RESOLUTI ON NO. 1915
A RESOLUTION OF THE TUSTIN PLANNING AGENCY AP-
PROVING A USE PERMIT TO AUTHORIZE THE CONVERSION OF
AN OFFICE BUILDING TO 23 OFFICE UNITS AT 17662
IRVINE BOULEVARD.
The Planning Agency of the City of Tusfin does hereby resolve as follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application for Use Permit 80-11 was filed by
Venture 17662 on behalf of Ashton Investments for the conversion
of an office building to 23 separate office condominium units
at 17662 Irvine Boulevard.
B. That a public hearing was duly called, noticed, and held on

C. That establishment, maintenance and operation of the use
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort or general
welfare of the persons residing or working in the neighborhood
o¢ such proposed use, evidenced by the following findings:
1. The use i.s in conformance with Tustin Area General Plan.
2. The conversion fo condominium units will not change the
land use of the property.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental fo the property
and improvements in the neighborhood of the subject property,
nor fo the general welfare of the city of Tusfin, and should
be granted.
E. Proposed development shall be in accordance with the develop-
ment policies adopted by .the City Council, Uniform Building
Codes as administered by the Building Official, Fire Code as
administered by the Orange County Fi re t~arshal, and street
improvement requirements as administered by the City Engineer.
F. The project is categorically exempt from the requirements of
the California Environmental Quality Act.
!1. The Planning Agency hereby grants a Use Permit as applied for, to
allow the conversion of the office building af 17662 Irvine Boule-
vard to 23 office units, subject fo the following conditions:
A. That tentative tract map and final tract shall be submitted fo,
and approved by, the City for recordation.
B. That the formation of a "Community Association" and approval
o¢ the community covenants, conditions, and restrictions is
required. The Association and CC&Rs shall include the follow-
ing:
1. Provide for the maintenance of common areas and the land-
scaping along street frontages and parking lots.
2. The mechanisms o¢ allocating parking for individual
uni ts.
3. That the CC&Rs witl include, but not be limited fo, dis-
closure of management agreements, maintenance provisions,

access for emergency repairs, easements, etc. so future
purchasers will be aware of some problems which might
occur.
4. That the Community Association is responsible for enforcing
provisions of the CC&Rs, as approved by the city attorney.
5. That all tenants, regardless of type of professional
specialty, shall conform fo the requirements of the Pro-
fessional District of the Tustin Sign Code and of the de-
sign restrictions of a Master Sign Plan submitted by the
developer and approved by the Community Development Director.
6. That occupancy of 'the units is limited fo general office uses
and that medical offices, retail commercial, eating facilities,
and 'other uses reguiring more than op~.p~r~ing space per 300
square feet of building area are proniD~Tea.
C. That alt missing or damaged street improvements shall be re-
placed as indicated by the City Engineer.
PASSED AND ADOPTED afa regular meeting of the Tustin Planning Agency,
held on the 15th day of September, 1980.
