or related proposals.
II. The Planning Agency hereby recommends fo the City Council approval of
General Plan Amendment 80-1, amending the Land Use Element to classify
the properties north of the Santa Ana Freeway fo the city of Tusfin
sphere of influence line west of Myford Road/Weir Canyon proposed
alignment fo the existing city limits fo Planned Community/Residential,
and an area bounded by the Santa Ana Freeway,. existing new Myford
Road, the Afchison,"Topeka, and Sanfa Fe Railroad, and the proposed
alignment of Myford Road, fo commercial and industrial. An amendment
fo the circulation element; fo propose the Myford Road/Weir Canyon
alignment, and that if will be classified as a major arterial from
lrvine Center Drive north to the city of Tusfin boundary, and fo
reclassify new Myford Road fo a local street, subject to the following
conditions:
A. Overall residential densities shall not exceed an average density
of four dwelli.ng units per gross area.
B. Designated hillside areas shall not exceed an average density

two dwelling units per gross acre.
C. The proposed M¥¢ord Road/Weir Canyon alignment, Crom the Santa
Ana Freeway north fo the city o¢ Tusfin sphere o¢ influence shall
be designated as a scenic highway. The design o¢ the roadway shall
be fo the speci¢ications of a scenic highway as outlined in the
Scenic Highways Element of the General Plan.
D. Development plans shall accorrmodafe parkland and open space re-
quirements.
E. Development plans shall accommodate neighborhOod public and c°m-
mercial facilities adequate fo serve the pro]ec[ed population.
F. Mitigation measures, as outlined in EIR 78-3 shall be incorporated
info development plans.
PASSED AND ADOPTED at a regular meeting of the Planning Agency of the City
of Tusfin, held on the 6th day of October, 1980.
